OUNCIL OF THE CITY AMENDING SECTIONS 1A3.045, 1A3.0751 (GENERAL GOVERNMENT EL SEGUNDO ADMINI- THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. Sections 1A3.015, 1A3.025, 1A3.030, 1A3.45, 1A3.075, and 1A3.125 of CHAPTER lA3 (GENERAL GOVERNMENT SERIES) of TITLE lA of the El Segundo Administrative Code are herewith amended in their entirety to read as per Exhibit "A" attached hereto and incorporated herein by reference as though set forth in full and at length. SECTION 2. All resolutions and orders of the City Council heretofore passed and adopted with reference to the same, or any of the matters and subjects hereinabove set forth or referred to, are hereby rescinded insofar as the same conflict with the provisions hereof. SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said city; and shall make a minute of the passage and adoption thereof in the records of the proceed- ings of the City Council of said city, in the minutes of the meeting at which the same is passed and adopted. Notwithstanding the provisions of Section 1A3.040, the titles in 1A3.030 followed by a roman numeral I or II shall be designated as class series classifica- tions and shall be paid at either of two different salary range levels assigned to each class. (Reso. 3313 ) 7/85 In each of these classes, entry level may be made at two dif- ferent work performance, skill, and assigned responsibility levels corresponding to the two different salary range levels. When entry is made at Level I, the employee shall progress through steps of the range assigned to that level in the manner described in Section 1A3.040, except as noted below. When entry is made at Level II, the employee shall advance through the steps of the range assigned to that level in the same manner as described in Section 1A3.040. Every person employed at Level I shall be eligible to advance to Level II without regard to the number of other employees at either of the levels or budget limitations. To assure the latter, class series positions shall be budgeted at Level II in all cases. Merit con- siderations, as clarified by the factors listed below, shall be the exclusive basis for advancement to Level II. -3- 1.4 When a person is employed at Level I, such employee may be advanced to approval of ance, skill level dutie priate. Level II upon a determination the Personnel Officer that th development, and demonstrated s causes his or her assignment employee shall be advanced to by the Department Head and a employee's work perform - ability to perform higher to Level II to be appro- Level II without such an In making the determination to advance to Level II according to the above -noted factors, such determination shall not be made simply by subjective evaluation but shall be upon a finding that the em- ployee's work performance meets specific criteria developing from the following factors, among others deemed appropriate: Length of service at Level I; Acquisition of specialized skills required of the position; Achievement of specific job - related goals and objectives during a specified period of time; Increased ability to work without close supervision; Ability to exercise increased individual judgment; Ability to provide leadership and guidance to less experienced employees; Ability to understand and properly apply departmental rules; Ability to produce work which is acceptable both in terms of quality and quantity and which represents at least the average level of work produced by other Level II employees. Specific criteria for advancement within a class series shall be prepared jointly by each Department Head and the Personnel Officer. Such criteria shall be approved by the City Manager. No employee shall be advanced from Level I to Level II except upon recommendation of the Department Head and approval of the City Manager. Whenever an employee is moved from Level I to Level II, such employee shall be compensated at the lowest rate of compensation provided for in the higher Level II salary range which exceeds by not less than five percent the rate of compensation received by said employee at the time of assignment to Level II, unless otherwise ordered by the City Council. While occupying a position assigned to a class series classification, an employee shall serve only one proba- tion period. (Reso.3313 ) 7/85 -4- KI 0 14 5 SECTION 1A3.075 SHIFT DIFFERENTIAL PAY. Effective June 22, 1985, an employee who works a regularly assigned shift in which four or more hours fall between the hours of 5:00 p.m. and 6:00 a.m. shall be paid an additional thirty -five cents (35¢) per hour for each hour worked between 6:00 p.m. and 6:00 a.m. as part of a regularly assigned shift. (Reso. 3313) 7/85 SECTION 1A3.125 INSURANCE BENEFITS -- DENTAL /HEALTH /MEDICAL. Com- mencing with the insurance premiums drawn for coverage for the month of July, 1985, officers and employees to whom this chapter applies shall receive a total sum of $196.36 per month for the premium cost of employee only dental insurance coverage and health and medical insurance coverage.
