A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, ADOPTING WITH
CERTAIN CONDITIONS PRECISE PLAN NO. 2 -81
FOR PROPERTY LOCATED ON IMPERIAL HIGHWAY
BETWEEN DOUGLAS STREET AND NASH STREET WITHIN
SAID CITY.
WHEREAS, under the provisions of Title 20 (The Compre-
hensive Zoning Ordinance) of the "El Segundo Municipal Code"
and the laws of the State of California applicable to such matters,
Kilroy Industries has filed a petition for the adoption of Precise
Plan No. 2 -81; and
WHEREAS, said Plan is for property located in the City
of E1 Segundo, County of Los Angeles, State of California, more
particularly described as follows:
That portion of the northeast quarter of Section 7,
Township 3 South, Range 14 West, San Bernardino meridian,
in the City of E1 Segundo, in the County of Los Angeles,
State of California, described as follows:
BEGINNING at a point in the north line of
the northeast quarter distant easterly 627.80
feet from the northwest corner of said north --
east quarter; THENCE South 0 degrees 11
minutes East 460 feet; THENCE easterly paral-
lel with the north line of said northeast
quarter, 597.72 feet to a point, distant
easterly along said northeast quarter; THENCE
northerly, parallel with the east line of
said section, 460 feet to the north line
of said northeast quarter; THENCE westerly
along said north line 597.82 feet to the
point of beginning. EXCEPT the northerly
40.00 feet thereof (Imperial Highway); and
WHEREAS, said Plan was submitted to the Planning Com-
mission of the City of E1 Segundo, and after a public hearing
duly and regularly held, was approved and recommended for adoption
by the City Council; and
• WHEREAS, the City Council of the City of El Segundo
has duly and regularly held a public hearing on said Plan; and
WHEREAS, the City Council of the City of E1 Segundo
has now acquired jurisdiction to adopt this resolution;
NOW; THEREFORE, THE CITY COUNCIL OF THE CITY OF EL

SEGUNDO, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER
AS FOLLOWS:
SECTION 1. That said Precise Plan No. 2 -81 hereinabove
referred to as approved by the Planning Commission of the City
of E1 Segundo in its Resolution No. 1070 be, and the same is,
hereby approved and adopted upon the following conditions:
(1) Developer shall provide access roadways which shall
be a width of not less than 20 feet and be designated
and marked as "Fire Lanes" with no parking permitted.
(2) Developer shall install, at locations approved by the
Fire Chief, not fewer than five on -site fire hydrants.
(3) Developer shall file in a form satisfactory to the
Director of Planning, written indication from the
Federal Aviation Agency that the proposed building
height is not in violation of any Federal Aviation
Regulations.
(4) Developer shall furnish to the City a written commu-
nication from Caltrans approving the revised alignment
of the proposed freeway on -ramp located on Douglas
Street.
(5) Developer shall relocate the easterly fire access road
a minimum of four feet westerly in order to clear
Douglas Street right -of -way.
(6) Developer shall provide wheelchair ramps at all curb
returns in accordance with City standards.
(7) Developer shall relocate and reinstall traffic signal
facilities at the southwest corner of Douglas Street
and Imperial Highway in accordance with City of Los
Angeles and City of E1 Segundo requirements in a manner
approved by the City Engineer of the City of E1 Segundo
and appropriate officials of the City of Los Angeles.
(8) Prior to the approval by the City of E1 Segundo for
Developer to install a traffic signal system at mid -
block entrance on Imperial Highway, the City will
request a report and recommendation from the City of
Los Angeles regarding the acceptability and compatibility
of the proposed installation'to the existing Imperial
Highway traffic signal system. Should the City of
El Segundo approve said installation the following
special conditions shall apply: Developer shall finance
and pay all costs of design and installation; Developer
shall further execute an instrument which shall be
recorded and run with the land obligating the Developer,
the owner, and their respective successors in interest
to pay the City's share of maintenance costs for said
installation.
(9) Developer shall convey to the City an easement for
an additional six feet of right -of -way along Imperial
Highway for sidewalk purposes together with necessary

