A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, RECOMMENDING
PROPOSED RULEMAKING TO THE FEDERAL AVIATION
ADMINISTRATION ( "FAA ") TO REDUCE COMMUNITY
AIRCRAFT NOISE IMPACTS.
WHEREAS, the City Council of the City of E1 Segundo seeks to
decrease community exposure to adverse health, safety, or
nuisance impacts, particularly as they relate to the Los Angeles
International Airport (LAX) situated immediately north of El
Segundo; and
WHEREAS, aircraft noise has become one of the most serious
threats to airport capacity, airport access and a deregulated
airline industry; and
WHEREAS, while technology has dramatically reduced noise at
its source, it has not made aircraft generally capable of non -
intrusive acceptable interruptions, and for that reason technlogy
alone cannot be relied on to solve the aircraft noise problem;

WHEREAS, aircraft noise problems are not exclusively related
to jet aircraft, but include all types of aircraft manufactured
here and abroad; and
WHEREAS, though there is an established mechanism to certify
aircraft noise performance, there is no similar mechanism
available to inform aircraft operators and pilots of how to best
operate an aircraft from a noise point of view, which renders
airport "fly quietly" and similar programs of limited value; and
WHEREAS, sufficient information is not yet available from
which it can be determined whether there can be established for
any given aircraft an optimum noise reduction flight profile
which is consistent with the safe operation of that aircraft; and
WHEREAS, those parties most likely to be able to determine
such optimum noise reduction flight profiles are the engine and
airframe manufacturers; and
WHEREAS, there is an obvious regulatory gap in the Federal
Aviation Regulations in that the regulatory scheme now in place
does not require engine and airframe manufacturers to determine
optimum noise reduction flight profiles and publish them in the
approved aircraft flight manual, which is the document most
relied on by the pilot in the normal course of aircraft
operations; and
WHEREAS, in the judgment of the City Council reasonable and
feasible methods to eliminate unnecessary decibels should be
pursued by the FAA to make aircraft and the airports that serve
them more compatible with surrounding communities.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1: The City Council of the City of E1 Segundo,
California does hereby recommend to the FAA that it study the
matters raised herein, and if it is determined that noise
abatement benefits would accrue to those individuals and
communities affected by aircraft noise, that the FAA engage in

rulemaking as follows:
1. That for new aircraft not yet certificated and
aircraft currently in production, Federal Aviation
Regulations Parts 23 and 25 be amended to require aircraft
manufacturers to determine aircraft - specific noise abatement
flight procedures and make such procedures a part of the
approved aircraft flight manual;
2. That, for aircraft no longer in production and if
deemed economically worthwhile, the FAA require aircraft
manufacturers to amend approved aircraft flight manuals or
with FAA assistance publish in Advisory Circular or other
form appropriate noise abatement flight procedures;
3. That, Federal Aviation Regulation Part 91 be amended to
require the pilot to use approved aircraft noise abatement
procedures when and where such procedures would reduce the
noise impact on individuals and communities surrounding an
airport;
4. That, Federal Aviation Regulation Part 141 be amended
to include noise abatement flight procedures in approved
flight school curriculums for all pilot certificates;

5. That, the FAA require, as a part of biennial flight
examinations, type ratings or original pilot certificates,
that airmen demonstrate their knowledge of and ability to
comply with and apply noise abatement procedures contained
in approved aircraft flight manuals or other documents
referenced above; and
6. That, to the extent the proposals above impose a
financial hardship on engine and airframe manufacturers or
the FAA, funding for these programs be sought as a necessary
and proper expenditure from the noise abatement /mitigation
portion of the Aviation Trust Fund.
SECTION 2: The City Clerk shall certify to
and adoption of this resolution; shall enter the same
of original resolutions of said city; and shall make
the passage and adoption thereof in the record of the
