RESOLUTION NO. 3281
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AMENDING SECTIONS
1A4.010, 1A4.020, 1A4.025, 1A4.070, AND
1A4.190, OF CHAPTER 1A4 (FIRE SAFETY SERIES)
AND AMENDING SECTION 1A6.020 OF CHAPTER 1A6
(GENERAL RULES) OF TITLE lA OF THE EL SEGUNDO
ADMINISTRATIVE CODE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. Sections 1A4.010, 1A4.020 and 1A4.025 of
CHAPTER 1A4 (FIRE SAFETY SERIES) of TITLE lA of the E1 Segundo
Administrative Code are herewith amended in their entirety to
read as per Exhibit "A" attached hereto and incorporated herein
by reference as though set forth in full and at length.
SECTION 2. Section 1A4.070 of CHAPTER 1A4 (FIRE SAFETY
RULES) of TITLE lA of the El Segundo Administrative Code is
herewith amended in its entirety to read as follows:
"SECTION 1A4.070 EDUCATIONAL INCENTIVE PAY -- MAXIMUM
LONGEVITY. The combined total of the educational
incentive pay and longevity pay for uniformed members of
the Fire Department may not exceed seventeen percent (17
ranges) of Step E of the salary range set forth in
Section 1A4.010 of this Chapter."
SECTION 3. Section 1A4.190 of CHAPTER 1A4 (FIRE SAFETY
RULES) of TITLE IA of the E1 Segundo Administrative Code is
herewith amended in its entirety to read as follows:
"SECTION 1A4.190 UNIFORM AND SAFETY EQUIPMENT
ALLOWANCE. Effective August 18, 1984, except as
provided in Section 1A4.195 and 1A4.196, fire fighting
employees who are required to purchase and continuously
maintain prescribed items of uniform clothing, personal
equipment, and safety equipment, including a minimum of
three uniforms with shoulder patches and one pair of
shoes, shall be compensated at the rate of $235.00 per
year."
SECTION 4. Section 1A6.020 of Chapter 1A6 (GENERAL
RULES) of TITLE lA of the El Segundo Administrative Code is
herewith amended in its entirety to read as follows:

"SECTION 1A6.020 WORKING SCHEDULES AND RULES AND REGULATIONS
RELATING TO HOURS AND PERIODS OF SERVICE. Salaries, fees or
pay, as same are hereinabove stated and as same may hereafter
be amended, contemplate service to be rendered by the various
employees of said City substantially in accordance with the
following rules and regulations relating to hours and periods
of service which are hereby established, to wit:
1. Eight hours shall be deemed to constitute a day's
work.
2. Ten hours shall be deemed to constitute a day's work
for employees assigned by the Chief of Police to a
four -day ten -hour working schedule.
3. a. Effective August 18, 1984, except as otherwise
herein provided, employees of the Fire Depart-
ment assigned to fire suppression duty who are
in the classes of Fire Captain, Fire Engineer,
and Fire Fighter, shall work and be paid based
on a fifty -six hour per week schedule in shifts
to be promulgated and established from time to
time by the City Manager.
b. Effective August 18, 1984, Fire Captains, Fire
Engineers, and Fire Fighters assigned to a
forty -hour work week schedule shall be paid on a
forty -hour work week basis.
4. A week shall be deemed to mean any period of seven
consecutive days.
5. Unless the context otherwise indicates, Sundays and
legal holidays shall be construed as such.
6. The year shall be taken as having 365 days and the
month as having 30 days.
7. The length of service shall be determined as
follows:
a. For employees not on the payroll on January 1,
1968:
(1) Permanent Full -Time Employees. Length of
service shall be counted from the date of
last continuous permanent employment.
(2) Permanent Part -Time Employees. Length of
service shall be counted from date of last
continuous permanent employment, regardless
of hours worked, provided the positions
occupied are specified as permanent part -
time positions in the budget or by
personnel authorization.
(3) Other Part -Time or Temporary Employees.
Service shall not be counted toward
longevity or step increases."

SECTION 5. All resolutions and orders of the City
Council heretofore passed and adopted with reference to the same,
or any of the matters and subjects hereinabove set forth or
referred to, are hereby rescinded insofar as the same conflict
with the provisions hereof.
SECTION 6. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the book
of original resolutions of said city; and shall make a minute of
the passage and adoption thereof in the records of the proceed-
ings of the City Council of said city, in the minutes of the
meeting at which the same is passed and adopted.
PASSED, APPROVED AND ADOPTED this 4th day of

FIRE SAFETY SERVICE SERIES
SECTION 1A4.010 BASIC SALARY SCHEDULE - -PERS 2% AT 50.
Except as hereinafter specifically provided and subject to the
other provisions of this resolution, each employee in the fire
service enumerated in this Chapter, other than those participating
in the Educational Incentive Pay Program who was employed before
April 3, 1982, shall be entitled to receive for his or her services
in his or her position the applicable rate of compensation shown in
the following basic salary schedule prescribed for the class in
which his or her position is allocated, for the period commencing
August 18, 1984, to wit:

SECTION 1A4.020 EDUCATIONAL INCENTIVE PAY SALARY SCHEDULES- -
PERS 2% AT 50. (A) Commencing August 18, 1984, uniformed members
of the fire service enumerated in this Chapter, who have obtained a
Fire Science Certificate or successfully completed 20 units of
college level courses in Fire Science who were employed before
April 3, 1982, shall upon completion of the initial probationary
period be compensated for their services at the grade and step to
which they are entitled by classification and length of service, in
accordance with the following salary schedule:

(B) Commencing August 18, 1984, uniformed members of the
fire service enumerated in this Chapter who were employed before
April 3, 1982 and who have obtained an Associate of Arts Degree
with at least 20 units in Fire Science shall, upon completion of
three and one -half years' service, be compensated for their
services at the grade and step to which they are entitled by
classification and length of service in accordance with the
following salary schedule:

(C) Commencing August 18, 1984, uniformed members of the
fire service enumerated in this Chapter who were employed before
April 3, 1982 and who have obtained a Bachelor's Degree in Public
Administration, Political Science, Chemistry or other major courses
of study approved by the Fire Chief and City Manager shall, upon
• completion of seven years' service, be compensated for their
services at the grade and step to which they are entitled by
classification and length of service in accordance with the
following salary schedule:
