A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AMENDING SECTIONS
1A5.010, 1A5.020, 1A5.045, 1A5.050 AND 1A5.212
OF; AND ADDING SECTIONS 1A5.055 AND 1A5.105
TO CHAPTER 1A5 (POLICE SAFETY SERVICE SERIES)
OF TITLE lA OF THE EL SEGUNDO ADMINISTRATIVE
CODE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. Sections 1A5.0101 1A5.020, 1A5.045, 1A5.050
and 1A5.212 of Chapter 1A5 of Title IA of the El Segundo Admin-
istrative Code adopted by Resolution No. 2620, as amended, are
amended to read as follows:
SECTION 1A5.010 BASIC SALARY SCHEDULE. That except
as hereinafter specifically provided and subject to other pro-
visions of this resolution, each employee in the Police Service
enumerated in this Chapter other than those participating in
the Educational Incentive Pay Program shall be entitled to receive
for his or her services in his or her position the applicable
rate of compensation shown in the following basic salary schedule
prescribed for the class in which his or her position is allo-
cated, for the period commencing July 11, 1981, to wit:

SECTION 1A5.020 EDUCATIONAL INCENTIVE PAY SALARY SCHEDULES.
(A) Commencing July 11, 1981, all sworn personnel of the police
service enumerated in this Chapter to whom the Educational Incentive
Pay Program is applicable and who have obtained a P.O.S.T. Interme-
diate Certificate shall receive for his or her services, compensa-
tion at the grade and step to which they are entitled by classifi-
cation and length of service, in accordance with the following
salary schedule:

SECTION 1A5.045 DETECTIVE -- SPECIAL ASSIGNMENT PAY.
Effective July 11, 1981, Police Officers temporarily assigned
as Detectives or to other special assignments which may be approved
by the City Manager from time to time, shall be paid the sum
of $150.00 per month above the range and step of the Police Officer
classification to which they are entitled by length of service
and performance; provided, however, that when such assignment
continues during only part of a pay period, the special allowance
provided by this section shall be prorated.
SECTION 1A5.050 MOTORCYCLE HAZARD PAY. Effective
July 11, 1981, members of the police service assigned to motorcycle
duty shall while serving in such capacity be paid motorcycle
hazard pay in the sum of $175.00 per month above the range and
step of the Police Officer classification to which they are
entitled by length of service and performance, except whenever
any affected employee has been absent because of a disability
resulting from an illness or injury occurring outside of the
course and scope of his /her employment for a period of thirty
consecutive calendar days, the city may, commencing the thirty -
first consecutive day of such absence, terminate any motorcycle
hazard pay bonus to which the employee would have been entitled
had he been performing his regular duties.

SECTION 1A5.212 INSURANCE BENEFITS. (A) Medical.
Effective with the payroll deduction made for coverage for the
month of August, 1981, the City shall provide for all sworn
personnel and Police Service Officers of the police service
enumerated in Section 1A5.030, a contribution toward employees'
and dependents' medical premiums in a sum equal to 90% of the
employees' and dependents' medical premium, or $215.00 per month
maximum; provided, however, that employees who have single employee
coverage shall be provided with payment of medical premiums in
full, or a maximum of $215.00 per month, whichever is less; provided
further, that where the City provides more than one medical insurance
program the City shall contribute a sum equal to 90 percent of
the employee's and dependent's medical premium for the most costly
of such programs but not to exceed the actual cost of the employee
only or employee and dependent's medical insurance premium, or
the $215.00 per month whichever is less.
(B) Dental. All sworn personnel and Police Service
Officers of the police service enumerated in Section 1A5.030
shall receive a total of $10.55 per month for dental insurance
premiums for the employee only, effective with the payroll deduction
made for coverage for the month of December, 1981.
SECTION 2. Sections 1A5.055 and 1A5.105 are added
to Chapter 1A5 of Title lA of the E1 Segundo Administrative Code
to read as follows:
SECTION 1A5.055. FIELD TRAINING OFFICER PAY. Effective
July 11, 1981, Police Officers who are assigned by the Police
Chief as Field Training Officers to train probationary Police
Officers shall, while functioning in the capacity of a Field
Officer, be paid the sum of $85.00 per month above the range
and step of the Police Officer classification to which they are
entitled by length of service and performance; provided, however,
that when such assignment continues during only part of a pay
period, the special allowance provided by this section shall
be prorated.

• SECTION 1A5.105. LONGEVITY ACHIEVEMENT ON MERIT. Steps
X,Y,Z,X- 1,Y- 1,Z- 1,X -2,Y -2 and Z -2 shall be withheld if the employee's
current overall evaluation on file is below standard or unsatisfactory
and the Police Chief notifies the Personnel Officer in writing
that the longevity pay step will not be granted or retained.
No more than one longevity pay step may be withheld or deducted
• for each unsatisfactory or below standard overall performance
evaluation. If the employee's overall performance evaluation
improves to a satisfactory level the longevity pay step will
be granted or reinstated upon the issuance of a satisfactory
performance report.
SECTION 3. All resoultions and orders of the City
Council heretofore passed and adopted with reference to the same,
or any of the matters and subjects hereinabove set forth or referred
to, are hereby rescinded insofar as the same conflict with the
provisions hereof.
SECTION 4. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the
book of original resolutions of said city; and shall make a minute
of the passage and adoption thereof in the records of the proceedings
of the City Council of said city, in the minutes of the meeting
at which the same is passed and adopted.
