CC RESOLUTION 3275Iv!k' -283 RESOLUTION NO. 3275 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,AMENDING SECTIONS 1A3.015, 1A3.025, 1A3.030, 1A3.045, 1A3.0751 1A3.085, 1A3.125 AND 1A3.127 OF CHAPTER 1A3 (GENERAL GOVERNMENT SERIES) AND AMENDING SECTION 1A6.230 (GENERAL RULES) OF TITLE lA OF THE EL SEGUNDO ADMINISTRATIVE CODE. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. Sections 1A3,015, 1A3.0251 1A3,030, 1A3.045, 1A3.075, 1A3.085, 1A3.125, and 1A3,127 of CHAPTER 1A3 (GENERAL GOVERNMENT SERIES) of TITLE lA of the E1 Segundo Administrative Code are herewith amended in their entirety to read as per Exhibit "A" attached hereto and incorporated herein by reference as though set forth in full and at length. SECTION 2. Section 1A6.230 of CHAPTER 1A6 (GENERAL RULES) of TITLE lA of the E1 Segundo Administrative Code is herewith amen- ded in its entirety to read as follows: "SECTION 1A6,230 JURY SERVICE, Except as provided below, employees absent for jury service with the approval of their Department Heads, shall be entitled to, and receive, full salary upon showing absence occurring by reason thereof, and paying to the City the amount of jury fees received by them for such absence. Employees regulated by Chapter 1A3 of this Code shall not be entitled to jury duty leave pay unless and until State or Federal jury commissioners change, amend, alter, or otherwise rescind their present policy of granting exemptions from jury ser- vice to persons who do not receive jury duty pay from their employer, If the commissioners require jury service despite the absence of jury duty pay from such employer, then the City's practice of paying the City's full salary if jury pay is returned to the City shall be rein- stated effective immediately upon the first implementation of such changed exemption policy. In the event an employee is called to jury duty, and wishes to serve, accrued vacation leave time or a leave of absence without pay shall be granted subject to scheduling requirements by the City. In the event that the City's practice of paying the City's full salary if jury pay is returned to the City is reinstituted pursuant to the aforementioned provisions, the provision for unpaid jury duty leave shall be considered null and void." All resolutions and orders of the City Council heretofore passed and adopted with reference to the same, or any of the matters and subjects hereinabove set forth or referred to, are hereby rescinded insofar as the same conflict with the provi- sions hereof. SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said city; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said city, in the minutes of the meeting at which the same is passed and adopted. Effective July 21, 1984 an employee who works a regularly assigned shift in which four or more hours fall between the hours of 5:00 p.m. and 6:00 a.m. shall be paid an additional thirty cents per hour for each hour worked between 6:00 p.m. and 6:00 a.m, as part of a regularly assigned shift. (Reso. ) 8/84 SECTION 1A3.085 OVERTIME PAY -- COMPENSATORY TIME. Compen- satory time may be substituted for overtime pay if approved by the City Manager; provided, however, the accumulation does not exceed forty hours and does not exceed five working days at any one time. No more than eighty hours may be accumulated or used in any one calendar year. Compensatory time may be used in conjunction with normal vacation leave with prior approval of the City Manager. No more than forty hours (five consecutive days) for compensatory time may be used at any one time. (Reso. ) 8/84 SECTION 1A3.125 INSURANCE BENEFITS -- DENTAL /HEALTH /MEDICAL -- JULY, 1984. Commencing with the insurance premiums drawn for cover- age for the month of August, 1984, officers and employees to whom this chapter applies shall receive a total sum of $181.36 per month for the premium cost of employee only dental insurance coverage and health and medical insurance coverage. The difference between the actual cost of the employee only dental insurance coverage and the $181.36 shall be applied toward the payment of the health and medical insurance coverage. Notwithstanding the above, persons employed in the classifi- cation of Police Service Officer on June 11, 1984 who received a City contribution toward medical insurance in an amount in excess of that provided to employees in the General Government representation unit shall continue to receive that flat dollar amount until such time as the City's contribution toward medical insurance for other employees in the General Government representation unit at least equals that flat dollar amount. Police Service Officers shall not receive any additional increases in City contributions toward their health insurance coverage until the other employees in the General Government representation unit are eligible to receive a like or greater amount from the City toward their medical insurance premiums. In the event the City's medical insurance premiums are reduced, the City's flat dollar contribution to Police Service Officers for said insurance shall be reduced in proportion to the premium rate reduction. Any increases to the current employee only dental insurance premium shall be deducted from the City's flat dollar contribution to Police Service Officers for medical insurance premiums. (Reso. ) 8/84 SECTION 1A3.127 UNIFORM AND SAFETY EQUIPMENT ALLOWANCES. Police Service Officers, Police Cadets, Traffic Control and Parking Enforcement Coordinator, Traffic Control and Parking Enforcement Officer and Photographer when required to purchase and continuously maintain prescribed items of uniform clothing, personal equipment and safety equipment shall be compensated for a portion of the initial and maintenance costs thereof according to the following: (a) Police Service Officers, Police Cadets, Traffic -5- Coordinator, Traffic Officer - $11.00 per month of active duty. (b) Photographer - $9.00 per month of active duty. (c) Newly appointed Police Service Officers and Police Cadets shall be provided with a uniform advance of $110 and $75, respectively, at the time of appointment. If a cadet resigns during the first year of employment, the employee on termination shall reimburse the City on a pro rata basis one - twelfth of the advance payment for each full month remaining until the first anniversary of the employee's employment. The amount shall be deducted from any pay otherwise due the employee upon termination of City employment and certification by the Police Chief to the Director of Finance of the amount to be deducted pursuant to this section. (d) The City reserves the right to provide uniforms in lieu of the allowances provided for herein. Future adjustments are to be computed from the number in the box at Range 40 -E. When the new 40 -E is computed, all other ranges and steps are to be calculated by consecutively multiplying or dividing: 1) by 1.05 for amounts separated from 40 -E in 5% increments; and 2) by 1.0098057977 for amounts separated from 40 -E in 1% increments. A 12 -digit calculator must be used; no rounding between calculations. Deferred pay is computed by multiplying total pay by the agreed upon percent (currently 6 %) and rounding to nearest dollar.
