CC RESOLUTION 3197RESOLUTION NO. 3197 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING WITH CERTAIN CONDITIONS PRECISE PLAN NO. 82 -1 FOR PROPERTY LOCATED AT THE NORTHEAST CORNER OF SIERRA PLACE AND PINE AVENUE WITHIN SAID CITY AND CERTIFYING A NEGATIVE DECLARATION OF ENVI- RONMENTAL IMPACT IN CONNECTION THEREWITH. WHEREAS, under the provisions of Title 20 (The Compre- hensive Zoning Ordinance) of the "El Segundo Municipal Code" and the laws of the State of California applicable to such matters, Sierra Pines Townhomes, Ltd., has filed its applica- tion for the adoption of Precise Plan No. 82 -1; and WHEREAS, said Plan is for property located in the City of El Segundo, County of Los Angeles, State of California, more particularly described a$ follows: Lot 1 of Tract No. 39023 as per map recorded in Book 1013, Pages 9 -11, records of Los Angeles County; and WHEREAS, said Plan was submitted to the Planning Com- mission of the City of El Segundo, and after a public hearing duly noticed and regularly held on February 24, 1983, approved and recommended for adoption by the City Council; and WHEREAS, the City Council of the City of El Segundo has duly noticed and regularly held a public hearing on said Plan; and WHEREAS, the City Council of the City of E1 Segundo has now acquired jurisdiction to adopt this resolution; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The City Council has reviewed the Initial Study and supporting evidence in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), State CEQA Guidelines and the City of El Segundo Guidelines for the implementation of CEQA (Resolution 3184) and hereby finds and determines that the Precise Plan adopted by this Resolution will not have a significant impact upon the environment and, therefore, certifies, approves and adopts the 1s3943 Negative Declaration prepared on this project. SECTION 2. After considering the written reports and documents and testimony presented at the public hearing before the Council, the Council finds and determines: 1. That the subject property is restricted to a density of ten residential dwelling units; 2. That the surrounding properties are zoned R -2, R -3 and O -S; 3. That the Precise Plan for condominium development will provide ten townhouse type units in four structures with 22 off - street parking spaces on a 23,500 square foot lot; that lot coverage will not exceed 40 percent and that the struc- ture will not exceed 36 feet in height. SECTION 3. That said Precise Plan No. 82 -1 herein- above referred to as approved by the Planning Commission of the City of El Segundo in its Resolution No. 2017 be, and the same is, hereby approved and adopted upon the following conditions: 1. The approved grading plan and off -site street improvement plans for Tract 39023 shall prevail for this development; 2. An on -site drainage plan shall be sub- mitted and approved by the Public Works Department; 3. All utilities within the subdivision shall be placed underground, including electri- cal power, street lighting conductors, telephone, cable television, etc. A con - solidated utilities plan showing coordina- ted installation shall be submitted for approval; 4. Street lights shall be mounted on marblite poles; 5. Existing 12 -inch trunk sewer and extent of easement for same shall be shown on building plans; 6. Any and all sewer laterals shall be connec- ted to 8 -inch main in Sierra Place. Later - als shall be minimum 6 -inch diameter vitri- fied clay pipe with 6 -inch diameter cleanouts brought to finish grade at property line, with secure removable plug, cast PCC box and cover (if in driveway, cast -iron cover re- quired); -2- 7. All work performed in public right -of -way requires an excavation permit from the Department of Public Works with appropriate deposits to be determined later; 8. All work performed in public right -of -way shall be in accordance with Standard Speci- fications for Public Works Construction; 9. The driveway along the northerly property line shall be widened from 15 feet to 20 feet; • 10. A standpipe system shall be required; the location of which shall be subject to the approval of the Fire Chief; 11. The entire site shall be fenced during construction for safety and security purposes; 12. Exterior lighting shall be provided along the walkway and garage areas and shall be controlled by a master timer to go on at dusk and off at sunrise. The lighting shall be placed so as to prevent shadows; 13. Street trees shall be planted in accord- ance with Parks Department recommendations as to type, size and number; 14. A landscape and irrigation plan shall be approved by the Planning Department detail- ing the design, material, size, common name and placement of landscaping; 15. Any changes to the preliminary plan and the conditions of approval shall require Plan- ning Department approval; and 16. Trash enclosure shall be screened or provide such treatment as to prevent viewing from Sierra Place at all times. SECTION 4. The City Clerk is hereby authorized and directed to endorse said Plan as hereby approved and adopted by the City Council. Said Plan is on file in the office of the City Clerk, open to public inspection, and is by this reference incorporated herein and made a part hereof. SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said city; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said city, in the minutes of the meeting at which the same is passed and adopted. -3 PASSED, APPROVED and ADOPTED this 5th day of April , 1983.
