RESOLUTION NO. 2 706
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF EL SEGUNDO, CALIFORNIA,
DECLARING THAT THE PUBLIC INTEREST
AND CONVENIENCE REQUIRES THE DIS-
CONTINUANCE AND ABANDONMENT OF
THE USE OF PALM AVENUE STORM DRAIN
RETENTION BASIN AS A PUBLIC PARK;
DECLARING ITS INTENTION TO CALL A
SPECIAL ELECTION TO SUBMIT THE
QUESTION OF DISCONTINUANCE AND
ABANDONMENT OF USE TO THE CITY
ELECTORS; AND GIVING NOTICE OF A
PUBLIC HEARING TO CONSIDER SUCH
ACTION.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council hereby declares that the
public interest and convenience requires the discontinuance and abnandonment
of the use of Palm Avenue storm drain retention basin as a public park. 4
SECTION 2. The Palm Avenue storm drain retention basin
is legally described as follows:
The southerly 152. 50 feet of Lot 11, Block 111,
as recorded on Sheet 5 E1 Segundo, Map Book 20,
Pages 114, 115, in the office of the County
Recorder, Los Angeles County, State of
California; EXCEPT the southerly 50.00 feet
of the westerly 30.00 feet thereof.
SECTION 3. The City Council shall consider the discontinuance
and abandonment of the use of the Palm Avenue storm drain retention basin
as a public park pursuant to the provisions of Article 2, Chapter 9, Part 2,
Division 3, of Title 4 of the Government Code of the State of California
(commencing with Section 38440).
SECTION 4. The City Council declares its intention to call a
special election to submit the question of discontinuance and abandonment of
the use of Palm Avenue storm drain retention basin as a public park to the
city electors.
SECTION 5. The City Council proposes to dispose of the
Palm Avenue storm drain retention basin hereinabove described by sale

of the property in the open market to the highest bidder for single family
residential purposes in the event the electors approve the discontinuance
of its use as a public park.
SECTION 6. A public hearing shall be held by the City Council
of the City of El Segundo, in the Social Hall of the Joslyn Center located at
339 Sheldon Street, within said city, at 7 :00 p. m. on Tuesday the 17th day
of August, 1976, at which time the public or any person particularly interested
may protest the discontinuance of the use of the Palm Avenue storm drain re-
tention basin as a public park and may submit any testimony or evidence which
they may cc-ire to offer with reference thereto. At any time before the hour
set for hearing any person or persons interested may protest in writing
against the proposed discontinuance. The protest shall be delivered to the
City Clerk.
SECTION 7. The Director of Parks and Recreation shall cause
at least three notices of the adoption of this resolution to be posted conspicu-
ously not more than three hundred feet apart along the exterior boundaries
of the Palm Avenue storm drain retention basin. Posting shall be completed
at least twenty days before the time set for hearing. Said notices shall be in
the form prescribed by Section 38447 of the Government Code of the State of
California.
SECTION 8. The City Clerk shall cause this resolution to be pub -
lished twice in the El Segundo Herald. The publication shall be completed
at least twenty days before the time set for the hearing.
SECTION 9. The City Clerk shall certify to the passage and adop-
tion of this resolution; shall cause the same to be entered in the book of origi-
n al resolutions of said City; shall make a minute of the passage and adoption
thereof in the records of the proceedings of the City Council of said City in
the minutes of the meeting at which the same is passed and adopted.
