A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING CHAPTER 1A3 OF TITLE lA OF
THE EL SEGUNDO ADMINISTRATIVE CODE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. Chapter 1A3 of Title lA of the "El Segundo
Administrative Code" adopted by Resolution No. 2620 is hereby
amended to read as follows:
"CHAPTER 1A3
GENERAL GOVERNMENT SERIES
SEC`.PION 1A3.010 BASIC SALARY SCHEDULE. Except as hereinafter
specifically provided and subject to the other provisions of this
Chapter, each employee in the service of said City shall be
entitled to receive for his or her position the applicable rate of
compensation shown in the following basic salary schedules
prescribed for the class in which his or her position is allocated,
for the period commencing July 5, 1975 and ending June 25, 1976,
to wit:

Part -time personnel of the Recreation Department shall receive

SECTION 1A3.040 STEP ADVANCEMENT - BASIC SALARY SCHEDULE.
The advancement of a new employee from Step A shall be on the new
employee "s anniversary date which is established as the day
immediately following satisfactory completion of his or her first
six months' service; Steps B, C, and D, contemplate one year's
service in each of such classifications subject to the limitation of
Section 1A3.070 and the advancements therefrom shall be on the
anniversary date of the employee; Step E contemplates continued
service in such classification until further advancement is
indicated by reason

D LONGEVITY ACHIEVEMENT. Steps X, Y and Z
Schedule are longevity provisions and are to
the following policy: Upon attaining seven
service with the City, an employee shall be
compensated at Step X; upon attaining fourteen years of
continuous service with the City, an employee shall be compensated
at Step Y; and upon attaining twenty -one years of continuous
service with the City, an employee shall be compensated at Step Z;
provided, however, that employees may be paid at a higher level

than the foregoing schedule when necessary to comply with the
requirements of Section 1A6.090 of this Title. Employees
employed. on and after July 16, 1974 shall not be eligible to
receive longevity benefits.
SECTION 1A3.060 STEP ADVANCEMENT - ANNIVERSARY DATE. An
Employee! advanced from any range to another range of the Basic
Salary schedule shall receive a new anniversary date which is the
date of the change. Other changes in salary, unless specifically
directed. by the Council or as provided in Section 1A3.070 shall
not change the anniversary date, except for promotions made in
accordance with the Personnel Merit System ordinance of the
Personnel Rules and Regulations. The City Council reserves the
right at any time, and in its sole discretion, to change the range
number assigned to any officer or employee and to determine the
particular step in any range number which is to be thereafter
assigned to any such officer or employee.
SECTION 1A3.070 INCREASES ON MERIT - BASIC SALARY SCHEDULE.
An employee shall be eligible for advancement to a higher step
on the basis of service time as described in Section 1A3.040 and
satisfactory performance of duties. An employee will be presumed
to merit an increase unless his or her Department Head notifies the
Personnel Office in writing at least ten days in advance of the
scheduled increase that the increase should be withheld, stating
reasons. The reasons shall be provided to the employee in writing.
If the employee's performance subsequently improves to a satisfactory
level, the step increase will be granted and the date of increase
will become the employee's anniversary date.
SECTION 1A3.080 OVERTIME PAY. Except as otherwise herein
specifically provided, an employee subject to the rule of eight
hours per day and forty hours per week, required to put in more time
on his or her classification for routine or administrative reasons,

shall be compensated at the rate of one and one -half times his
regular :rate of pay. The City, for purposes of calculating
overtime pay, shall include all holiday, vacation leave and sick
leave as time worked.
SECTION 1A3.090 OVERTIME PAY - RECALL MINIMUM HOURS. Employees
who are :required to return to work at a time other than their
scheduled work days shall be compensated for a minimum of two hours
of work.
SECTION 1A3.100 HOLIDAYS AND HOLIDAY PAY. Except as otherwise
herein specifically provided, any employee who is required to work
on any of the following days that occur on his regular day of
employment, to wit:
January lst;
The third Monday in February
The last Monday in May;
July 4th;
The first Monday in September;
November 11th;
Thanksgiving Day and
Friday thereafter.
December 24th
December 25th and
December 31st;
shall be compensated therefor at the rate of one and one -half times
his regular rate of pay in addition to straight time holiday pay;
provided,, however, (a) that in the event any of the hereinbefore
mentioned holidays falls on the last day an employee is off on his
regular clays off period, the following day shall be observed as
a holiday for the purpose of this section, provided further, however,
(b) that in the event any of the hereinabove mentioned holidays falls
on the first day of an employee's regular days off period, the
previous day shall be considered as a holiday for the purpose of
this section. If library employees observe February 12th as a
holiday instead of the Friday following Thanksgiving day, they shall
not receive overtime pay on the Friday following Thanksgiving day.
All permanent employees who are entitled to receive overtime
pay shall. be entitled to be off for all City holidays; or, if they
are required to work upon a City holiday, shall be entitled to time
and one -half for such work.

In addition to the foregoing holidays, each employee shall
be entitled to select one day as a holiday approved by his or her
supervisor after a minimum of fourteen days prior notice.
SECTION 1A3.105 ACCUMULATED SICK LEAVE FOR PHYSICAL EXAMINATION.
The City will allow up to two days of accumulated sick leave each
year to be used for purposes of physical examinations, subject to
submission of a doctor's verification.
SEC97ION 1A3.110 SICK LEAVE AFTER EIGHT YEARS - PAYMENT OF
ONE -HALF ON TERMINATION. In the event an employee to whom this
section applies has completed eight or more years of service with
the City and resigns or is terminated for any reason other than those
enumerated in Sections 1A6.140 and 1A6.150 of this Title, and has
unused sick leave to his credit at the time of termination of his
service, such employee shall be compensated in an amount equal to
one -half the value of his sick leave based upon his current salary
at the time of such termination without the inclusion of overtime
pay or additional compensation. Employees employed on and after
July 6, 1975 shall not be eligible to receive compensation in an
amount equal to one -half the value of their sick leave.
SEC`.PION 1A3.120 SICK LEAVE ACCRUED - PAYMENT ON TERMINATION
PRIOR TO DECEMBER 1. Employees who terminate prior to the first
day of December while maintaining a balance of more than 1056
hours of sick leave shall also be paid for one -half of their unused
accrued sick leave accumulated since the preceding December 1.
SECTION 1A3.130 VACATIONS. Employees regularly employed
shall accumulate vacation time in accordance with the following
schedule:
1. Twelve working days per year with full salary for
the first seven years of continuous service with
the City.
2. Seventeen working days per year with full salary after
seven years and until the completion of fourteen
years of continuous service;
3. Twenty -two working days per year with full salary
after fourteen years of continuous service.

SECTION 1A3.140 PROVISIONS OF CHAPTER LIMITED. The provisions
of this Chapter are not applicable to members of the Fire Service
regulated by Chapter 1A4 or members of the Police Service regulated
by Chapter 1A5 of this Title.
SECTION 2. This resolution shall become effective on and
after July 5, 1975.
SECTION 3. The City Clerk shall certify to the passage and
adoption of this resolution; shall enter the same in the book of
original resolutions of said City; and shall make a minute of the
passage and adoption thereof in the records of the proceedings of
the City Council of said City in the minutes of the meeting at which
the same is passed and adopted.
