CC RESOLUTION 2574_1 1678 RESOLUTION NO. 2574 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, SUPPORT- ING ASSEMBLY BILL 3792 AND RELATED REVI- SIONS PERTAINING TO INCREASED FUNDING FOR MUNICIPALITIES. WHEREAS, Assembly Bill 1727 was approved by the State Legislature and signed by the Governor on October 1, 1973, which enables the voters of Los Angeles County to consider a one cent addition to the sales tax for the purpose of expanding the Rapid Transit System in said County; and WHEREAS, said measure will appear on the General Election Ballot on November 9, 1974; and WHEREAS, as originally written, Assembly Bill 1727 would make available one -half of the anticipated additional sales tax receipts solely for the utilization of the Southern California Rapid Transit District for Regional Capital Transit Projects; and WHEREAS, the balance of the anticipated sales tax receipts would be earmarked for fare reduction programs and operating costs, to be shared by the Southern California Rapid Transit District and seven Municipal Transit Operators; and WHEREAS, the defined Municipal Transit Operators as speci- fied by Assembly Bill 1727, are those operators that were providing a transit system on or before January 1, 1971; and WHEREAS, the author of Assembly Bill 1727, Assemblyman Joe A. Gonsalves has consented to sponsor an amendment to said legislation that would permit other municipalities within the County of Los Angeles, which have established a transportation system since January 1, 1971, to share in the appropriation of funds, resulting from an increase in sales taxes, if approved by the voters in November, 1974; and WHEREAS, the proposed amendment, Assembly Bill 3792, satis- fies many of the concerns previously raised by the Southern California Rapid Transit District and the seven Municipal Transit Operators who were providing service prior to January 1, 1971, by establishing specific guidelines developed I167g by the Southern California Association of Government, and State and Federal Transportation Agencies; and WHEREAS, the primary purpose of Assembly Bill 3792 is to en- able all Municipal Governments of Los Angeles County to receive an apportion- ment of any anticipated increase in transportation funds, resulting from the sales tax measure proposed for the November, 1974, General Election, in order to strenghten the County's Regional Transportation System through strong and viable local feeder and community systems. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of E1 Segundo, California, that the State Legislature adopt Assembly Bill 3792 with related revisions in order to insure the equitable distribution of transportation funds to the Southern California Rapid Transit District and all Municipal Transportation Operators in the County of Los Angeles who operate systems under specified guidelines regardless of initial date of operation.
