THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES HEREBY RESOLVE AS FOLLOWS:
SEC3'ION 1. Sections 1A5.010, 1A5.020, 1A5.023 and
1A5.025 of CHAPTER 1A5 ( POLICE SAFETY SERIES) of TITLE lA of the
*.,,,,,E,l Segundo Administrative Code are herewith deleted in their
entirety to read as per Exhibit "A" attached hereto and incor-
porated herein by reference as though set forth in full and at
length.
SECTION 2. Sections 1A5.040, 1A5.100, 1A5.160, 1A5.212,
1A5.235, and 1A5.240 of CHAPTER 1A5 (POLICE SAFETY SERIES) and
1A6.090, 1A6.120, 1A6.140, 1A6.141 and 1A6.150 of CHAPTER 1A6
(GENERAL RULES) of TITLE lA of the El Segundo Administrative Code
are herewith amended in their entirety to read as per Exhibit "A"
attached hereto and incorporated herein by reference as though
set forth in full and at length.
SECTION 3. Sections 1A5.010, IA5.011, 1A5.012, 1A5.013,
1A5.015, 1A5.016, 1A5.017, 1A5.018, 1A5.020, 1A5.021, 1A5.0221
1A5.023, 1A5.095, 1A5.213, 1A5.217, 1A5.218, and 1A5.219 of
CHAPTER 1A5 (POLICE SAFETY SERIES) are hereby added to read as
per Exhibit "'A" attached hereto and incorporated herein by ref-
erence as though set forth in full and at length.
SECTION 4. All resolutions and orders of the City
Council heretofore passed and adopted with reference to the same,
or any of the matters and subjects hereinabove set forth or
referred to, are hereby rescinded insofar as the same conflict

of original resolutions of said city; and shall make a minute of
the passage and adoption thereof in the records of the proceed-
ings of the City Council of said city, in the minutes of the
meeting at which the same is passed and adopted.

AT 50. Except as hereinafter specifically provided and subject to
other provisions of this resolution, all sworn personnel in the police
service enumerated in this Chapter other than those participating in
the Educational Incentive Pay Program who were employed before
February 6, 1982 shall be entitled to receive for his or her services
in his or her position the applicable rate of compensation shown in
the following basic salary schedule prescribed for the class in which

SECTION 1A5.031 FUTURE SALARY SCHEDULE CALCULATION METHODOLOGY.
In order to maintain accuracy and consistency, the methodology used in
computing future salary adjustments shall be as follows:
Future adjustments are to be computed from the amount shown in the
box below Ranges 685 -E, 700 -E, 785 -E and 800 -E of the Basic Salary
Schedule which shall be multiplied by the percent of the adjustment,
e.g. 5% increase = E x 1.05 using a 12 -digit calculator. All other
calculations shall be based on this new amount. Each salary step
shall be calculated by using the raw unrounded figure in the calcu-
lator for the previous salary step. Once all of the salary steps have
been computed, each salary figure shall be rounded off to two (2)
decimal places (i.e. if the third decimal place is 5 or greater, the
second digit is rounded up 1 cent; if 4 or lower the second digit
would remain unchanged) which then shall comprise the then current
salary schedule. Other steps within the range shall be calculated by
multiplying or dividing the nearest step by the one being calculated
as indicated below:

SECTION 1A5.033 POLICE OFFICER TRAINEE -- COMPENSATION. Police
Officer Trainees shall be compensated at eighty percent of the rate of
pay of Police Officer Step "A" of the Basic Salary Schedule. Not-
withstanding the above, a Police Service Officer who is appointed to
the position of Police Officer Trainee shall continue to receive
his /her former rate of pay as a fixed amount as long as it exceeds the
salary to which he /she would otherwise be entitled based on job
performance and length of service as a Police Officer Trainee. The
affected employee's salary shall change to the appropriate salary
range for his /her classification upon that salary being more than the
aforementioned frozen (Y- rated) salary.

SECTION 1A5.035 POLICE OFFICER TRAINEE -- TEMPORARY DISABILITY
SPECIAL SUPPLEMENTAL PAYMENT. Whenever a Police Officer Trainee
becomes eligible for benefits pursuant to Labor Code Section 4850 as a
result of a disability incurred while on regular patrol duty in the
City of E1 Segundo such Trainee shall be paid in addition to the
benefit called for by Labor Code Section 4850 a sum equal to the

of pay of Police Officer Step "A" of the Basic Salary Scheule, during
the period he or she receives benefits pursuant to Labor Code Section

SECTION 1A5.040 FIREARMS QUALIFICATION. The Chief of Police is
authorized to conduct in his department drills, practices or tests in
the use and firing of sidearms and small arms by the members of his
department in order to increase the efficiency of the members of his
department in the use of such firearms. Such practices, tests or
drills shall be held at such times and at such places as said Chief
shall designate and shall be participated in by such members of the
department as the Chief may from time to time authorize so to do.
Such tests, practices and drills shall be held under such conditions
and at such times and subject to such rules as to enable said Chief to
properly make the certifications hereinafter referred to, to the
Personnel Officer. In addition to any compensation otherwise provided
for any offticer or member of said Police Department authorized to
participate in any such drill, test or practice, shall be granted time
off with pay in accordance with the following schedule to each such
member of the department for his proficiency in the use and firing of
such sidearms or small arms, and in the accuracy of such fire as
indicated in the following schedule, to wit:

In addition to the above, each officer selected to serve on the
pistol team, not to exceed eight members of the department with the
highest proficiency in firearms, under rules approved by the Chief'of
Police, shall receive an additional $5.00 per month during the time he
serves on the team. Said additional compensation shall be payable
only upon certification by the Chief of Police that the particular
officer or member has qualified during the quarter preceding the
certification with a score of 375 or better (indicating score), and
that such person is entitled to the additional compensation for a
class as set forth in such schedule.
The prior approval of the employee's immediate supervisor is
required to take said time off. This leave shall be separate and
distinct from other leave paid time of (i.e., vacation, compensatory
and sick leave), shall not be accrued for more than 12 months from the
date it is credited, and if the leave time is not used shall expire
without monetary compensation.

SECTION 1A5.045 DETECTIVE -- SPECIAL ASSIGNMENT PAY. Effective
July 11, 1981, Police Officers temporarily assigned as Detectives or
to other special assignments which may be approved by the City Manager

SECTION 1A5.047 POLICE OFFICER -- CANINE HANDLER. Effective
June 26, 1982, Police Officers to whom canines have been assigned by
the Police Chief shall, while functioning in the capacity of canine
handlers, be paid an additional $150.00 per month above the range and
step of the Police Officer classification to which they are entitled
by length of service and performance; provided, however, that when
such assignment continues during only part of a pay period, the
special allowance provided by this section shall be prorated.

SECTION 1A5.050 MOTORCYCLE HAZARD PAY. Effective July 11, 1981,
members of the police service assigned to motorcycle duty shall, while
serving in such capacity, be paid motorcycle hazard pay in the sum of
$175.00 per month above the range and step of the Police Officer
classification to which they are entitled by length of service and
performance, except whenever any affected employee has been absent
because of a disability resulting from an illness or injury occurring
outside of the course and scope of his /her employment for a period of
thirty consecutive calendar days, the City may, commencing the thirty -
first consecutive day of such absence, terminate any motorcycle hazard
pay bonus to which the employee would have been entitled had he been

motorcycle shall, while serving in such capacity, be paid motorcycle
hazard duty pay at 50% of the amount paid a Police Officer serving in
a similar capacity. All terms and conditions governing the receipt of
such pay for Police Officers also shall apply to a Police Sergeant.

SECTION 1A5.055 FIELD TRAINING OFFICER PAY. Effective July 7,
1984, Police Officers who are assigned by the Police Chief as Field
Training Officers to train probationary Police Officers shall, while
assigned as a Field Officer or performing duties related to the Police
Officer Trainee Program such as preparing or updating trainee program
manuals as approved by the Chief of Police, be paid the sum of $104.50
per month above the range and step of the Police Officer classifica-
tion to which they are entitled by length of service and performance;
provided, however, that when such assignment continues during only
part of a pay period, the special allowance provided by this section
! shall be prorated.

SECTION 1A5.060 EDUCATIONAL INCENTIVE PAY PROGRAM -- OFFICERS
ELIGIBLE. There is established an Educational Incentive Pay Program
which shall apply to all sworn personnel of the Police Department
enumerated in this Chapter:
1. All sworn personnel first employed on or after September 1,
1970 who have qualified as hereinafter set forth;
2. All sworn personnel of the Police Department employed prior to
September 1, 1970 who have elected to prticipate in the
program and have filed a written election to do so with the
Personnel Officer. Such written election shall be
irrevocable.

SECTION 1A5.070 EDUCATIONAL INCENTIVE PAY PROGRAM-- ADMINISTRA-
TION. The program shall be administered in accordance with the
revised "Educational Incentive Pay Program Rules, Regulations and
Procedures" as revised to August 7, 1972, a copy of which is on file
0 in the office of the City Clerk.

