CC RESOLUTION 32151009 RESOLUTION NO. 3215 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, OPPOSING U. S. SENATE BILL S.66 WHEREAS, federal actions are forcing historic changes in the telecommunications industry; and WHEREAS, those actions have raised questions concerning the ability of the state - regulated telephone companies to continue to provide universal and affordable access to the telephone net- work; and WHEREAS, quality telecommunication services at affordable rates are essential to the safety and economic welfare of the citizens of the City of El Segundo; and WHEREAS, overriding priority of legislators and regulators to preserve universal access to the telephone network is best served by continued regulation of intraLATA telecommunication services; and WHEREAS, S.66, as passed by the U. S. Senate, could potentially place the regulated telephone companies at a serious competitive disadvantage and further diminish revenues available to support universal access to the telephone network by allowing unregulated entry into telecommunication markets, resulting in rates that place service beyond the reach of many citizens; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO DOES RESOLVE AS FOLLOWS; SECTION 1. That the City Council opposes any legislation that threatens the continued universal availability of affordable access to the telephone network; SECTION 2. That the City Council respectfully calls upon Congress to amend the pending legislation to preserve existing state jurisdiction over intraLATA telephone services offered under regulation and to insure equality of regulatory treatment for tele- phone and cable companies; SECTION 3. That the City Clerk transmit copies of this resolution to the President of the United States, to the Speaker of the House of Representatives, and to each Senator and Representative from California in the Congress of the United States. 1.4(1:3) SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said city; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said city in the minutes of the meeting at which the same is passed and adopted.
