RESOLUTION NO. 3378
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, URGING THE BOARD OF AIRPORT
COMMISSIONERS OF THE CITY OF LOS ANGELES TO REJECT
THE DRAFT CAPACITY CONTROL REGULATION PROPOSED AND
PRESENTED BY THE DEPARTMENT OF AIRPORTS FOR AN
INCREASE IN MILLION ANNUAL PASSENGER ( "MAP ") LEVEL
FROM 40 MAP TO 50 MAP AT LOS ANGELES INTERNATIONAL
AIRPORT.
WHEREAS, the Board of Airport Commissioners of the City of
'• Los Angeles have been presented with a draft capacity control
regulation proposed by the Department of Airports which has the
potential for an increase in the million annual passenger ( "MAP ")
level from 40 MAP to 50 MAP and makes provisions for 5 MAP
interval increases beyond 50 MAP at Los Angeles International

Airport based on ground access to the Airport only; and,
WHEREAS, the citizens of the City of E1 Segundo have, through
citizen Noise Abatement Committee proceedings and through the City
Council and City Staff review, vehemently opposed prior ground
access capacity control draft regulations proposed by the
Department of Airports of the City of Los Angeles; and,
WHEREAS, a major flaw in the draft regulation is its
disregard for noise impacts associated with increased airport
operations; and,
WHEREAS, the draft regulation was not considered and not
recommended in the 1981 - -1984 Airport Noise Control and Land Use
Compatibility Study ("ANCLUC") because of its limitations for use
in an effective noise control program; and,
WHEREAS, on December 22, 1982, the City Council of the City
of El Segundo, in response to a request for comments from General
Manager Clifton Moore, again raised opposition to the capacity
control regulations; and,
WHEREAS, the Board of Airport Commissioners, at their meeting
of March 5, 1986, considered the draft capacity control
regulations again proposed and presented by the Department of
Airports; and,

WHEREAS, at said March 5, 1986, meeting of the Board of
Airport Commissioners, representatives of the City of E1 Segundo
again appeared and voiced the opposition of the Citizens of the
City of E1 Segundo to the proposed regulations for increased
capacity control as presented; and,
WHEREAS, on March 19, 1986, the Mayor of the City of E1
Segundo, on behalf of the entire City Council of the City of E1
• Segundo, wrote to the Los Angeles Department of Airports Capacity
Control Program, again opposing the proposed capacity control
regulation as presented;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby urges the Board of
Airport Commissioners of the City of Los Angeles to reject the
proposed capacity control regulations presented to it by the
Department of Airports as the proposed regulations do not consider
the noise impacts of increased airport operations.
SECTION 2. The City Council hereby declares that it would
support a capacity control regulation adopted by the Board of
Airport Commissioners which controls both noise and traffic
impacts at Los Angeles International Airport at acceptable levels
with the following effects:
A. Would limit the number of operations to a
level consistent with the 1986 37.6 MAP usage
until such time as LAX achieves compliance
with the noise standards mandated by state
regulation without requiring a variance from
those standards;
B. Would, on achievement of noise standards
at 37.6 MAP, thereafter limit the number of
operations to a level consistent with
established by state regulation without the

is lower; and,
C. Would limit the number of operations to a
level consistent with maintaining an agreed
level of service on the circulation system

SECTION 3. The City Council hereby declares that a copy of

of Airports, Capacity Control Program; the individual Board of
Airport Commissioners members; the Inglewood City Council; the
iHawthorne City Council; the Los Angeles City Council; the Los
Angeles County Board of Supervisors, to the attention of Deane
Dana; members of the City of E1 Segundo Noise Abatement Committee;
the Federal Aviation Administration; and Congressman Mel Levine,
27th District.
SECTION 4. The City Clerk shall certify to the passage and
adoption of this resolution; shall enter the same in the book of
original resolutions of said city; and shall make a minute of the
passage and adoption thereof in the records of the proceedings of
the City Council of said city, in the minutes of the meeting at
which the same is.passed and adopted.
