RESOLUTION NO. 3248
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, GRANTING AN UN-
CLASSIFIED USE PERMIT (NO. 84 -1) TO CHEVRON,
U.S.A., INC., FOR THE EXCAVATION OF TWO
BORROW PITS IN THE CHEVRON REFINERY PROPERTY.
WHEREAS, the Planning Commission of the City of E1
Segundo, California, has received from CHEVRON, U.S.A., INC., an
application for an Unclassified Use Permit for the excavation of
two borrow pits in CHEVRON, U.S.A., INC., refinery property;
and
WHEREAS, the Planning Commission held a duly advertised
Public hearing on the matter on January 26, 1984; and
WHEREAS, the Planning Commission and the City Council
have reviewed the Initial Study and supporting evidence prepared
by the State Coastal Commission in accordance with the authority
and criteria contained in the California Environmental Quality
Act, State CEQA Guidelines and --the City of El Segundo Guidelines
for the Implementation of the California Environmental Quality
Act (Resolution No. 3184); and
WHEREAS, on January 26, 1984, the Planning Commission
adopted its Resolution No. 2061 recommending that the City
Council incorporate by reference the Mitigated Negative Declara-
tion of Environmental Impact issued by the State Coastal Com-
mission and grant Unclassified Use Permit No. 84 -1, subject to
certain conditions; and
WHEREAS, the City Council did hold, pursuant to law,
a duly advertised public hearing on such matter in the Council
Chamber of City Hall, 350 Main Street, in the City of El Segundo,
on February 21, 1984; and
WHEREAS, opportunity was given at said public hearing
to all persons to present testimony or documentary evidence for
or against the proposed Unclassified Use Permit; and

WHEREAS, at said public hearing the following facts
• were established:
1. The borrow pits will be used to excavate
up to 250,000 cubic yards of fill material
for use in conjunction with the offshore
groin project;
2. The purpose of the application is to allow
the timely completion of the offshore groin
project;
3. The excavation of two borrow pits on refinery
property will result in two open areas rec-
tangular in shape, approximately 30 feet deep,
with top surface areas of 120,000 square feet
and 180,000 square feet respectively;
4. The excavated borrow sites will be used as
impoundage basins for storm run -off and
tank spill containment similar to approxi-
mately 17 existing basins of various sizes
in the refinery;
5, The fill material will be transported from
the borrow site to the groin area in trucks
and transport vehicles suitable for this
operation; and all vehicles will use only
private roads within the refinery and a
tunnel under Vista del Mar to the beach;
and
WHEREAS, the City Council finds and declares that:
1. The proposed excavation and transport of
the fill material to the groin project
site will not result in any detrimental
impacts;
2. The reuse of the resulting borrow pits
as impoundage basins is consistent with
refinery operations;
3. The completion of the groin project will
be beneficial to the coastal areas both
north and south of the project site;
4. The characteristics of such use are not
unreasonably incompatible with the type
of use permitted in surrounding areas;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS;
SECTION 1. The Mitigated Negative Declaration of En-
vironmental Impact issued by the State Coastal Commission for the
project covered by Unclassified Use Permit application No. 84 -1
(the excavation of two borrow pits within CHEVRON, U.S.A., INC.
refinery property) is hereby incorporated by reference and made
a part hereof.

SECTION 2. Unclassified Use Permit No. 84 -1 is
. hereby granted to the applicant, CHEVRON, U,S.A., INC., subject
to the following conditions:
1. The excavation operation shall take
place between the hours of 7 :00 a.m,
and 6 :00 p.m. Monday through Saturday,
excluding holidays.
2. The vehicles hauling the fill material
shall use primarily refinery roads,
The Police Department shall be notified
should it be necessary, at any time, to
use other than refinery roads.
SECTION 3. The City Clerk shall certify to the passage
and adoption of this resolution; shall cause the same to be
entered in the book of original resolutions of said city; and
shall make a minute of the passage and adoption thereof in the
records of the meeting at which the same is passed and adopted.
