CC RESOLUTION 3519RESOLUTION NO. 3519 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA APPROVING • CONDITIONAL USE PERMIT 88 -2 TO ALLOW THE EXPANSION OF THE JOSLYN CENTER WITH NO ADDITIONAL PARKING AT 339 SHELDON STREET. WHEREAS, an application has been received from the City of El Segundo for a Conditional Use Permit 88 -2 to allow the expansion of the Joslyn Center in Recreation Park with no additional parking, located at 339 Sheldon Street in the Open Space (OS) zone; and WHEREAS, the proposed expansion is exempt from the requirements of the California Environmental Quality Act as a Section 15301 -Class 1 (Existing Facilities) project; and WHEREAS, Zoning Code Section 20.54.040 provides that the parking requirements for uses not specifically defined shall be determined by the Planning Commission; and WHEREAS, the Planning Commission of the City of El Segundo after a public hearing duly held on February 25, 1988, has adopted Resolution No. 2204, recommending to the City Council approval of CUP 88 -2, with no additional parking; and WHEREAS, the City Council held, pursuant to law, a duly advertised public hearing on such matters in the Council Chamber of the City Hall, 350 Main Street, in the City of El Segundo on March 1, 1988, and notice of said hearing was given in the time, form and manner prescribed by law; and WHEREAS, opportunity was given to all persons to present testimony or documentary evidence for or against proposed Conditional Use Permit 88 -2; and WHEREAS, at said hearing the following facts and findings were established: Facts: 1. The Joslyn Center is one of several existing recreational facilities within Recreation Park; the 19 acre park is located within the Open Space (OS) zone which permits the expansion of the recreational building subject to the discretionary review and approval of a Conditional Use Permit by the City Council. 2. The expansion of the Joslyn Center meets the development standards of the Open Space (OS) zone for height requirements, front, side, and rear setback requirements. 3. The proposed Joslyn Center expansion is exempt from the requirements of the California Environmental Quality Act under Section 15301 -Class 1, Existing Facilities. 4. Surrounding land uses consist of single- family residential, multiple- family residential, and general commercial uses. 5. A total of 266 parking spaces are provided on site at Recreation Park. i 1 n U Reso. #3519 Findings: 1. The proposed use will be compatible with surrounding, existing, and potential land uses. The proposed 3,053 sq.ft. expansion of the Joslyn Center will primarily accommodate senior citizen activities which are currently located in undersized facilities, and is not expected to increase activity or vehicular traffic; therefore the expansion is not anticipated to substantivally increase the demand for parking. The existing parking is determined to be adequate for the proposed expansion. 2. The proposed expansion of the use is destreable in the subject location as it provides a public recreational facility use for senior citizen activities. 3. The proposed use is consistent with the Open Space designation of the General Plan and is otherwise consistent with all other elements of the General Plan, and with the zoning for that site. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1: The City Council hereby approves • Conditional Use Permit 88 -2 for expansion of the Joslyn Center with no additional parking at 339 Sheldon Street, subject to the following conditions: 1. All proposed development shall take place substantially as shown on the plans submitted and labeled Exhibit G. In the event of a discrepancy between the project plans and the Zoning Code, the requirements of the E1 Segundo Municipal Code Title 20 (Zoning Code) shall prevail, unless specifically modified as part of this application request. 2. Construction activity shall be limited to the hours of 7:00 a.m. and 6:00 p.m. in conformance with City noise regulations. 3. The existing transformer pad and wall protecting it on the west side of the building shall be relocated so as not to block the new concrete walk, to the satisfaction of the Public Works Department. • 4. The existing water meter shall be relocated to the satisfaction of the Public Works Department. 5. A new sewer system will be designed by the City and constructed by the building contractor so that the existing sewer system which will ultimately be under the new structure can be abandoned. 0 SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said city; and shall make a minute of the passage and adoption thereof in the record of the proceedings of the City Council of said city, in the minutes of the meeting at which the same Is passed and adopted.