corner cut -off at Douglas Street and Imperial Highway.
Developer shall construct a sidewalk along the Imperial
Highway frontage to City standards.
(10) Developer shall furnish plans for the improvement of
the westerly one -half of Douglas Street along the
development frontage. Said plans shall be in accor-
dance with City standards and submitted to the Director
of Public Works for approval. The preliminary plans
shall be drawn to relocate the westerly Douglas Street
curb line to a location no greater than 22 feet easterly
of the existing property line. The Director of Public
Works may direct changes be made in said plans and
may approve said plans. When the Director of Public
Works has approved said plans the Developer shall fully
improve the westerly one -half of Douglas Street along
the development frontage. Said improvement shall
include but not be limited to curbs, gutters, sidewalks,
and pavement.
(11) Developer shall deposit with the City the sum of $51,000.00
to extend the 12 -inch water line in Douglas Street
from its present terminus at Station 5 +78 to Imperial
Highway. City shall install a 12 -inch water line and
deduct from the Developer's deposit a sum equal to
the proportion by which Developer's frontage bears
to the total contract, a proportion which would be
approximately 463/564ths.
(12) Developer shall obtain approval from the Los Angeles
County Sanitation District to connect to the existing
sewer system. Should the County Sanitation District
determine the existing sewer system is inadequate,
the Developer shall construct at Developer's expense
all necessary, and required modifications and enlarge-
ments to the sewer system in accordance with Los Angeles
County Sanitation District requirements.
(13) Developer shall submit to the City Engineer plans to
extend the Imperial Highway storm drain from the westerly
terminus of Douglas Street to the west side of the
mid -block main entrance. Said plans shall provide
for a 60 -inch reinforced concrete pipe, or equivalent,
and catch basin. The City Engineer shall approve said
plans if the City Engineer is satisfied said plans
conform to the Los Angeles County Flood Control District
standards for acceptance for maintenance. Developer
shall construct a storm drain extension in accordance
with said plans. Prior to the issuance of a building
permit Developer shall enter into an agreement for
reimbursement of a proportionate share of costs of
the storm drain, if appropriate, based upon an engi-
neering study approved by the city.
(14) Developer shall submit to the City Engineer for approval
plans for the installation of a storm drain along
Douglas Street frontage to replace the existing open
ditch. Said plans shall provide for a 24 -inch reinforced
concrete pipe, or equivalent, and catch basin. The
City Engineer shall approve said plans if the City
Engineer is satisfied said plans conform to the Los
Angeles County Flood Control District standards for
acceptance for maintenance. Developer shall construct
the storm drain in accordance with said plans.
(15) Developer shall place all utilities on the development
site underground.

(16) Developer shall furnish City with improvement security
in an amount to be determined by the City Engineer.
(17) The Developer shall execute a "Grant of Perpetual
Common Easement" in the form attached hereto, provided
said grant shall be amended to provide that it may
not be changed or terminated without City consent.
Said easement shall be recorded and a certified copy
filed with the Director of Planning.
(18) No certificate of occupancy shall be issued until
Developer has complied with Conditions Nos. (1) through
(17). No building or grading permit shall be issued
until Developer has compiled with Conditions Nos. (3),
(4), (11), (12) and (16), and the dedication required
by Condition No. (9).
(19) Construction must be commenced within one year from
June 2 , 1981, however, the City Council may
extend such time to commence the project.
SECTION 2. The City Clerk is hereby authorized and
directed to endorse said Plan as hereby approved and adopted
by the City Council. Said Plan is on file in the office of the
City Clerk, open to public inspection, and is by this reference
incorporated herein and made a part hereof.
SECTION 3. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the
book of original resolutions of said city; and shall make a minute
of the passage and adoption thereof in the records of the proceedings
of the City Council of said city, in the minutes of the meeting
at which the same is passed and adopted.
