A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, AUTHORIZING CERTAIN OF
ITS MEMBERS TO FILE A WRITTEN ARGUMENT REGARD-
ING A CITY MEASURE AND DIRECTING THE CITY
ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS.
WHEREAS, a Special Municipal Election is to be held in
the City of El Segundo, California, on February 24, 1987, at
which there will be submitted to the voters the following
measure:
Shall Ordinance No. 1087, an ordinance
of the City Council of the City of E1 Yes
Segundo, California, adopting Precise
Plan 85 -3 with conditions for proposed
office project AT2301 -2381 Rosecrans
Avenue and 810 -820 South Douglas Street
within said City, be adopted. No
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER
AS FOLLOWS:
SECTION 1. That this City Council, being the
legislative body of the City of El Segundo, authorizes
MAYOR JACK E. SIADEK
MAYOR PRO TEM KEITH SCHULDT
COUNCILMAN H.R. "BOB" ANDERSON
COUNCILMAN ALAN WEST
members of that body, to file a written argument in favor of the
City measure set forth in the recitals hereof in accordance with
Article 4, Chapter 3, Division 5 (commencing with Section 5010)
of the Elections Code of the State of California and to change
the argument until and including the date fixed by the City Clerk
after which no arguments for or against the City measure may be
submitted to the City Clerk.
SECTION 2. That the City Council directs the City Clerk
to transmit a copy of the measure to the City Attorney, unless
the organization or salaries of the office of the City Attorney
are affected. The City Attorney shall prepare an impartial
analysis of the measure showing the effect of the measure on the
existing law and the operation of the measure. If the measure
affects the organization or salaries of the office of the City
Attorney, the City Clek shall prepare the impartial analysis.
The impartial analysis shall be filed by the date set by the City
Clerk for the filing of primary arguments.
SECTION 3. That in all particulars the submission of
arguments, rebuttal arguments and the impartial analysis shall be
be conducted as provided by law for holding municipal elections.
SECTION 4. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the book
of original resolutions of said city; and shall make a minute of
the passage and adoption thereof in the records of the proceed-
ings of the City Council of said city, in the minutes of the
meeting at which the same is passed and adopted.

1986.

California, DO HEREBY CERTIFY that the whole number of members of
the City Council of the said City is five; that the foregoing
resolution, being Resolution No. 3441 was duly passed and adopted
by the said City Council, approved and signed by the Mayor of
said City, and attested by the City Clerk of said City, all at a
regular meeting of the said Council held on the 4th day of
November, 1986, and that the same was so passed and adopted by
the following vote:
AYES: Councilmembers Anderson, Jacobson, Schuldt,
West, and Mayor Siadek
