RESOLUTION NO. 3301
A RESOLUTION OF THE CITY OF EL SEGUNDO,
CALIFORNIA PROVIDING FOR A PROCEDURE FOR
THE CONTINUATION OF GOVERNMENT IN A STATE
OF EMERGENCY.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA
DOES RESOLVE AS FOLLOWS:
WHEREAS, Chapter 2.44.050 of the El Segundo Municipal
Code provides for a Civil. Defense and Disaster Council in the
City of E1 Segundo; and
WHEREAS, an effective program of Civil Preparedness
requires a continuation of government in the event of the disa-
bility of the Mayor or other member of the Disaster Council,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. In the event the Mayor is absent, disabled,
or otherwise unable to perform Civil Defense duties as provided
in Chapter 2.44 of the El Segundo Municipal Code, the Mayor Pro
Tem and then the senior member of the City Council present shall
exercise the powers and duties as so provided for the Mayor. In
the event of identical seniority, the Council members present
shall select one from among the members to exercise the powers
and duties of the Mayor. If, for any reason, the members of the
City Council are unable to exercise the powers and duties of the
Mayor, then that authority shall be the obligation of the next
ranking City official in the following order:
City Manager
Assistant City Manager
Chief of Police
Fire Chief
Public Works Director
Police Captain (Field Operations Bureau Commander)
Senior Battalion Chief of Fire Department
. Police Captain (Administrative & Service Bureau Commander)
Duty Fire Battalion Chief
Duty Police Watch Commander
SECTION 2. Chapter 2.44.070 of the El Segundo Municipal
Code provides certain powers and duties for the E1 Segundo Disaster
Council. In addition to the powers and duties as provided in the
said Section 2.44.070, the El Segundo Disaster Council shall
function and carry on all missions and assignments under any of
the above listed officials acting in place of the City Manager
in his absence or other disability and in all instances the
senior level of supervisors shall take charge in the absence
of the Division or Department Head.
SECTION 3. That the City Clerk shall certify to the
passage and adoption of this Resolution, shall enter the same
in the book of original resolutions of said City, and shall make
a minute of the passage and adoption thereof in the records of
the proceedings of the City Council of said City, in the minutes
of the meeting at which the same is passed and adopted.
