RESOLUTION NO, 3207
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AUTHORIZING THE
EMERGENCY REPLACEMENT OF THE STEAM BOILER AT
THE URHO SAARI SWIM STADIUM (219 WEST MARIPOSA
AVENUE) WITHOUT BIDDING.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council finds and determines that:
A. An emergency situation exists with respect to
the existing steam boiler located at the Urho Saari Swim
Stadium.
B. The existing steam boiler has been in use for
over 40 years, has been repaired a number of times, and its
condition has now deteriorated to the extent that further
repairs would be both impractical and ineffective,
C. Recent inspections have revealed that continued
use of the boiler could result in possible explosion or
collapse, which could both damage property and endanger lives.
D. The boiler is used in conjunction with the City's
swimming program, which is in progress.
E. The City Council determines that due to the
age, condition, and constant use of the boiler, an extreme
urgency exists which is of danger to life and property and
which could interfere with the public purposes and public
interest in the City's swimming program.
SECTION 2. The City Council hereby declares that
the public interest and necessity demand the immediate ex-
penditure of public money to replace the steam boiler at the
Urho Saari Swim Stadium in order to safeguard life, health
and property, and therefore authorizes the expenditure of
funds to replace the said boiler, upon Council approval,
without bidding procedures or Public Contract Code Sections
20160 through 20174 inclusive.

SECTION 3, The City Clerk shall certify to the
passage and adoption of this resolution; shall enter the
same in the book of original resolutions of said city; and
shall make a minute of the passage and adoption thereof, in
the records of the proceedings of the City Council of said
city, in the minutes of the meeting at which the same is
passed and adopted.