SECTION 1A5.075 EDUCATIONAL INCENTIVE PAY RETENTION. Sworn personnel
employed and /or reinstated on or after June 25, 1983, shall not retain
pay steps A -1, B -1, C -1, D -11 E -1, X -1, Y -1, Z -1, A -2, B -2, C -2, D -2,
E -2, X -2, Y -2, and Z -2 in this Code if each year following the date on
which the educational incentive pay was granted and reinstated the
employee has not completed three (3) semester units (or equivalent
quarter units) of job related course work at an accredited college or
university and attained a mimimum "C" grade in said course. Job
related training such as seminars, workshops, etc. can be taken in
lieu of the formal college course at twenty (20) hours of training
equal to one (1) semester unit. The employee is required to obtain
li prior approval of the course and training in terms of its job re-
latedness from both the Police Department's Training Officer as
I� designated by the Chief of Police and the employee's Bureau Commander.
Courses and training selected by the employee shall be taken at the
employee's expense (no City funds shall be used for this purpose).
The City reserves the right to send sworn personnel for training based
on the Police Department's needs, which would be at the City's
expense. In the event the educational incentive pay is rescinded, the

Schedule to which the employee is entitled by length of service and
job performance. Educational incentive pay shall be reinstated upon
the employee's showing of proof of compliance with the above con-
tinuing education /training requirements. The date on which the
educational incentive pay is reinstated shall become the employee's
new date for compliance with the continuing education /training
requirements as specified herein.

employed prior to September 1, 1970 who have subscribed to and are
entitled to the educational incentive pay shall advance to Step B -1 or
2; C -1 or 2; D -1 or 2; or E -1 or 2 (to whichever they are entitled by
classification and length of service), in accordance with the Educa-
tional Incentive Pay Program Salary Schedules for Intermediate or
Advanced Certificates set forth in Section 1A5.020 of this Chapter.
Educational incentive pay shall not be automatic. Each officer must
continue to be proficient and is subject to annual examination and
evaluation. Should a Police Officer receive an unsatisfactory rating,
the eductional incentive pay shall be terminated until such time as
the employee receives a satisfactory rating.

SECTION 1A5.095 PROMOTIONS. In all cases where an employee
regulated by this Chapter is promoted to a classification for which a
higher rate of compensation is provided, then such employee so pro-
moted shall enter into such higher classification at the lowest rate

by not less than five percent the base rate of compensation, excluding
special assignment pay, received by said employee in such given
classification at the time of such promotion, unless otherwise ordered
by the City Council. All supervisors shall be paid a higher base

SECTION 1A5.120 STEP ADVANCEMENT -- ANNIVERSARY DATE. An employee

Other changes in salary, unless specifically directed by the Council
or as provided in Section 1A5.130, shall not change the anniversary

SECTION 1A5.130 STEP INCREASES ON MERIT - -BASIC SALARY SCHEDULE.
An employee will be eligible for advancement to a higher step on the
basis of service time as described in Section 1A5.090 and satisfactory
performance of duties. An employee will be presumed to merit an
increase unless his or her Department Head notifies the Personnel
Officer in writing at least ten days in advance of the scheduled
increase that the increase should be withheld, stating reasons. The
reasons shall be provided to the employee in writing. If the em-
ployee's performance subsequently improves to a satisfactory level,
the step increase will be granted and the date of increase will become
the employee's anniversary date.

SECTION 1A5.150 OVERTIME PAY. Except as otherwise hereinafter
provided, the members of the Police Department of said City shall work
regularly scheduled shifts to be promulgated and established from time
to time by the City Manager. It is provided, however, that where a
member of the Police Department is required to render more than eight
hours service, or ten hours service when assigned to a four -day ten -
hour working schedule, in any one day or more than forty hours per
week, such member shall be entitled to receive and there shall be paid
to him additional compensation for such overtime at one and one -half
time his or her regular rate of pay.
Straight time only will be paid all police personnel entitled to
overtime for the following duty assignments:
1. Approved departmental in- service training and specialized
training schools, except that:
a. Officers promoted in rank and who are required to attend
in- service classes to gain the knowledge necessary to
perform their new duties and responsibilities of said
position, shall not be compensated in overtime pay for the
hours spent in training over and above a normal eight -hour
day, or a ten -hour day for employees assigned to a four -day
ten -hour working schedule; and
b. overtime pay shall not be paid to police personnel who
attend a basic recruit school learning the duties and
responsibilities of their new career in law enforcement.
2. Staff meetings.
3. Photography work.
4. Such other similar duty that may develop in the future.

SECTION 1A5.160 HOLIDAYS -- PAYMENT IN LIEU. Police Department
personnel who are regularly required to work on holidays, notwith-
standing any provision herein to the contrary, shall be paid for
ninety -six hours in lieu of holidays once a year on or about the 10th
day of December. Employees who terminate shall be paid holiday pay on
a pro rata basis. Effective December 1, 1987 for the preceeding 12
month period, the City shall pay to the California Public Employees'
Retirement System a flat dollar amount equal to one -half (500) of the

Section 1A5.030, a contribution toward the employees' and dependents'
medical premiums in a sum up to 90% of the premiums under the more
costly of the medical insurance plans (including outpatient psycho-
logical coverage) offered by the City for an employee and two or more
dependents, not to exceed $23G.32 per month; provided, however, that
employees who have single employee coverage or employees who have
employee and one dependent coverage shall be provided with payment of
medical premiums in full or a maximum of $236.32, whichever is less.
(B) Dental.
(1) All sworn personnel of the police service enumerated in
Section 1A5.030 shall receive a total of $14.23 per
month for dental insurance premiums for the employee
only.

SECTION 1A5.213 INSURANCE BENEFITS -- SERVICE RETIREE MEDICAL.
In the event an employee regulated by this chapter, while in the
City's employ, and who has been employed continuously by the City as a
peace officer for five years or more, service retires under the
California Public Employees Retirement System after December 1, 1986,
he /she shall be eligible to receive a contribution from the City in
the sum of up to $50 per month toward the retiree's and up to 1
dependent's medical insurance premiums regardless of whether the
medical coverage is a plan offered by he City. In the event the
actual medical insurance premium is less than $50 per month, the City
shall pay the actual premium cost. For retirees who continue their
City medical coverage, the retiree will remit to the City the dif-
ference between the premium cost of their coverage less the $50 per
month. For retirees with medical coverage not offered through the
City, the retiree shall furnish the City with proof of their medical
insurance coverage anytime during the year and be remitted a City
check up to $600 for a 12 consecutive month period; coverage for less
than a full year shall be compensated on a prorated basis.

absence from duty because of personal illness, injury, or legal

for a portion of the initial and maintenance costs thereof according

clothes on duty, but are required to maintain uniforms- -

b. At first anniversary of appointment -- 50% of annual

SECTION 1A5.245 UNIFORM ALLOVIANCE -- POLICE OFFICER TRAINEE. Up to
$500 shall be advanced to Police Officer Trainees for purchasing uni-
forms and equipment. The Police Officer Trainee may either be issued

weapon selected meets Department regulations. If the Police Officer
Trainee is issued a gun by the Department and later elects to use his
or her own gun, the Department's gun shall be returned to be used by

SECTION 1A6.080 TEMPORARY SERVICE IN HIGHER CLASSIFICATION. In
any case where an employee is qualified for and is required for an
appreciable period of time to serve temporarily in and have the
responsibiliy for work in a higher class or position, when approved by
the City Manager, such employee, while so assigned, shall receive the
entrance salary rate of that class or whatever step thereof that is
not less than five percent above his or her present rate, whichever is
higher. For the purpose of this section, "appreciable period of time"
is defined as thirty consecutive working days (twenty -four working
days if on Four /Ten Plan) or longer for department and division heads
and ten consecutive working days (eight working days if on Four /Ten
Plan) or longer for all other classifications.

sick leave shall, upon his or her return to work, sign a statement
certifying the reasons for such sick leave. Employees absent five or
more consecutive working days, or four consecutive working days for

a statement from a doctor that the employee was under his care and is
able to return to work. The City Manager may, before allowing such
leave or before permitting an employee to return to work, require
submission of a doctor's certificate for any absence. Any employee

an investigation by the City of his or her claim shall be subject to
disciplinary action.

SECTION 1A6.130 SICK LEAVE -- PAYMENT OF ONE -HALF ON ACCRUAL. On
the first day of December of each year, employees who maintain a
balance of 1056 hours (Fire Fighters assigned to fire suppression,
0* 1584 hours) of Sick Leave accrual shall be paid for one -half the Sick

Leave accumulated and not used during the preceding twelve -month
period. Payment shall be made on or before December 10.

SECTION 1A6.140 SICK LEAVE ACCRUED -- PAYMENT OF ON SERVICE RETIRE-
_! MENT. In the event an employee regulated by lA3 while in the City's
employ retires under the California Public Employees' Retirement System
with unused Sick Leave to his or her credit he or she shall be
compensated in an amount equal to one -half the value of such Sick Leave
based upon his or her current salary at the time of retirement without
the inclusion of overtime pay or additional compensation.

SECTION 1A6.141 SICK LEAVE ACCRUED -- PAYMENT OF ON DISABILITY
RETIREMENT. In the event an employee regulated by lAl, 1A2, and lA3
while in the City's employ, disability retires under the California
Public Employees' Retirement System with unused Sick Leave to his or
40 her credit he or she shall be compensated in an amount equal to one -
half the value of such Sick Leave based upon his or her current salary
at the time of retirement without the inclusion of overtime pay or
additional compensation.

SECTION 1A6.150 SICK LEAVE ACCRUED -- PAYMENT OF ON DEATH. In the
event an employee regulated by lAl and 1A3, while in the City's employ,
dies with unused Sick Leave to his or her credit, his or her estate
shall be compensated in an amount equal to one -half the value of such
Sick Leave based upon his or her current salary at the time of his or
her death without the inclusion of overtime pay or additional
compensation.
