RESOLUTION NO. 3179
A RESOLUTION OF THE CITY OF EL SEGUNDO,
CALIFORNIA, SUPPORTING THE LOS ANGELES
AIRPORT DUNES SPECIFIC PLAN.
WHEREAS, the California Coastal Act of 1976 declared
"Permanent protection of natural and scenic resources of a paramount
concern to present and future residents" of our State and our Nation;
and
WHEREAS, the Act further declared the importance of pre-
serving "the ecological balance of the coastal zone" in order to
promote "public safety, health and welfare" and protect "property,
wildlife, marine fisheries" and other natural resources; and
WHEREAS, the Los Angeles Airport Dunes comprises 302
acres, a portion of which should be maintained as a nature con-
servancy for the El Segundo Blue Butterfly and other rare and
endangered species; and
WHEREAS, the El Segundo Blue Butterfly, one of only six
butterflies on the endangered species list, survives in the Dunes
and in a nearby preserve at the Chrvron USA oil refinery; and
WHEREAS, the Los Angeles City Department of Airports
has removed more than 800 homes from the northerly 264 acres of
these Dunes since 1965 to provide a "clear zone" and other airport-
related uses; and
WHEREAS, removal of these homes was largely predicated
upon aircraft noise and emission levels exceeding standards generally
acceptable in residential areas; and
WHEREAS, a view park near the Dunes, with picnic and
viewing facilities, would allow the public to enjoy the scenic
beauty of ocean, dunes, and aircraft activity at Los Angeles Inter-
national Airport; and
WHEREAS, a portion of the Los Angeles Airport Dunes
would provide an attractive site for a golf course and other active
recreational facilities for public enjoyment;
NOW, THEREFORE, BE IT RESOLVED that the El Segundo City
Council supports the Los Angeles Airport Dunes Specific Plan, which
provides for the establishment of a golf course, a nature conservancy,

a dunes preserve, and a view park site open to the public in that
portion of the City of Los Angeles bounded by Napoleon and Water -
view Streets on the north, Imperial Highway on the south, Pershing
Drive on the east, and Vista del Mar on the west.
