RESOLUTION NO. 2787
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, GRANTING
A CONDITIONAL PERMIT TO GOLDEN STATE
TRANSIT CORPORATION, DBA "LOS ANGELES
YELLOW CAB," TO OPERATE A TAXICAB BUSINESS
IN THE CITY OF EL SEGUNDO.
WHEREAS, there has been presented to the City Council
of the City of El Segundo, California, the application of Golden
State Transit Corporation, dba Los Angeles Yellow Cab, for a
permit to conduct a taxicab business in said city under the
name of Los Angeles Yellow Cab; and
WHEREAS, the City Council has reviewed the application
and has interviewed the applicant, and said Council believes
that the applicant will operate the proposed taxicab service
for the people of El Segundo in a prudent and satisfactory manner;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE
AND ORDER AS FOLLOWS:
SECTION 1. That the application of Golden State Transit
Corporation, above referred to, is ordered placed on file in
the office of the Director of Finance, open to public inspection,
and that said application as on file be and the same is hereby
referred to and by this reference incorporated herein and made
a part hereof.
SECTION 2. That in the opinion of the City Council
the public: convenience, necessity and interest will be served
by the operation within the city, of the taxicab service referred
to in said application of Golden State Transit Corporation.
SECTION 3. That Golden State Transit Corporation, dba
Los Angeles Yellow Cab, be and it is hereby authorized and granted
permission to operate a taxicab business within the City of
El Segundo, California, in accordance with the provisions of
the "El Segundo Municipal Code," relating to such matters, and
subject to the following special and additional terms and
conditions:

(1) That this permit is temporary only and may be
suspended by the Chief of Police of said City at any time in
his discretion, or may be revoked by the City Council at any time
in its discretion, and that such suspension or revocation may
be so ordered and made at any time without cause, without notice
and without liability on the part of the City of E1 Segundo,
or any of its officers, employees, agents or representatives.
(2) That while operating said business under the permis-
sion herein granted, said applicant shall conform with and abide
by the provisions of the Code of said City, and such regulations
as the Chief of Police of said City may prescribe with respect
to the operation of taxicabs and taxicab businesses within said
city.
(3) That until the further order of the City Council,
permittee shall be and it is hereby authorized to operate taxicabs
in connection with said business.
(4) That the rates to be charged for taxicab service
within the city rendered by the permittee, shall be in accordance
with the following schedule:
A. An initial flag drop of eighty cents for the first
one - eighth mile:
B. Twenty cents for each additional one - fourth mile;
C. Twenty cents for each one and one -half minutes
waiting time or traffic delay ($8.00 per hour).
The adopted schedule must be filed with the Police Chief and
the applicable schedule shall be conspicuously displayed in
each cab.
(5) That the permit herein granted shall not be assigned,
or be subject to assignment, without the written consent of
the City Council first had and obtained.
(6) That permittee must have a minimum of three vehicles
equipped with two -way radios assigned to service the City of
El Segundo,.
i(7) That permittee shall not after December, 1977,
use any vehicle more than three years old in providing service
pursuant to this permit.
(8) That permittee must maintain a toll -free telephone
line so that any person in the City of E1 Segundo can place
a toll -free call for service.
(9) That the City Council reserves the right to make
such additional rules and regulations; and to prescribe such
additional. terms and conditions with reference to the permit
herein granted and the business operated or to be operated
thereunder, as said Council in its discretion may from time
to time determine.
(10) That this permit shall not become effective until
permittee has:
A. Furnished the required policy of public liability
insurance or, in the alternative, filed with the City Council
a financial statement together with a certificate of insurance
showing to the City Council's satisfaction, reasonable ability
to respond to all the minimum amount recoveries hereinabove
provided to be insured against, in accordance with the provisions
of the Code of said City; and
B. Endorsed upon a copy of this resolution an acceptance
of this conditional permit, which said endorsement shall be
substantially in the following form and may be subscribed to
!, by said permittee at this point:

in the foregoing Resolution No. in consideration
of the permit granted to him therein, does hereby state
that he has carefully read the said resolution and is
familiar with the terms, conditions and provisions thereof;
that tie accepts the permit therein referred to upon and
subject to each and all of the said terms, conditions and
provisions, and agrees to observe and be bound thereby.

SECTION 4. That this resolution shall take effect
immediately.
SECTION 5. The City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the
book of original resolutions of said city; and shall make a
minute of the passage and adoption thereof in the records of
the proceedings of the City Council of said city, in the minutes
of the meeting at which the same is passed and adopted.
