CC RESOLUTION 3435aRESOLUTION NO. 3435 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING A FEE SCHEDULE FOR IN -HOUSE PREPARATION OF FISCAL IMPACT ANALYSES. WHEREAS, the City has required preparation of a fiscal impact analysis on a project by project basis since completion of the citywide Economic Base Analysis in 1983, and WHEREAS, after having reviewed several analyses prepared by various consultants, staff realized a common data set of assumptions and methodology was needed in order to compile a consistent picture over time of the fiscal impacts of new development on the City, and WHEREAS, the Planning Department has developed the E1 Segundo Fiscal Impact Analysis Model ("ESFIAM") which model shall be capable of (1) performing an independent, consistent and accurate determination of the fiscal impacts associated with a particular project; (2) analyzing a wide variety of possible projects such as single -use projects, or a mixed -use development with a maximum of three separate uses; and (3) projects a development's fiscal impacts for a five -year period commencing with the development's first year of occupancy; and WHEREAS, ESFIAM was developed from a conceptual to operational status utilizing Planning Department personnel and resources, and the operation and maintenance of the model and the preparation of an accompanying text to model output will be the responsibility of the Planning Department, and WHEREAS, the City Planning Department has recommended a fee schedule to the City Council to recover initial costs for ESFIAM development, start -up time, computer time, and estimated staff -1- 1086 -FEE.3 W Res. #3435 costs plus overhead and future fiscal impact analysis preparation costs on a per project basis; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby approves and adopts the following fee schedule for in -house preparation of fiscal impact analyses on a per -use basis: 1. A single -use residential development $ 750 2. A single -use commercial or industrial development $11500 69 3. A mixed -use development consisting of two uses 21000 4. A mixed -use development consisting of three uses 21500 5. A surcharge of $250 per use shall be charged when a change in a project's characteristics subsequent to the preparation of a fiscal analysis requires an amendment thereto, as follows: a. When the project contains one use $ 250 b. When the project contains two uses 500 C. When the project contains three uses 750 d. (etc.) SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said city; and shall make a minute of the passage and adoption thereof in the record of the proceedings of the City Council of said city, in the minutes of the meeting at which the same is passed and adopted.
