CC RESOLUTION 2589t C� r RESOLUTION NO. 2589 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AUTHORIZING THE FILING OF AN APPLICATION ON BEHALF OF THE SOUTH BAY REGIONAL PUBLIC COMMUNICATIONS COMMITTEE FOR A PORTABLE - DIGITAL ACCESS TRANSCEIVER (P -DAT) ACTION GRANT WHEREAS, the City of E1 Segundo, California, desires s to undertake a certain project designated "Portable Digital Access Transceiver (P- DAT)" to be funded in part from funds made available through the Omnibus Crime Control and Safe Streets Act of 1968, PL90 -355, as amended PL91 -644, (hereinafter referred to as the Safe Streets Act) administered by the California Office of Criminal Justice Planning; and WHEREAS, the California Office of Criminal Justice Planning has been organized to administer the funds appropriated by Congress and allocated for use in California under the provisions of the law; and WHEREAS, the Southern California Association of Governments has been designated as the Regional Advisory Board for Region R including the Los Angeles Metropolitan Area; and WHEREAS, the Los Angeles Regional Criminal Justice Planning Board has been organized and has published a Regional Criminal Justice Master Plan for Region R; and WHEREAS, the City of E1 Segundo, on behalf of the South Bay Regional Public Communications Committee which is presently comprised of the cities of Culver City, E1 Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Manhattan Beach, Palos Verdes and Redondo Beach, submitted an application for a grant of One Hundred Seventy -Four Thousand One Hundred Sixty -Four Dollars ($174,154.00) to fund a cooperative communications endeavor entitled "Phase I - Portable Digital Access Transceiver;" and WHEREAS, the sum of Eight Hundred and Seventy Dollars and Eighty -Four cents ($870.84) has been assessed of the City of El Segundo for the hard -cash matching funds requirement, NOW, THEREFORE, The City Council of the City of E1 Segundo, California, DOES RESOLVE as follows: 1. That the City Council agrees to participate in the proposed "Phase I - Portable Digital Access Transceiver," to accept its share of the grant, and to provide the City's share of hard -cash matching funds which has been determined to be a sum equal to Eight Hundred and Seventy Dollars and Eighty -Four cents ($870.84). 2, That the City Manager of the City of E1 Segundo is herewith designated as the City's representative in the conduct of the "Phase I - Portable Digital Access Transceiver" and is authorized to furnish information, execute documents, make expenditures and perform associated administrative functions within the scope of authority granted by this resolution. The City Manager of the City of El Segundo may designate other employees as necessary to assist him in these duties. 3. That the grant funds received hereunder shall not be used to supplant on -going law enforcement expenditures. r ATTEST: City Clerk (Seal) It B I 1 1;t 4.
