CC RESOLUTION 3222• RESOLUTION NO. 3222 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA AMENDING SECTIONS 1A5.010, 1A5.0203 1A5.023, 1A5.0251 1A5.0303 1A5.240 AND ADDING SECTIONS 1A5.075 AND 1A5.216 TO CHAPTER 1A5 (POLICE SAFETY SERVICE SERIES) AND AMENDING SECTION 1A6.160 TO CHAPTER 1A6 (GENERAL RULES) OF TITLE lA OF THE EL SEGUNDO ADMINISTRATIVE CODE. I• THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. Sections 1A5.010, 1A5.020, 1A5.023, 1A5.0253 1A5.030, and 1A5.240 of Chapter 1A5 of Title lA of the E1 Segundo Administrative Code adopted by Resolution No. 3151 are amended to read as follows: SECTION 1A5.010 BASIC SALARY SCHEDULE - -SWORN PERSONNEL- PERS 2% AT 50. (A) Commencing June 25, 1983, all sworn personnel of the police service enumerated in this Chapter to whom the Educational Incentive Pay Program is applicable who were employed before February 6, 1982 and who have obtained a P.O.S.T. The following respective range numbers are hereby allocated and assigned to the following sworn personnel, in the service of said City, hereinafter set forth opposite each classification and range number: Police Sergeant Police Officer Employed Before 2/6/82 Range No. 700 .: Employed On /After 2/6/82 Range No. S11 785 SECTION 1A5.240 UNIFORM AND SAFETY EQUIPMENT,, ALLOWANCES. Police Department employees who are required to purchase and continuously maintain prescribed items of uni- form clothing, personal equipment and safety equipment shall be compensated for a portion of the initial and maintenance costs thereof according to the following: A. Police officers assigned to motorcycle duty - $45 per month of active duty. B. Police detectives and others who normally wear civilian clothes on duty, but are required to main- tain uniforms - $25 per month of active duty. C. All other Police officers - $35 per month of active duty. -5- $2,610 196 $2,806 $3,030 228 $3,258 .1 4c65 SECTION 2. Sections 1A5.075 and 1A5.216 are added to Chapter 1A5 of Title lA of the E1 Segundo Administrative Code to read as follows: SECTION 1A5.216 BEREAVEMENT LEAVE -- PERSONAL EMERGENCIES- -IMMEDIATE FAMILY DEFINED. A. Bereavement Leave. Commencing June 25, 1983, in the case of a death in the "immediate family" of the employee or the employee's spouse, a maximum of three days Bereavement Leave with pay may be granted per incident. Proof of death may be required before charging an absence to Bereavement Leave. Bereavement Leave shall be dis- tinct from all other leave benefits and may not be accumulated. B. Personal Emergencies--Use of Eligible Leaves. For other types of personal emergencies, that is, a serious illness of an "immediate family" member of the employee or the employee's spouse and for cases of extreme and unusual hardship of an emergency nature, employees, upon request, shall be entitled to utilize accumulated vacation leave, compensatory time -off, or Personal Leave Day /Floating Holiday, for which prior notification is required; however, in certain instances notification require- ments may be waived. C. Immediate Family Defined. For the purpose of this section "immediate family" shall mean spouse, child, mother, father or sibling. 1A5.075 EDUCATIONAL INCENTIVE PAY RETENTION. Sworn personnel employed and /or reinstated on or after June 25 1983, shall not retain pay steps A -1, B -1, C -1, D -1, E -1, X -1, Y -1, Z -13 A -2, B -21 C -2, D -25 E -2, X -2, Y -2, and Z -2 in this Code if each year following the date on which the educational incentive pay was granted and reinstated the employee has not completed three (3) semester units (or equivalent quarter units) of job related course work at an accredited college or university and attained a mimimum "C" grade in said course. Job related train- ing such as seminars, workshops, etc. can be taken in lieu of the formal college course at twenty (20) hours of training equal to one (1) semester unit. The employee is required to obtain prior approval of the course and training in terms of its job relatedness from both the Police Department's Training Officer as designated by the Chief of Police and the employee's Bureau Commander. Courses and training selected by the employee shall be taken at the employee's expense (no City funds shall be used for this purpose). The City reserves the right to send sworn personnel for training based on the Police Department's needs which would be at the City's expense. In the event the educa- tional incentive pay is rescinded, the employee will be compensated at the pay step in the Basic Salary Schedule to which the employee is entitled by length of service and job performance. Educational incentive pay shall be reinstated upon the employee's showing of proof of compliance with the above continuing education /training requirements. The date on which the educational incentive pay is reinstated shall become the employee's new date for compliance with the continuing education /training requirements as specified herein. SECTION 3. Section 1A6.160 of Chapter lA of Title lA of the E1 Segundo Administrative Code is amended to read as follows: SECTION 1A6.160 EMERGENCY LEAVE - FAMILY ILLNESS. Employees regulated by Chapter lA4 of this Code may use accumulated sick leave as emergency leave for short periods in case of serious illness in the immediate family of the employee or employee's spouse. A maximum of three days emergency leave may be granted in case of a death in the immediate family of the employee or employee's spouse. A doctor's certificate stating the nature of the illness of the immediate family of the employee or employee's spouse, or proof of death may be required before absence for these reasons shall be charged to emergency leave. Emergency leave of a maximum of three days may also be granted in cases of extreme and unusual hardship of an emergency nature. For the purpose of this section "immediate family" means spouse, child,•mother, father or sibling. -7- 14067 SECTION 3. All resolutions and orders of the City Council heretofore passed and adopted with reference to the same, or any of the matters and subjects hereinabove set forth or referred to, are hereby rescinded insofar as the same conflict with the provisions hereof. SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said city, in the minutes of the meeting at which the same is passed and adopted.
