A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, ADOPTING WITH CER-
TAIN CONDITIONS PRECISE PLAN 3 -81 FOR PROPERTY
LOCATED AT 1440 AND 1500 EAST IMPERIAL AVENUE.
WHEREAS, an application was received by the Planning Com-
mission from Hometels Development Corporation, 4440 Von Karmen
Avenue, Suite 330 Newport Beach, California 92660, for a precise
plan, known as Precise Plan 3 -81, to construct an 11- story, 386 -
room hotel with kitchenettes, and a 5- story, 367 -space parking
structure on property commonly known as 1440 and 1500 East Imperial
Avenue, more particularly described as follows:
PARCEL NO. 1
That portion of the west 3.82 acres net of Lot 1 of
C.C. Hunt's Subdivision of the East half of Section
12, Township 3 South, Range 15 West, San Bernardino
Meridian, in the City of El Segundo,,County of Los
Angeles, State of California, as per map recorded in
Book 36, Page 36 of Miscellaneous Records, in the
Office of the County Recorder of said County, described
as follows:
BEGINNING at a point in the North line of
said Lot 1 distant South 89 °59'15" East
243.99 feet from the northwest corner thereof;
said point being the most northwesterly
corner of 20 foot alley shown on the map
of Tract No. 15455, recorded in Book 336,
Page 43 of Maps, records of saig County;
THENCE along said alley South 0 00148" West
150 feet; THENCE South 45 00145" West 14.14
feet; THENCE North 89 °59'15" West 90 feet;
THENCE North 0 00148" East 160 feet to a
point in tho north line of said lot that
is North 89 59'15" West 100 feet from the
point of beginning; THENCE South 89 59115"
East 100 feet to the point of beginning.
EXCEPT any portion within the lines of 30
foot strip conveyed to the County of Los
Angeles, by Deed recorded in Book 3641, Page
287 of Deeds, Records of said County, within
the lines of Imperial Highway.

Those portions of Lots 1 and 16 of C. C. Hunt's Sub-
division, in Section 12, Township 3 South, Range 15
West, San Bernardino Meridian, of the Sausal Redondo
Rancho, in the City of E1 Segundo, in the County of
Los Angeles, State of California, as per map recorded
in Book 36, Page 36 of Miscellaneous Records, in the

Office of the County Recorder of said County, described
as follows:
BEGINNING at the intersection of the southerly
line of Imperial Highway with the easterly
line of California Street, as both are shown
on the Map of Tract No. 15455, recorded in
Book 336, Pages 42 and 43 of Maps, in the
Office of the County Recorder of said County;
THENCE along said southerly line of Imperial
Highway, South 89 °49'15" East 510.00 feet

Inc., recorded on October 13, 1950 in Book
34541, Page 63, Official Records, as Instru-
ment No. 501 of said County; THENCE along

line of the 20 fOot alley, as shown on and
dedicated by said Map of Tract No. 15455;

WHEREAS, the Planning Commission did, pursuant to law,
hold a duly advertised public hearing on such matter in the Council
Chamber of the City Hall, 350 Main Street, in the City of El Segundo,
on July 23, 1981; and
WHEREAS, opportunity was given to all persons to present
testimony or documentary evidence for or against the proposed Precise
Plan; and
WHEREAS, the Planning Commission, at the conclusion of said
hearing, adopted Resolution No. 1081, entitled:

CITY OF EL SEGUNDO, CALIFORNIA, RECOMMENDING
FOR ADOPTION PRECISE PLAN 3 -81 FOR PROPERTY
LOCATED AT 1440 AND 1500 EAST IMPERIAL AVENUE,
recommending to the City Council the adoption of "Precise Plan 3 -81"
to construct a Granada Royale Hometel at 1440 and 1500 East Imperial
Avenue, with the following conditions:

(1) Fire Department requests as enumerated in a memo to
be submitted prior to the City Council public hearing
shall be met.
(2) Left turns from California Street exit shall be .prohibited.
(3) landscaping plans, signing and parking deck lighting
shall be reviewed and approved by the Planning
Director.
(4) Sewer facility to be constructed in accordance with
requirements of Public Works Director.
(5) Trash storage area shall be enclosed.
(6) A surety deposit in the amount of $10,000 shall be
required for all off -site improvements, including:
replacement of broken or off -grade curb and side -
walk, and replacement of existing driveway aprons
with full height curb and sidewalk.
(7) All on -site utilities shall be placed underground.
(8) Existing parkway trees shall be protected from
damage during construction or replaced in kind at
the direction of the Parks Department.
(9) Fencing of site during demolition and construction
required for security purposes. No gate shall open
outward.
(10) Security systems shall be reviewed and approved by
the Chief of Police.
(11) Prior to issuance of a building permit, architectural
design modifications shall be developed and approved
by the Director of Planning to protect the privacy
of the properties to the south.
(12) The number of parking spaces provided shall meet El
Segundo Municipal Code regulations; however, the size
of all spaces shall be for full -sized cars.
(13) The south side of the parking structure shall be
designed with no openings.
(14) Height shall be limited to 8 stories, within the frame-
work of the footprint of the plans originally submitted
on June 16, 1981 and the number of suites shall not
exceed 300.
(15) Cooking facilities in the suites shall not be allowed.
(16) Construction vehicles shall not be allowed ingress or
egress through the alley; and
WHEREAS, the City Council duly and regularly conducted
a public hearing in the time, form, and manner required by law, on
September 1, 1981, in the Council Chamber in the City Hall, located
at 350 Main Street, in the City of El Segundo; and

