A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, PROVIDING FOR
INCREASED COMPENSATION AND BENEFITS FOR
CERTAIN EMPLOYEES IN THE POLICE SAFETY SERVICE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. Notwithstanding the provisions of the El
Segundo Administrative Code, upon and after June 28, 1980, per-
sons assigned to the positions of:
Police Lieutenant
Police Sergeant
Police Officer and
Police Service Officer
shall be compensated above the rates established in the El Se-
gundo Administrative Code for those positions as follows:
Police Lieutenant -Police Sergeant -Police
Officer: Eleven percent increase in salary and, in addition, the City shall pay the
employee's Public Employees' Retirement
System contribution as a flat dollar amount
at the current rate of 7.5 percent.
Police Service Officer: Eleven percent
increase in salary and, in addition, the
City shall pay the employee's Public Employe-
es Retirement System contribution as a flat
dollar amount at the current rate of 6 percent.
SECTION 2. Notwithstanding the provisions of the El
Segundo Administrative Code, upon and after June 18, 1980, Police
Cadets shall not receive any deferred compensation nor any City
contributions to the employee's share of the Public Employees'
Retirement System contributions and, in lieu of the salary and
deferred compensation provisions of the Administrative Code,
shall receive the following sums:

made for coverage for the month of August, 1980, the City shall
provide for all sworn personnel and Police Service Officer of
the Police service enumerated in Section IA5.030 of the El Se-
gundo Administrative Code an additional $15-00 per month up to
a total Of $110-00 per month for health and medical insurance
under the existing group plan for the employee and one dependent.
0 SECTION 4. Notwithstanding the provisions of the El
Segundo Administrative Code, effective on and after June 28,
1980, the Police Department employees who are required to pur-
chase and continuously maintain prescribed items of uniform
clothing, personal equipment, and safety equipment, shall be
compensated according to the following:
(a) Police Officers assigned to motorcycle duty - $30.00
per month of active duty.
(b) Police Detectives and others who normally wear
civilian clothes on duty, but are required to main-
tain uniforms - $20.00 per month of active duty.
(c) Police Service Officers and Police Cadets - $10.00
per month of active duty.
SECTION 5. The City Manager is directed to establish
• committee to implement a Productivity Incentive Program on
• one year trial basis in conceptual terms as follows:
Share with the employees in the Positions represented
by the Association 50% of any net savings (i.e. gross
minus administrative costs) the City realizes through
the reduction of sick leave and injury on duty leave
used by said employees. The average of the prior three
years' sick leave and injury on duty leave shall consti-
tute the base period. The subsequent twelve month
period will be compared to the prior three year average
to determine any savings. Said employees will not
be adversely affected monetarily if sick leave and
injury on duty leave exceed the base period. Any payoff

to employees to occur July, 1981. Details to be worked
out between the City and Association representatives
include but are not limited to the months for determining
the base period and the subsequent period of any savings,
and the parties eligible to share any savings. The
City retains final approval over the terms and con-
ditions in establishing the Productivity Incentive
Program.
SECTION 6. All resolutions and orders of the City
Council heretofore passed and adopted with reference to the same,
or any of the matters and subjects hereinabove set forth or
referred to, are hereby rescinded insofar as the same conflict
with the Provisions hereof.
SECTION 7. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the
book of original resolutions of said city; and shall make a minute
of the passage and adoption thereof in the records of the proceedings
of the City Council of said city, in the minutes of the meeting
at which the same is passed and adopted.
