RESOLUTION NO. 2960
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING
• REGULATIONS FOR CANDIDATES FOR ELECTIVE
OFFICE, PERTAINING TO MATERIALS SUBMITTED
TO THE ELECTORATE AND THE COSTS THEREOF
FOR THE GENERAL MUNICIPAL ELECTION TO BE
HELD IN SAID CITY ON TUESDAY, APRIL 8, 1980.
WHEREAS, Section 10012 of the Elections Code of the State of
California provides that the governing body of any local agency adopt regula-
tions pertaining to materials prepared by any candidate for a municipal elec-
• tion, including costs thereof;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE
AND ORDER AS FOLLOWS:
SECTION 1. GENERAL PROVISIONS. That pursuant to Section
10012 of the Elections Code of the State of California, each candidate for elec-
tive office to be voted for at the General Municipal Election to be held in the
City of El Segundo, California, on Tuesday, April 8, 1980, may prepare a
candidate's statement on an appropriate form provided by the City Clerk. Such
statement ma.y include the name, age and occupation of the candidate and a brief
description of no more than two hundred (200) words of the candidate's education
and qualifications expressed by the candidate himself. Such statement shall not
include party affiliation of the candidate:, nor membership or activity in partisan
political organizations. Such statement shall be filed in the office of the City
Clerk at the time the candidate's nomination papers are filed. Such statement
may be withdrawn, but not changed, during the period for filing nomination
papers and until 5 :00 p.m. of the next working day after the close of the nomina-
tion period.
SECTION 2. SPANISH LANGUAGE. The City Clerk shall provide
a Spanish translation of the candidate's statement to be made available to any-
one requesting the translations, this in compliance with amendments to the
Federal Voting Rights Act of 1965 (Public Law 94 -73, August 6, 1975).
SECTION 3. ADDITIONAL MATERIALS. No candidate will be per -
mitted to include additional materials in the sample ballot package.
SECTION 4 PAYMENT. The City Clerk shall estimate the total
cost of services rendered, and require each candidate filing a statement to pay
in advance, his or her pro rate share as a condition of having his or her state-
I,• ment included in the voter's pamphlet. The City Clerk shall bill each candidate

for any cost in excess of the deposit, a sum not greater than the actual pro-
rated costs of printing and handling of the candidate's statements filed pur-
suant to the Elections Code, and shall refund any unused portion of any de-
posit.
SECTION 5. That the City Clerk shall provide each candidate or
the candidate's representative a copy of this Resolution at the time nominating
• petitions are issued.
SECTION 6. That the City Clerk shall certify to the passage and
adoption of this Resolution; shall enter the same in the book of original Reso-
lutions of said City; and shall make a minute of passage and adoption thereof
in the records of the proceedings of the City Council of said City, in the minutes
of the meeting at which the same is passed and adopted.

was duly passed and adopted by the said City Council, approved
and signed by the Mayor of said City, and attested by the City
Clerk of said City, all at a regular meeting of the said Council
held on the 2nd day of JANUARY '1980
and that the same was so passed and adopted by the following vote:
