A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, REQUESTING
THE GOVERNOR OF THE STATE OF CALIFORNIA
AND THE STATE DIRECTOR OF TRANSPORTATION
TO TAKE IMMEDIATE POSITIVE ACTION TOWARD
' RENEWING THEIR VIGOROUS SUPPORT FOR CON-
STRUCTION OF THE I -105 CENTURY FREEWAY.
WHEREAS, in October 1979, the seven -year legal injunction
prohibiting construction of the I -105 Century Freeway was of-
ficially removed by issuance of a court - ordered Consent Decree;
and
WHEREAS, for the municipalities within the Century Freeway
right -of -way this action represented the long- awaited end to an
interminable time delay of almost a decade; and
WHEREAS, the impact of this delay has resulted in severe
environmental, economic and social devastation, demonstrated in
the City of El Segundo through the loss of over seven hundred and
fifty residential, commercial and industrial structures; and
WHEREAS, any further hindrance to construction of the I -105
Freeway will continue to have a calamitous effect upon the City
of El Segundo; and
WHEREAS, it has been over fifteen months since the lifting
of the injunction, and Caltrans has yet to grant any contract re-
suming construction of the I -105; and
WHEREAS, the recently ordered Environmental Protection Agency's
sanctions against disbursal of federal highway funds to the State
of California has once again put a halt to all construction work
on the I -105; and
WHEREAS, the Governor of California, Edmund G. Brown, Jr.,
and State Director of Transportation, Adriana Gianturco, have in
the past publicly articulated their support for the completion of
this project; and
WHEREAS, it appears highly probable at this point that with-
out the vigorous support and participation of Governor Brown and
