RESOLUTION NO. 3172
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, AMENDING CHAPTER 1A3,
GENERAL GOVERNMENT SERIES AND CHAPTER 1A6,
GENERAL RULES, OF TITLE lA OF THE EL SEGUNDO
ADMINISTRATIVE CODE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. Section 1A3.010 of Chapter 1A3 of Title lA
of the El Segundo Administrative Code, adopted by Resolution No. 2620,
as amended, is amended to read as follows:

SECTION 3. The first paragraph of Section 1A3.045 of

shall be described as class series classifications and shall be
paid at either of two different salary range levels assigned to
each class.
SECTION 4. Sections 1A3.055 and 1A3.085 are added to
Chapter 1A3 of Title lA of the E1 Segundo Administrative Code,
adopted by Resolution No. 2620, as amended, which said sections
shall read as follows:
SECTION 1A3.055 LONGEVITY ACHIEVEMENT. Employees to
whom this Chapter applies who are eligible to receive longevity
pay shall advance to Steps X. Y and Z based upon an overall
rating of "standard" or higher as determined by the employee's
performance evaluation. If the employee fails to qualify for
Step X. Y. or Z because of failure to have attained a "standard"
or higher rating, and the employee's overall performance
subsequently improves to a least a "standard" level, the
longevity pay increase shall be granted upon the issuance
of a satisfactory performance report.
SECTION 1A3.085 OVERTIME PAY -- COMPENSATORY TIME. Com-
pensatory time may be substituted for overtime pay if approved
by the City Manager; provided, however, the accumulation does
not exceed thirty -two hours and does not exceed four working
days at any one time. No more than eighty hours may be
accumulated or used in any one calendar year. Compensatory
time may be used in conjunction with normal vacation leave
with prior approval of the City Manager. No more than three
consecutive days for compensatory time may be used at any
one time.
SECTION 5. Section 1A3.125 of Chapter 1A3 of Title lA
of the E1 Segundo Administrative Code, adopted by Resolution No. 2620,
as amended, is amended to read as follows:
SECTION 1A3.125 INSURANCE BENEFITS. A. Dental /Health/
Medical -- September /November 1982. Commencing with the insurance
• premiums drawn for coverage for the month of September 1982,

• officers and employees to whom this Chapter applies shall
receive a total sum of $144.36 per month for the premium
cost of employee only dental insurance coverage and health and
medical insurance coverage. The difference between the actual
cost of the employee only dental insurance premium and the
$144.36 shall be applied toward the payment of the health
and medical insurance premium.
B. Dental /Health /Medical -- December 1982 /June 1983. Com-
mencing with the insurance premiums drawn for the month of
December 1982, officers and employees to whom this Chapter
applies shall receive a total sum of $149.36 per month for
the premium cost of employee only dental insurance coverage
and health and medical insurance coverage. The difference
between the actual cost of the employee only dental insurance
coverage and the $149.36 shall be applied toward the payment
of the health and medical insurance coverage.
C. Dental /Health /Medical - -July 1983. Commencing with
with the insurance premiums drawn for coverage for the month
of July 1983, officers and employees to whom this Chapter
applies shall receive a total sum of $159.36 per month for
the premium cost of employee only dental insurance coverage
and health and medical insurance coverage. The difference
between the actual cost of the employee only dental insurance
coverage and the $159.36 shall be applied toward the payment
of the health and medical insurance coverage.
SECTION 6. Section 1A6.290 of Chapter 1A6 of Title lA
of the E1 Segundo Administrative Code, adopted by Resolution
No. 2620, as amended, is amended to read as follows:
SECTION 1A6.290 OVERTIME PAY -- COMPENSATORY TIME. Employees
enumerated in Chapters 1A4 and 1A5 may substitute compensatory
time for overtime pay if approved by the City Manager; provided,
however, the accumulation does not exceed twenty -four hours; thirty
hours for employees assigned to a four -day ten -hour working
schedule; and does not exceed three working days at any one
time. No more than eighty hours may be accumulated or used in
any one calendar year. Compensatory time may be used in con-
junction with normal vacation leave with prior approval of the
City Manager. No more than three consecutive days for compensatory
time may be used at any one time.
SECTION 7. All resolutions and orders of the City
Council heretofore passed and adopted with reference to the same,
or any of the matters and subjects hereinabove set forth or
referred to, are hereby rescinded insofar as the same conflict
• with the provisions hereof.
SECTION 8. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the
book of original resolutions of said city; and shall make a minute
of the passage and adoption thereof in the records of the proceedings
of the City Council of said city, in the minutes of the meeting

at which the same is passed and adopted.
