CC RESOLUTION 28050 12 �1111 1 RESOLUTION NO. 2805 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, URGING THE LEGISLATURE OF THE STATE OF CALIFORNIA TO AMEND EXISTING LAW THAT IMPEDES OR PRE- VENTS TIMELY LICENSING OF ESSENTIAL POWER PROJECTS. WHEREAS, the State Energy Resources Conservation and Development Commission has found that the need exists for addi- tional energy in Southern California; and WHEREAS, state legislation enacted during the 1975 -76 session requires that the State Energy Resources Conservation and Development Commission make specified findings regarding nuclear fuel reprocessing and waste management before any project can be licensed; and WHEREAS, the President of the United States has called for the use of nuclear power to provide a share of the nation's energy production, but because of concern over the risk of the proliferation of nuclear weapons, has also announced that the federal government will defer indefinitely the commercial re- processing of nuclear fuel, thereby preventing the State Energy Resources Conservation and Development Commission from making said findings; and WHEREAS, the inability to make such findings because of said change in federal policy will make licensing of needed power plants impossible without amendment of the law; NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of E1 Segundo, California as follows: That the City of E1 Segundo urges the Legislature and the Governor of California to take all actions made necessary by changes in Federal policy immediately to amend existing law, specifically California Public Resources Code, Sections 25524.1 and 25524.2, that now impedes or prevents the timely licensing . of essential power projects; and 0 [7 12= �3 ?3 ti BE IT FURTHER RESOLVED, that the City of El Segundo would support the enactment of Assembly Bill 1852 if it were amended to produce the above result; and BE IT FURTHER RESOLVED, that the City of El Segundo urges other Southern California cities and local agencies who will be provided electric power from any project to enact similar resolutions urging reform of the State's laws; and BE IT FURTHER RESOLVED, that upon adoption of this resolution by the Council of the City of E1 Segundo, the City Clerk be directed to forward a copy of this resolution to the office of the Governor of the State of California, the Speaker of the Assembly and President of the Senate, and all members of the Los Angeles County delegations to the State of California Legislature. ]PASSED, APPROVED and ADOPTED this 6th day of September , 1977.
