RESOLUTION NO. 3059
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, ADOPTING WITH
CERTAIN CONDITIONS PRELIMINARY PLANNED RESI-
DENTIAL DEVELOPMENT PLAN 1 -80 FOR PROPERTY
LOCATED AT 540 EAST IMPERIAL AVENUE WITHIN
SAID CITY.
WHEREAS, under the provisions of Title 20 (The Compre-
hensive Zoning Ordinance) of the "El Segundo Municipal Code"
and the laws of the State of California applicable to such matters,
Urban West Communities has filed a petition for the adoption
of Preliminary Plannned Residential Development Plan 1 -80; and
WHEREAS, said Preliminary Plan is for property located
in the City of E1 Segundo, County of Los Angeles, State of California,
more particularly described as follows:
All that portion of Block 102, Sheet 4 E1 Segundo,
in the City of El Segundo, County of Los Angeles, State
of California, as per map recorded in Book 20, Page
24 of Maps in the office of the County Recorder of
said County, described as follows:
All of Lots 1, 2, and 3; the northerly 205.00
feet of Lot 6; the northerly 182.40 feet
of Lot 7; and Lot 8 except the southerly
139.00 feet of the west half thereof; and
WHEREAS, said Preliminary Plan was submitted to the
Planning Commission of the City of El Segundo, and after a public
hearing duly and regularly held, was approved and recommended
for adoption by the City Council; and
WHEREAS, the City Council of the City of El Segundo
has duly and regularly held a public hearing on said Preliminary
Plan; and
WHEREAS, the City Council of the City of El Segundo
has now acquired jurisdiction to adopt this resolution;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER
AS FOLLOWS:
SECTION 1. That said Preliminary Planned Residential
Development Plan No. 1 -80 hereinabove referred to as approved
by the Planning Commission of the City of E1 Segundo in its
Resolution No. 1053 be, and the same is, hereby approved subject
to the following conditions:
(1) That the Walnut Avenue access point shall be used
by emergency vehicles only and the Final Planned Residential
Development Plan No. 1 -80 shall show a means of restricting said
access point which has been approved by the Fire Chief and the
Police Chief.
(2) That the Final Planned Residential Development
Plan No. 1 -80 shall show an on -site turnaround area for trucks
which has been approved by the Director of Public Works.
(3) That piping shall be installed to the exterior
of the building to allow for future installation of solar panels
for a domestic hot water system.
(4) That four on -site fire hydrants and two street
hydrants shall be installed which shall meet the requirements
of the Fire Chief.
(5) That street addresses shall be assigned after
a meeting has been held with personnel of the Fire Department,
Planning Department and Building Department and the Postmaster.
(6) That the Director of Public Works shall approve
all sanitary sewer connection locations prior to the issuance
of a building permit.
(7) That all storm water run -off shall be conducted
by underground pipeline to connect to the Walnut Avenue storm
drain.
(8) That all utilities shall be placed underground.
(9) That all roadways shall have a minimum clear -width
of 20 feet to accommodate Fire Department vehicle access.
(10) That the developer shall provide the entire main
circulation loop or a suitable alternative acceptable to the
Director of Public Works at the time of the first phase, if the
development is constructed in stages.

(11) That the Planned Residential Development Plan
1 -80 shall be constructed in substantial compliance with the
conservation and security measures described in a letter dated
January 5, 1981 from Urban West Communities to the City of E1
Segundo which is on file in the Planning Department.
(12) That the Planned Residential Development Plan
1 -80 shall be constructed in substantial compliance with the
following documents which form a part of the application and
this resolution:
A. A plan dated 1/22/81, entitled, "El Segundo Con-
dominiums for Urban West Communities Site Plan ",
a copy of which was filed in the Planning Depart-
ment on February 6, 1981; and
B. A drawing dated 11/3/80, entitled, "El Segundo
Condominiums for Urban West Communities Elevation
& Section ", a copy of which was filed in the
Planning Department on November 3, 1980.
(13) That within one year from April 21 , 1981,
the applicant shall submit to the Planning Commission an application
for the approval of the Final Planned Residential Development
(14) Construction of the project shall be commenced
within one year from the date of the approval of the Final Plan-
ned Residential Development Plan. This resolution shall not
permit any further construction to be undertaken after five years
from the date of the adoption of this resolution except construction
then underway which is diligently prosecuted to completion without
interruption.
Notwithstanding the foregoing limitation the City
Council may before the expiration of any permit extend the permit
by resolution and in granting any such extension may impose
further, different, and additional conditions than those imposed
in this resolution. Any such extension shall be subject to the
conditions of this resolution and any previous extension except
to the extent that the City Council expressly, by resolution,
modifies such a condition.

(15) Applicant shall delete units 1 through 6 on the
most southeasterly portion of the project and reorient units
7 and 8 so that they face northerly, thereby reducing the total
number of units to 92.
(16) Applicant shall develop a neighborhood parkette
on the most southerly 139 feet of the easterly one -half of Lot
8 abutting Walnut Avenue. A plan showing the access through
the parkette from Walnut Avenue to Applicant's development for
emergency vehicles shall be submitted to the Director of Public
Works; the Fire Chief; and the Police Chief for reports and each
of the reports shall be submitted to the Recreation and Parks
Commission at the time it considers approving the parkette.
Said parkette shall be developed by the developer in accordance
with a plan approved by the Recreation and Parks Commission.
(17) Upon compliance with Conditions Nos. 15 and 16,
applicant shall, until December 31, 2079, dedicate to the City
of E1 Segundo for park purposes the area fronting on Walnut
Avenue described as follows:
The southerly 139 feet of the easterly one -
half of Lot 8, Block 102, E1 Segundo Sheet
No. 4, as recorded in Book 20, Page 24, of
Maps in the office of the County Recorder,
County of Los Angeles, State of California.
(18) Applicant shall submit plans for suitable screen
planting to the Planning Commission; said screen planting to
be accomplished on City -owned property immediately east of the
applicant's property (Lot No. 153, Tract No. 15692, Map Book
418, Pages 45 -48). The purpose of said planting shall be to
screen the view of the applicant's development from McCarthy
Court and property along McCarthy Court. Upon the approval of
said plans by the Planning Commission and before any certificate
of occupancy is issued applicant shall complete said plantings
in accordance with the approved plans. The applicant shall have
no responsibility to maintain said plantings.

. SECTION 2. The City Clerk is hereby authorized and
directed to endorse said Preliminary Plan as hereby approved
by the City Council. Said Preliminary Plan is on file in the
office of the City Clerk, open to public inspection, and is by
this reference incorporated herein and made a part hereof.
SECTION 3. The City Clerk shall certify to the passage
• and adoption of this resolution; shall enter the same in the
book of original resolutions of said city; and shall make a
minute of the passage and adoption thereof in the records of
the proceedings of the City Council of said city, in the minutes
of the meeting at which the same is passed and adopted.
