CC RESOLUTION 3489RESOLUTION NO. 3459 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO OPPOSING THE ASSIGNMENT OF NEW SCHEDULED PASSENGER AIRLINE SERVICE TO WEST IMPERIAL TERMINAL, OPPOSING THE CONTINUED USE OF IMPERIAL TERMINAL FOR TERMINAL OPERATIONS, AND OPPOSING PROPOSED MGM GRAND AIR AIRLINE SERVICE FROM IMPERIAL TERMINAL WHEREAS, the Board of Airport Commissioners approved in concept proposed airline service for MGM Grand Air on December 17, 1986 through its Resolution 15662: said operations to use Imperial Terminal; and WHEREAS, the Department of Airports has prepared a Draft Environmental Impact Report for the proposed MGM Grand Air service; and WHEREAS, the City Council reviewed said Draft Environmental Impact Report and project description for MGM Grand Air their meeting of July 14, 1987; and WHEREAS, the Department of Airports held a properly noticed public hearing on MGM Grand Air's proposed operating agreement at LAX on Tuesday, July 28, 1987; and WHEREAS, the City of E1 Segundo Noise Abatement Committee has reviewed proposed MGM Grand Air's operations at Imperial Terminal; and WHEREAS, the City of E1 Segundo immediately south and contiguous to LAX is heavily impacted by noise of all aircraft of particularly noise from non-stage III compliant aircraft on the air field in general and aircraft using Imperial Terminal and south runways in particular; and WHEREAS, the Board of Airport Commissioners on June 6, 1984 through its Resolution 14342 adopted a policy calling for the phase out of all Part 36, Stage 2 type aircraft at the earliest practical date; and WHEREAS, the City of E1 Segundo and the Department of Airports have been discussing the need for closure of the Imperial Terminal since at least the early 1970's to abate single event noise impacts in the City of E1 Segundo; and WHEREAS, written communication between the Board of Airport Commissioners and the City of E1 Segundo's City Council since the early 1970's have included repeated assurances from the Board of Airport Commissioners that upon completion of the new Terminal 1 facilities and upgrade of existing terminals on the LAX air field that the need for continued use of Imperial Terminal would be reviewed. THEREFORE BE IT RESOLVED, the City Council hereby finds as follows: - 1 - 1. MGM Grand Air proposes airline service use of compliant Non -Part 36 Stage 3 aircraft: the 7 2 7 - 100 at and L -1011 Imperial Terminal. 2. The proposed service is for daily scheduled, 6 days a week passenger service from 7 :00 am to 10:00 pm. 3. The City of Los Angeles's General Plan designates the area in which the Imperial Terminal is located as Airport Buffer Zone. According to the adopted LAX Interim Plan (General Plan) for this buffer area, "Uses of existing facilities in buffer area may continue as required until the Department of Airports can develope alternate facilities ". 4. All participants in the ANCLUC Study with the exception of the Department of Airports (City of Los Angeles), supported the City of E1 Segundo's request for closure at a date certain of the Imperial Terminal and incorporated this recommendation into the Noise Control Program then forwarded it to the Board of Airport Commissioners. NOW, THEREFORE the City Council of the City of E1 Is Segundo resolves as follows: 1. The proposal to use Imperial Terminal with scheduled aircraft passenger service using non - stage 3 compliant aircraft is unacceptable. 2. It is time for the City of Los Angeles Department of Airports to implement their General Plan Land Use designation for an airport buffer area on the south side of the airport. 3. No new airline passenger service should be approved by D.O.A. regardless of type of aircraft used until such time that the airport traffic has been reviewed in the context of capacity constraints identified at the 40- Million Annual Passengers (Forty Map) passengers level. BE IT FURTHER RESOLVED that the City Council of the City of E1 Segundo hereby requests that the Board of Airport Commissioners seriously consider the above; and 1. Deny the use of the Imperial Terminal for MGM Grand Air; and 2. Proceed with closure and phase out of all aircraft operations at Imperial Terminal with all due speed.
