CC RESOLUTION 294813 c; • RESOLUTION NO. 2_g48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING CHAPTER 1A2, MANAGEMENT - CONFIDENTIAL SERIES, OF TITLE lA OF THE EL SEGUNDO ADMINISTRATIVE CODE. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS: j • SECTION 1. Section 1A2.050 of Chapter 1A2 of Title lA of the El Segundo Administrative Code, adopted by Resolution No. 2620, as amended, is hereby rescinded. SECTION 2. Sections 1A2.070, 1A2.100 and 1A2.140 of Chapter 1A2 of Title lA of the El Segundo Administrative Code adopted by Resolution No. 2620, as amended, are amended to read as follows: SECTION 1A2.070 SALARY INCREASES BASED ON PER- FORMANCE. Salary increases shall be based on evaluation of an individual's performance and shall acknowledge and reflect the level of job proficiency indicated by the employee's performance evaluation; there shall be no automatic step progression and no longevity step increases. Salary increases shall normally be made once each year on or near October 1. Increases may be made at other times on the basis of superior job performance or unusual circumstances. The maximum increase that may be approved by the City Manager for employees whose salaries are above the control point is ten percent in any fiscal year. Increases in excess of ten percent for employees whose salaries are above the control point shall be submitted to the City Council for approval. SECTION 1A2.100 EXECUTIVE LEAVE. On and after July 1, 1974 Management - Confidential employees shall • • be granted three days executive leave with pay each calendar year which may be used for personal business, attendance at educational courses, or for additional vacation. Such leave may not be accrued. Partial year's service in a Management - Confidential position shall cause executive leave to be prorated • as follows: 0 Complete Month's Service in Calendar Year 0- 1 2- 4 5- 7 8 -12 Executive Leave Days Eligible For 0 1 2 3 SECTION 1A2.140 HOLIDAYS AND HOLIDAY PAY -- BATTALION CHIEFS. Battalion Chiefs assigned to fire suppression duty shall be paid for one hundred thirty two hours in lieu of holidays once a year on or about the 10th day of December. Such Battalion Chiefs who serve in that capacity less than a full year shall be paid holiday pay on a pro rata basis. SECTION 3. Sections 1A2.105 and 1A2.135 are added to Chapter 1A2 of the El Segundo Administrative Code to read as follows: SECTION 1A2.105 FLEXIBLE BENEFIT PACKAGE. Upon approval of the City Manager, Management - Confidential employees shall be eligible to participate in a flexible benefit package as follows: A dollar amount equal to the City's total maximum monthly contribution to a General Government employee for health, dental, and life insurance plus an amount equal to three percent of each Management - Confidential employee's total pay may be used for the following purposes: 1. Payment of City group health /medical insurance premium; - 2 - 1 1 ., ,,� g ° t_� I1 = " y • 2. Payment of City group life insurance premium; 3. Payment of City group dental insurance premium; 4. Taken as salary or other benefits which the employee may elect and which the City Manager approves. This selection shall be limited to the requirements 0 of the City's insurance agreements and to once a year unless the City Manager determines that special circumstances necessitate otherwise. SECTION 1A2.135 SICK LEAVE ACCUMULATION. On hire or promotion to Management- Confidential positions, employees shall accumulate sick leave at the rate of one -eight hour day accumulation for each month's service not to exceed a maximum of 1056 hours (for Fire shift personnel - 1584 hours). SECTION 4. All resolutions and orders of the City Council heretofore passed and adopted with reference to the same, or any of the matters and subjects hereinabove set forth or referred to, are hereby rescinded insofar as the same conflict with the provisions hereof. SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said city; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said city, in the minutes of the meeting at which the same is passed and adopted.
