RESOLUTION NO. 3341
" A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDQ,, CALIFORNIA, CERTIFYING
THE FINAL ENVIRONMENTAL IMPACT REPORT FOR
THE SMOKEY HOLLOW SPECIFIC PLAN
WHEREAS, a Specific Plan has been prepared for the
area commonly known as Smokey Hollow; and
WHEREAS, a Final Environmental Impact Report for
• the Smokey Hollow Specific Plan has been prepared pursuant to
the California Environmental Quality Act ( "CEQA ");
NOW, THEREFORE, BE IT RESOLVED, after considering
the Final Environmental Impact Report for the Smokey Hollow
Specific Plan, the City Council finds as follows:
1. The the Final Environmental Impact Report for the
Smokey Hollow Specific Plan has been completed in compliance
with CEQA; and
2. That the Final Environmental Impact Report for
the Smokey Hollow Specific Plan was presented to the City
Counciland the Council reviewed and considered the information
contained therein prior to approving the Smokey Hollow Specific
Plan; and
3. That the Final Environmental Impact Report has
identified the following significant effects but in response
to each significant effect so identified, the project has
been altered to avoid or substantially lessen the effect as
set forth in the Statement of Findings, Smokey Hollow Specific
Plan and Environmental Impact Report and as summarized below:
1. Land Use. The project has been altered to
substantially lessen the effect on Land Use by requiring
project applicants to consult.with the Division of Oil and Gas
prior to obtaining grading approval in areas in which oil wells
are located. Projects will be referred to various government
agencies and Chevron Oil Company for required actions related
to possible hydrocarbon pool vapors. These referrals will be
accomplished through the site plan review process.
2. Traffic /Circulation /Parking. The project
has been altered to substantially lessen the effect on traffic/
circulation /parking by including a one -way street and alley
system in the plan as well as angle parking. Centralized
parking opportunities have been identified as have design require -
ments for on and off - street loading bays.
3. Air Quality. The project has been altered to
• substantially lessen the effect on air quality by requiring
projects to comply with South Coast Air Quality Management
Rule 403, watering schedules during construction, Energy Use
Guidelines entitled 24 of the California Administrative Code,
and SCAQMD Rules and Regulations. If feasible, other measures
will be implemented such as coordination of on site transit
opportunities and employee education. Energy efficient street
and parking lot lighting will be considered.
4. Noise. No mitigations are required or proposed
because no discernable impacts are expected.

5. Public Services And Facilities. The project
has been altered to substantially lessen the effect on public
services and facilities by requiring upgrades in some areas
of appropriate waterlines and re- looping the Lomita /Maryland
dead end line. New projects will be required in areas in which
sewer system capacities will be exceeded. Fire protection will
be assured by requiring full automatic sprinkler protection or
an acceptable alternative, re- looping dead end watermains, and
requiring fire services fees. If the entire residential floating
zone is established, a local park of approximately one acre will
be required.
6. Remaining Impacts After Mitigation. After
Mitigation, some impacts will remain which should be marginal
or limited; including, limited alteration of natural topography,
consumption of non - renewable resources and energy, very slight
increases in air emissions, marginal increases in traffic volumes,
improved parking and loading facilities, and improved visual
appearance and effectiveness of available open space.
NOW, THEREFORE, BE IT RESOLVED, that in view of the
above facts and findings, the City Council hereby certifies the
Final Environmental Impact Report for the Smokey Hollow Specific

Notice of Determination as required by CEQA.
The City Clerk shall certify to the passage and
adoption of this resolution; shall enter the same in the book of
original resolutions of said city; and shall make a minute of the
passage and adoption thereof in the record of the proceedings of
the City Council of said city, in the minutes of the meeting at
which the same is passed and adopted.
