RESOLUTION NO. 322g_
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AMENDING CHAPTER 1A2
(MANAGEMENT - CONFIDENTIAL SERIES) OF TITLE 1A OF
THE EL SEGUNDO ADMINISTRATIVE CODE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. On and after October 1, 1983, Sections
• 1A2.0101 1A2.040, 1A2.100, 1A2.105, and 1A2.130 of Chapter 1A2 of
Title 1A of the "E1 Segundo Administrative Code," adopted by
Resolution 2620, as amended, are amended to read as follows:
SECTION 1A2.010 BASIC SALARY SCHEDULE. On and after
October 1, 1983, the following respective ranges and minimum and
maximum salaries are hereby allocated and assigned to the
respective Management- Confidential classifications hereinafter
set forth opposite each range and classification:

SECTION 1A2.100 EXECUTIVE LEAVE. On and after January 1,
1983, Management- Confidential employees shall be granted not
• less than three and not more than five days executive leave with
pay per calendar year which may be used for personal business,
attendance at educational courses, or for additional vacation.
All Management - Confidential employees receive a minimum of three
days per year. In addition, those employees in positions which
require more than 40 hours' service (56 hours for Fire
suppression shifts) annually at times other than their normal
duty hours shall be granted up to two additional executive leave
days with pay if not otherwise directly compensated. The City
Manager shall determine the number of authorized executive leave
days (3, 4 or 5) for employees directly supervised by the City
Manager, and the department heads shall make the determination
• for all other eligible employees in their respective departments.
Executive leave may not be accrued.
Partial year's service in a Management - Confidential
position shall cause executive leave to be prorated as follows:

SECTION 1A2.105 FLEXIBLE BENEFIT PACKAGE. Effective
with the payroll deduction made for coverage for the month of
December, 1983, upon approval of the City Manager, Management
Confidential employees shall be eligible to participate in a
flexible benefit package. A monthly contribution by the City of
$225 plus an amount equal to three percent of each Management -
Confidential employee's total pay may be used as follows:
1. Payment of City group health /medical insurance
premium;
2. Payment of City group life insurance premium;
3. Payment of City group dental insurance premium;
4. Payment of City group psychological insurance
premium;
5. Taken as salary or other benefits which the em-
. ployee may elect and which the City Manager
approves.
This section shall be limited to the requirements of the
City's insurance agreements and to once a year unless the City
Manager determines that circumstances necessitate otherwise.

Should a simple majority of Management- Confidential employees
voting decide to add a mandatory long term disability insurance
• plan effective December 1, 1983, the monthly cost of such plan
shall be deducted from the City contribution provided for
herein.
SECTION 1A2.130 UNIFORM ALLOWANCES. Management -
Confidential employees in the Police and Fire Departments who
are required to purchase and continuously maintain prescribed
items of uniform clothing and personal equipment shall be
compensated for a portion of the initial and maintenance costs
thereof according to the following:

SECTION 1A2.134 SICK LEAVE -- PAYMENT UPON DEATH OR
SERVICE RETIREMENT. In the event a Management - Confidential
employee, while in the City's employ, dies or service retires
under the Public Employees' Retirement System with unused Sick
Leave to his or her credit, he or she shall be compensated in an
amount equal to seventy -five percent (75 %) of the value of such
Sick Leave based upon his or her salary at the time of death or
retirement, without the inclusion of overtime pay or additional
compensation. The provisions of Sections 1A6.140 and 1A6.150 of
the El Segundo Administrative Code, as they apply to death or
service retirement shall not be applicable to Management-Con-
fidential employees. The provisions of Section 1A6.140 related
to disability retirement shall apply to Management- Confidential
employees.
SECTION 2. Section 1A2.136 (Physical Examinations) is
hereby added to Chapter 1A2 of Title 1A of the "El Segundo
Administrative Code," adopted by Resolution 2620, as amended, to
read as follows:
1A2.136 PHYSICAL EXAMINATIONS. Management - Confidential
employees who periodically receive physical examinations at City
expense, pursuant to Section 1A6.270 of the El Segundo Administra-
tive Code, shall receive stress EKG tests and other appropriate
fitness procedures as determined by the City Manager. Such tests
shall be administered at ages 40, 45, 50, and every year over age
50, unless more frequent and /or further testing is recommended
for an employee by the local medical doctor selected by the City
to conduct such examinations.
0 SECTION 3. All resolutions and orders of the City
Council heretofore passed and adopted with reference to the same,
or any of the matters and subjects hereinabove set forth or
referred to, are hereby rescinded insofar as the same conflict
with the provisions hereof.

SECTION 4. That the City Clerk shall certify to the
passage and adoption of this Resolution; shall enter the same in
the book of original Resolutions of said City; and shall make a
minute of the passage and adoption thereof in the records of the
proceedings of the City Council of said City, in the minutes of
the meeting at which the same is passed and adopted.
