A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNCO, CALIFORNIA, FIXING
AND ESTABLISHING RATES AND CHARGES FOR WATER
SERVICE IN SAID CITY AND RESCINDING RESOLUTION
No. 2684
WHEREAS, Chapter 14.04 of the "El Segundo Municipal Code"
fixes, adopts, and establishes the rules and regulations for the
service of water from the waterworks system of the city; and
WHEREAS, Section 14.04.060 of said Chapter 14.04 of the
"El Segundo Municiple Code" authorizes the rates and charges for
water service to be fixed and established by resolution;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. The following rates and charges for water
services from the municipal waterworks system of the City of El
Segundo are hereby fixed and established as follows:
(A) GENERAL RATES. General rates shall be as follows:
(1) For meters billed each month, monthly minimum

(3) Where two or more meters are installed in a
battery or manifold the service connection size shall
be used for computing the minimum charges and the
consumption charges shall be based on the combined
total readings of all meters in the battery or manifold;

purposes, the general rates therefore shall be three
dollars and fifty cents and seventy percent of the
scheduled charges of this section.

(B) CONSTRUCTION RATES. Construction rates shall be as follows:
(1) Water used on construction jobs, other than pipeline
trenching, shall be metered and the cost shall be one and
one-half times that set forth under the general rates cost;
Upon application for service a charge of twenty-five
dollars shall be made for the initial meter installation and
• an additional charge of twenty-five dollars shall be made
for each meter relocation;
(3) A returnable deposit of two hundred dollars for each
meter must be made upon application for service, which deposit
shall secure the payment to the City of any damage suffered
and of charges for water served and which has not otherwise
been paid.
(C) FIRE SERVICE STANDBY RATES. Fire service standby rates per
month shall be as follows:

provided, however, that the fire service standby rate
shall not apply to fire services which supply buildings
that are fully protected by automatic sprinkler systems.
(D) WATER LIFELINE RATE--APPLICATION. A fifty percent dis-
count on all charges for the first 1,000 cubic feet or
28.30 cubic meters of water used bi-monthly shall be
made available to any resident sixty-two years of age or
older who makes application for such discount and meets
the following requirements:

(1) Applicant must be a resident and user of the water
service at the address specified on the application
and service must be in the name of the applicant;
(2) Applicant's combined adjusted gross income (as used
for purposes of the California personal income tax
law) of all members of the.household in which they
reside must be ten thousand dollars or less for the
prior calendar year;
(3) The Water meter must be for residential use and
shall be limited to 1-inch or smaller size.
Applications for Lifeline rates shall be renewed on an
annual basis. Renewal applications shall be accepted
by the Director of Finance from April 1 through April 30
of each year.
SECTION 2. The type of water delivered to a
particular location is determined by the point of delivery
of the Metropolitan Water District of various quantities
and qualities of water. The rates set forth in Section 1
of this resolution are dependent upon the type of water
delivered and shall be applied to the water in fact
delivered and no water consumer shall be entitled to demand
delivery of another or different type of water as it is not
practicable to deliver to a water consumer a type or kind of
water such consumer selects.
SECTION 3. The charges established by this
resulution shall apply to all bills issued on or after
July 1, 1976.
SECTION 4. Resolution No. 2684 is rescinded.
SECTION 5. The City Clerk shall certify to the
passage and adoption of this resolution; shall enter the

same in the book of original resolutions of said City; and
shall make a minute of the passage and adoption thereof in
the records of the proceedings of the City Council of said
City, in the minutes of the meeting at which the same is
passed and adopted.
