A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF E1 SEGUNDO, CALIFORNIA, GRANTING
A CONDITIONAL PERMIT TO MR. IBRAHIM ABOODI
DBA "EL SEGUNDO CAB," TO OPERATE A TAXICAB
BUSINESS IN THE CITY OF EL SEGUNDO.
WHEREAS, there has been presented to the City Council
of the City of El Segundo, California, the application of Mr.
• Ibrahim Aboodi dba "E1 Segundo Cab," for a permit to conduct
a taxicab business in said city under the name of "El Segundo
Cab "; and
WHEREAS, the City Council has reviewed the application
and has interviewed the applicant, and said Council believes
that the applicant will operate the proposed taxicab service
for the people of E1 Segundo in a prudent and satisfactory manner;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE
AND ORDER AS FOLLOWS:
SECTION 1. That the application of Mr. Ibrahim Aboodi
above referred to, is ordered placed on file in the office of
the Director of Finance, open to public inspection, and that
said application as on file be and the same is hereby referred
to and by this reference incorporated herein and made a part
hereof.
SECTION 2. That in the opinion of the City Council
the public convenience, necessity and interest will be served
by the operation within the city, of the taxicab service referred
to in said application of Mr. Ibrahim Aboodi.
SECTION 3. That Mr. Ibrahim Aboodi, dba "E1 Segundo
Cab," be and he is hereby authorized and granted permission to
operate a taxicab business within the City of E1 Segundo, Cali-
fornia, in accordance with the provisions of the "El Segundo
Municipal Code," relating to such matters, and subject to the

following special and additional terms and conditions:
(1) That this permit is temporary only and may be suspended
by the Chief of Police of said City at any time in his discretion,
or may be revoked by the City Council at any time in its discretion,
and that such suspension or revocation may be so ordered and
made at any time without cause, without notice and without liability
on the part of the City of El Segundo, or any of its officers,
employees, agents or representatives.
(2) That while operating said business under the per-
mission herein granted, said applicant shall conform with and
abide by the provisions of the Code of said City, and such regula-
tions as the Chief of Police of said City may prescribe with
respect to the operation of taxicabs and taxicab businesses within
said city.
(3) That until the further order of the City Council,
permittee shall be and he is hereby authorized to operate taxicabs
in connection with said business.
(4) That the rates to be charged for taxicab service
within the city rendered by the permittee, shall be in accordance
with the following schedule:
A. An initial flag drop of one dollar and ninety cents
for the first one -fifth mile or eighty -four seconds
or fraction thereof.
B. Twenty cents for each additional one - seventh mile
or fraction thereof.
C. Waiting time twenty cents for each minute.
D. A twenty -five cent surcharge for Airport pickup.
The adopted schedule must be filed with the Police Chief and
the applicable schedule shall be conspicuously displayed in each
cab.

• (5) That the permit herein granted shall not be assigned,
or be subject to assignment, without the written consent of the
City Council first had and obtained.
(6) That permittee shall not use any vehicle more than
ten years old in providing service pursuant to this permit.
(7) That permittee must maintain a toll -free telephone
line so that any person in the City of E1 Segundo can place a
toll -free call for service.
(8) That the City Council reserves the right to make
such additional rules and regulations; and to prescribe such
additional terms and conditions with reference to the permit
herein granted and the business operated or to be operated there-
under, as said Council in its discretion may from time to time
determine.
(9) Notwithstanding the provisions of Section 5.16.330
of the E1 Segundo Municipal Code, the Chief of Police may issue
a temporary driver's permit effective for not more than sixty
days to any applicant who holds a valid driver's permit from
the City of Los Angeles or the City of Beverly Hills. The City
Council finds that the investigation by the City of Los Angeles
or the City of Beverly Hills will assure that no unfit or improper
person receives a permit to operate an automobile for hire.
(10) That this permit shall not become effective until
permittee has;
A. Complied with the insurance requirements of Section
5.16.250 of the E1 Segundo Municipal Code.
B. Endorsed upon a copy of this resolution an acceptance
• of this conditional permit, which said endorsement shall be substan-
tially in the following form and may be subscribed to by said
permittee at this point:

• "The undersigned, being the permittee referred to in
the foregoing Resolution No. in consideration of the
permit granted to him therein, does hereby state that he has
carefully read the said resolution and is familiar with the
terms, conditions and provisions thereof; that he accepts the
permit therein referred to upon and subject to each and all of
the said terms, conditions and provisions, and agrees to observe
and be bound thereby.

SECTION 4. That this resolution shall take effect
immediately.
SECTION 5. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the
book of original resolutions of said city; and shall make a
minute of the passage and adoption thereof in the records of
the proceedings of the City Council of said city, in the minutes
of the meeting at which the same is passed and adopted.
