RESOLUTION OF INTENTION NO. 2665
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDOr CALIFORNIA, DECLARING
ITS INTENTION TO REVISE THE REVENUE PROGRAM
FOR FUNDING OPERATION AND MAINTENANCE COSTS
OF WASTEWATER SYSTEM. (PUBLIC LAW 92-500)
WHEREAS, the City of Los Angeles is required by
Federal Water Pollution Control Act (Public Law 92-500) and
State Law (Porter-Cologne Water Quality Control Act, 1972
Amendments) to upgrade its wastewater treatment facilities to
provide full secondary treatment; and
WHEREAS, the City of Los Angeles is committed by
previous "Clean Water" grant agreements to cease the discharge
of wastewater sludge to the ocean; and
WHEREAS, the City of Los Angeles Wastewater System
Program projects necessary to accomplish the preceding goals
will cost approximately $300 million; and
WHEREAS, the City of Los Angeles and the City of
El Segundo have a contract providing for sewage transportation
and disposal; and
WHEREAS, it would be beneficial to both the City of
Los Angeles and the City of El Segundo to participate to receive
approximately $250 million in grant assistance to accomplish
these goals by continuing to participate with the Federal and
State governments in the "Clean Water Grant Program"; and
WHEREAS, to be eligible to participate in the grant
program, the City of Los Angeles and the City of El Segundo must
have a revenue program for wastewater treatment works complying
with Federal and State requirements; and
WHEREAS, the Comptroller General of the United States
has ruled that the use of ad valorem taxes as a user charge
system for wastewater treatment works does not satisfy the
statuatory requirements of Public Law 92-500; and

NOW, THEREFORE, BE IT RESOLVED that by adoption of
this Resolution the City Council of the City of El Segundo,
in order to qualify for future State and Federal "Clean Water"
grant assistance, states its intent to revise the revenue
program for the funding of operation and maintenance costs
(including replacement) of the City's wastewater system to
meet the requirements of Public Law 92-500 and the State Water
Resources Control Board.
PASSED, APPROVED and ADOPTED this 4th day Of Novem-
ber 1 1975.
