A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, AMENDING SECTIONS 1A4.010,
1A4,020, 1A4,036, 1A4.145 AND 1A4,190 .OF,AND ADD-
ING SECTION 144.131 TO, CHAPTER 1A4 (FIRE SAFETY
SERVICE SERIES), AND ADDING SECTION 1A7.040 TO CHAP-
TER lA7 (DEFERRED COMPENSATION PLAN) OF TITLE lA
OF THE EL SEGUNDO ADMINISTRATIVE CODE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES
RESOLVE AS FOLLOWS:
SECTION 1. Sections lA4.010, 1A4,020, 1A4.036, 1A4.145-and
1A4,190 of Chapter lA4 of Title lA of the E1 Segundo Administrative Code are
amended to read as follows:
SECTION 1A4.010 BASIC SALARY SCHEDULE. That except as
hereinafter specifically provided and subject to the other
provisions of this resolution, each employee in the fire
service enumerated in this Chapter, other than those partici-�
pating in the Educational Incentive Pay Program shall be entitled
to receive for his or her services in his or her position the
applicable rate of compensation shown in the following basic
salary schedules prescribed for the class in which his or her
position is allocated, for the period commencing December 12,
1981, to wit:

EDUCATIONAL INCENTIVE PAY
SALARY SCHED-

(A) Commencing

in this Chapter, who
have obtained a
Fire Science Certificate
or
successfully completed twenty units of
college
level courses
in Fire Science shall upon
completion of the
initial
probationary
period
be compensated for their services at
the grade and step to which
they are entitled by
classification
and length of service, in accordance with the following salary
schedule:

SECTION 1A4t036 FIRE FIGHTER I COMPENSATION-- PROBATIONARY
PERIOD COMMENCES, Fire Trainees who have qualified for the posi-
tion of Fire Fighter I shall be compensated at ninety -five per-
cent of Step A of the range assigned to Fire Fighter II as set
forth in the Basic Salary Schedule. Upon satisfactory comple-
tion of the probationary period and twelve months' service as
Fire Fighter I, the employee shall be automatically advanced to
the class of Fire Fighter II.
SECTION lA4,145 INSURANCE BENEFITS -- DENTAL /MEDICAL. Effective
with the payroll deduction made for coverage for the month of
August 1981, the following shall apply;
1, The City shall pay toward the premium of the City's group
dental insurance program, on behalf of each employee enum-
erated in this Chapter who participates in the program, the
lesser of the following:
(a) The sum of $19.36 per month;
(b) The premium cost for the employee only.
In the event the premium cost for the employee only should
be less than $19,36 per month, the difference between the
actual premium cost and the sum of $19.36 shall be applied
for each such month to the payment of medical insurance pre -
miums (as set forth in subparagraph 2) for those employees
enumerated in this Chapter who participate in the City's
group health and medical insurance program.
2, The City shall pay toward the premium of the City's group
health and medical insurance program on behalf of each em-
ployee enumerated in this Chapter who participates in the
program the sum of $117,42 per month (an increase of $12.68

per month over the prior payment) together with any amount
made available for health and medical insurance pursuant to
subparagraph 1 hereof..
SECTION 1A4.190 UNIFORM AND SAFETY EQUIPMENT ALLOWANCE,
Effective December 12, 1981, fire fighting employees who are
required to purchase and continuously maintain prescribed
items of uniform clothing, personal equipment, and safety equip-
ment shall be compensated for a portion of the initial and
maintenance costs thereof according to the following:
1. All fire fighting personnel $180.00 per year,
2. Newly appointed fire department personnel shall be
provided with uniform allowances at the time of appoint-
ment and thereafter as follows:
(a) At the time of appointment - 150% of annual allow-
ance.
(b) At first anniversary of appointment 50% of annual
allowance.
(c) After first anniversary 100% of monthly allowance,
SECTION 2. Section 1A4,131 is added to Chapter 1A4 of Title lA
of the El Segundo Administrative Code to read as followst
SECTION 1A4,131 OVERTIME PAY., Effective December 12, 19812
the uniformed members of the fire service enumerated in this Chap
ter shall receive time and one -half pay for overtime due to the
following: All emergency recall, all emergency holdovers, and
platoon holdovers and non - scheduled force hires for the first
15O'shifts. per fiscal year, A' partial year shall be. prorated,
SECTION 3, Section 1A7,040 is added to Chapter 1A7 of Title 1A
of the E1 Segundo Administrative Code to read as follows:
SECTION 1A7,040 DEFERRED COMPENSATION PLAN ESTABLISHED FOR
CHAPTER 1A4.. There is hereby established a Deferred Compensa-
tion Plan for the uniformed members of the fire service enumerated
in Chapter.ZA4, Each such employee shall have the amount shown .
as deferred compensation in Sections 1A4.010 and 1A4,020 applied
directly to such employee's contributions to the Public Employees'
Retirement System: ;
SECTION.. 4 Sections 1, 2 and 3 of Resolution No. 3086 are here-
by rescinded.

SECTION 51 All resolutions and orders of the City Council
heretofore passed and adopted with reference to the same, or any of the
matters and subjects hereinabove set forth or referred to, are hereby
rescinded insofar as the same conflict with the provisions hereof,
SECTION 6, The City Clerk shall certify to the passage and
adoption of this resolution; shall enter the same in the book of original
resolutions of said city and shall make a minute of the passage and adoption
thereof in the records of the proceedings of the City Council of said City,
in the minutes of the meeting at which the same is passed and adopted..