WHEREAS, at said hearing, opportunity was given to all
persons to present testimony or documentary evidence in support of
or opposed to the proposed Precise Plan; and
WHEREAS, at said hearing, the following facts were
established:
(1) The subject site is zoned C -2 which permits hotels,
but which has a 45 -foot height limit.
(2) The definition of "hotel" in the E1 Segundo Munici-
pal Code prohibits provisions for cooking in any
individual room or suite.
(3) The Precise Plan application requests an 11 -story
hotel with kitchenettes in each suite.
(4) Surrounding zoning is C -3 to the east, C -2 to the
west and R -1 to the south; and
WHEREAS, the City Council has now fully and carefully
considered the matter and has reached its conclusion, as follows:
SECTION 1. The City Council finds:
(1) The 11 -story hotel would create land use compatibility
problems with the adjacent residential property, pri-
marily because of visual intrusion and loss of rear
yard privacy.
(2) The 5 -story alternative, built within the 45 -foot
height limit of the C -2 zone, could create the same
problems as the proposed project.
(3) Use of the precise plan to exceed the 45 -foot height
limit permits conditions to be imposed on the develop-
ment which can mititgate the adverse effects created
by the project.
(4) With stringent conditions, including height limitation,
the proposal will be compatible with both the General
Plan and the area.
SECTION 2. The City Council adopts Precise Plan 3 -81
to construct a Granada Royale Hometel at 1440 and 1500 East Imperial
Avenue, subject to the following conditions and limitations:
(1) Applicant shall comply with each of the conditions
contained in the correspondence dated July 31, 1981
from W. B. Woodcock, Fire Marshal, and approved by
Thomas J. Baron, Fire Chief, addressed to Wendy Cosin,
Associate Planner, filed in the office of the Planning
Department on July 31, 1981;
(2) In the west side of the parking structure, close off
ingress and egress from California Street, except for
emergency vehicles, if such access is required by the
Police Chief or the Fire Chief.

. (3) Landscaping, signing and parking deck lighting shall
be installed and maintained in accordance with plans
prepared by the developer and submitted to and approved
by the Planning Director;
(4) Sewer facility to be constructed in accordance with
plans meeting the requirements of and approved by
the Public Works Director;
(5) All trash storage areas shall be enclosed;
(6) Developer shall deposit cash or a surety bond in the
amount of $10,000.00 to guarantee the improvement and
replacement of all off -site improvements, including
without limitation: replacement of broken or off -
grade curb and sidewalk, and replacement of existing
driveway aprons with full height curb and sidewalk
and parkway trees;
(7) All on -site utilities shall be placed underground;
(8) Existing parkway trees shall be replaced in kind
unless the Director of the Parks Department determines
that the existing parkway trees have been protected
from damage during construction;
(9) The site shall be fenced during demolition and cons -
truction with appropriate chain link fence or other
fencing approved by the Chief of Police for security
purposes. No gate shall open outward onto any public
right -of -way;
(10) Security systems approved by the Chief of Police shall
be installed;
(11) Architectural design modifications shall be developed
and approved by the Director of Planning to protect
the privacy of the properties to the south prior to
the issuance of any building permit, and no building
permit shall be issued until the Director of Planning
has approved such plans;
(12) The developer shall provide the number of parking
spaces required by the El Segundo Municipal Code;
however, all spaces shall be for full -size cars and
no compact spaces shall be permitted to count toward
the required parking;
(13) The south side of the parking structure shall be
designed with no openings;
(14) Height shall be limited to 8 stories; within the
framework of the footprint of the plans originally
submitted on June 16, 1981, and the number of suites
shall not exceed 300;
(15) No cooking facilities shall be permitted in the suites;
(16) During construction, entrance to the site from the
alley shall be blocked so that construction vehicles
and delivery trucks may not secure access to the site
from the alley;

(17) Developer shall correct any undue glare from the
exterior surface of the building. In order to assure
compliance with this condition, if the City Council
determines that there is undue glare from the exterior
surface of the building, it may, upon ten (10) days'
written notice to the developer, hold a hearing at
which the City Council will consider whether an undue
glare exists from the exterior of the building. If
the City Council finds, after such hearing, that there
is an undue glare from the exterior surface of the
building, the developer will be required to correct
such undue glare in the manner which the City Council
directs. No building permit will be issued until the
developer has filed and recorded an agreement to
accept and be bound by this procedure;
(18) Before a building permit is issued, the developer shall
submit to the Planning Department a plan that will
assure that any television signal interference
occasioned by the structure will be fully corrected
or solved at the sole expense of the developer;
(19) Construction must be commenced within one year from
September 15 , 1981; however, the City Council
may extend such time to commence the project.
SECTION 3. The City Clerk is hereby authorized and
directed to endorse said Plan as hereby approved and adopted by
the City Council. Said Plan is on file in the Office of the City
Clerk, open to public inspection, and is by this reference incorpo-
rated herein and made a part hereof.
SECTION 4. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the book
of original resolutions of said City; and shall make a minute of
the passage and adoption thereof in the records of the proceedings
of the City Council of said City, in the minutes of the meeting
at which the same is passed and adopted.
