A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AMENDING SECTIONS
1A5.033 AND 1A5.035 OF CHAPTER 1A5 (POLICE
SAFETY SERIES) AND CHANGING THE TITLE OF
POLICE OFFICER TRAINEE TO POLICE TRAINEE
WHEREVER NOTED IN TITLE lA OF THE EL SEGUNDO
ADMINISTRATIVE CODE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Sections 1A5.033 and 1A5.035 of CHAPTER 1A5
(POLICE SAFETY SERIES) of TITLE lA of the El Segundo Admini-
strative Code are herewith amended in their entirety to read as
per Exhibit "A" attached hereto and incorporated herein by
reference as though set forth in full and at length.
0 SECTION 2. The title of Police Officer Trainee shall be
changed to Police Trainee in all instances where it may appear in
the E1 Segundo Administrative Code.
SECTION 3. All resolutions and orders of the City
Council heretofore passed and adopted with reference to the same,
or any of the matters and subjects hereinabove set forth or
referred to, are hereby rescinded insofar as the same conflict
with the provisions hereof.
SECTION 4. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the book
of original resolutions of said city; and shall make a minute of
the passage and adoption thereof in the records of the proceed-
ings of the City Council of said city, in the minutes of the
meeting at which the same is passed and adopted.

SECTION 1A5.033 POLICE TRAINEE -- COMPENSATION. Police Trainee is
a civilian ncn=sworn classification which shall be compensated at
eighty percent of the rate of pay of Police Officer Step "A" of the
Basic Salary Schedule and covered as a Miscellaneous member under the
California State Public Employees' Retirement System. Notwithstand-
ing the above, a Police Service Officer who is appointed to the
position of Police Trainee shall continue to receive his /her former
rate of pay as a fixed amount as long as it exceeds the salary to
which he /she would otherwise be entitled based on job performance and
length of service as a Police Trainee. The affected employee's salary
shall change to the appropriate salary range for his /her classifica-
tion upon that salary being more than the aforementioned frozen (Y-
rated) salary.
A Police Trainee, upon the successful completion of and gradua-
tion from a City designated Police Training Academy, shall be advanced
to the classification of a sworn Police Officer and accorded the same
salary and benefits which he or she is entitled by length of service
and performance.

SECTION 1A5.035 POLICE TRAINEE -- TEMPORARY DISABILITY
SPECIAL SUPPLEMENTAL PAYMENT. Whenever a Police-Trainee becomes
eligible for worker compensation benefits as a result of a disability
incurred while on regular patrol duty in the City of E1 Segundo such
Trainee shall be paid workers compensation benefits in the manner pre-
scribed for the City civilian non -sworn employees predicated on the
rate of pay of Police Officer Step "A" of the Basic Salary Schedule,
during the period he or she receives such benefits.

SECTION 1A5.040 FIREARMS QUALIFICATION. The Chief of Police is
authorized to conduct in his department drills, practices or tests in
the use--and firing of sidearms and small arms by the members of his
department in order to increase the efficiency of the members of his
department in the use of such firearms. Such practices, tests or
drills shall be held at such times and at such places as said Chief
shall designate and shall be participated in by such members of the
department as the Chief may from time to time authorize so to do.
Such tests, practices and drills shall be held under such conditions
and at such times and subject to such rules as to enable said Chief to
properly make the certifications hereinafter referred to, to the
Personnel Officer. In addition to any compensation otherwise provided
for any officer or member of said Police Department authorized to
participate in any such drill, test or practice, shall be granted time
off with pay in accordance with the following schedule to each such
member of the department for his proficiency in the use and firing of
such sidearms or small arms, and in the accuracy of such fire as
indicated in the following schedule, to wit.

California, DO HEREBY CERTIFY that the whole number of members of
the City Council of the said City is five; that the foregoing
resolution, being Resolution No. 3436 was duly passed and adopted
by the said City Council, approved and signed by the Mayor of
said City, and attested by the City Clerk of said City, all at a
regular meeting of the said Council held on the 4th day of
November, 1986, and that the same was so passed and adopted by
the following vote:

West, and Mayor Siadek
