CC RESOLUTION 3007RESOLUTION NO. 3007 . A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, REQUEST- ING THE CITY MANAGER TO TAKE CERTAIN STEPS. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,. DOES RESOLUTE AS FOLLOWS: SECTION 1. That the City Manager is directed to undertake to develop a program whereby effective January 1, 1981, the City shall exclude from covered gages for Social Security purposes all payments made on account of sickness, as provided by Chapter 491, Statutes of 1979. This provision shall be implemented by the City subject to the technical limits of the pay- roll processing function. SECTION 2. The City Manager is directed to establish a committee to implement a Productivity Incentive Program on a one year trial basis in conceptual terms as follows: Share with the employees in the positions represented by the Association fifty percent of any net savings (i. e. gross minus administrative costs) the City realizes through the reduction of sick leave and injury on duty leave used by said employees. The average of the prior three years' sick leave and injury on duty leave shall constitute the base period. The subsequent twelve -month period will be compared to the prior three year average to determine any savings. Said employees will not be adversely affected monetarily if sick leave and injury on duty leave exceed the base period. Any payoff to employees to occur July 1981. Details to be worked out between the City and Association representatives include but are not limited to the months for determining the base period and the subse- quent period of any savings, and the parties eligible to share any savings. The City retains final approval over the terms and conditions in establishing the Productivity Incentive Pro- gram. SECTION 3. The City Manager is directed to conduct a review of the current merit salary system. and " grandfather ed" longevity program and study alternative systems that might provide different financial incentives for longer term employees. Such review shall be completed so that the City may meet and consult on it with the Union in April 1981. SECTION 4. The City Manager is directed to request an actuarial valuation from the Public Employees' Retirement System so that costing of the following changes will be available prior to April 1, 1981: De -- pooling Improved ordinary disability Single highest year Credit for unused sick leave. The City shall enter into such contract only after the Union deposits costs in excess of $1, 000. 00 with the City Treasurer. SECTION 5.
