A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, OPPOSING THE GANN
PAY LIMITATION INITIATIVE - PROPOSITION 61
WHEREAS, a California Initiative known as Proposition 61
which is forecasted to severely limit local government capabilities,
has qualified for this year's November ballot; and
WHEREAS, Proposition 61 was qualified for the ballot on the
basis that it would be the solution to outrageous pensions being
collected by 16 former California officials when in fact the
pensions for these officials will actually increase greatly under
Proposition 61; and
WHEREAS, the Proposition's requirement to eliminate accumulated
vacation and sick leave time that public employees throughout the
State have already earned is estimated by the State Legislature's
legislative analyst to cost in excess of 7 Billion Dollars; and
WHEREAS, the cost for the City of El Segundo to pay off these
earned benefits is approximately $1,500,000; and
WHEREAS, Proposition 61 may preclude use of private contractors,
the affect of which is to substantially increase the cost of
government in El Segundo and even more dramatically increase costs
for large governmental entities throughout the State; and
WHEREAS, work productivity would be seriously hampered as a
result of salary limitation and compaction effects resulting from
Proposition 61 and by "use it or lose it" attitudes resulting from
elimination of sick leave and vacation carryover privileges ;' and
WHEREAS, Proposition 61 would virtually guarantee mediocrity
in government and deterioration of services to the public because
of the inability to effectively compete for and retain qualified
personnel;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1. The City formally opposes the Gann Pay Limita-
tion Initiative - Proposition 61, and is supportive of all
efforts to defeat this measure.

the City Council of the said City is five; that the foregoing
resolution, being Resolution No. 3432 was duly passed and adopted
by the said City Council, approved and signed by the Mayor of
said City, and attested by the City Clerk of said City, all at a
regular meeting of the said Council held on the 21st day of
October, 1986, and that the same was so passed and adopted by the
following vote:
AYES: Councilmembers Anderson, Jacobson, Schuldt,
West, and Mayor Siadek
