RESOLUTION NO. 2553
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, SUPPORTING
CONSTRUCTION OF A RAPID TRANSIT SYSTEM IN
THE LOS ANGELES AREA AND RECOMMENDING CERTAIN
MODIFICATIONS TO THE PHASE III PUBLIC TRANS-
PORTATION IMPROVEMENT PROGRAM PRESENTED BY
SOUTHERN CALIFORNIA RAPID TRANSIT DISTRICT.
WHEREAS, increasing traffic volumes with resulting
congestion and traffic delays is one of the most serious problems
of E1 Segundo; and
WHEREAS, the City Council of E1 Segundo has long supported
the concept of increased public transportation in Southern
California, including mass rapid transit facilities; and
WHEREAS, there are continuing possibilities of drastic
disruptions of our local economy if adequate mass transportation
facilities are not constructed in a manner timed to meet expected
shortages of fuel and to alleviate air pollution problems in
Los Angeles County; and
WHEREAS, Southern California Rapid Transit District has
developed a plan for improvements in public transportation and
declared its intention to submit to the electorate in November a
proposal to levy a one cent retail sales tax to fund public
transportation improvements;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, HEREBY RESOLVES:
1. That it reaffirms its support of the concept and need
for extended mass rapid transit facilities in Los Angeles County.
2. That implementation of improved mass transportation
facilities must begin as soon as possible.

3. To support the proposed additional one cent sales
tax levy for funding transportation improvements and the use of
one half of this levy to fund operations and near -term bus
improvements and maintenance as proposed by Southern California
Rapid Transit District.
4. That the Southern California Rapid Transit District
Board adopt the full 243 -mile exclusive right -of -way rapid transit
facility program and seek federal funding for construction of the
full program as rapidly as possible. The building -block program
proposed in the consultant's report which was scheduled for
construction through five or more phases would create excessive
and costly delays in construction of these facilities. If funding
for the full 243 -mile program is not provided by the Federal
Department of Transportation immediately, the phasing of fixed
guideway rapid transit facilities construction should be such
that needs of all areas of the County are met in an equitable and
balanced manner so that no areas are left without rapid transit
services for extended lengths of time. At a minimum, Southern
California Rapid Transit District should strive to construct all
of the facilities included for construction through Building
Block 4 of the consultant's Phase III report as a first phase
construction program.
5. Construction of the Airport- Southwest line through
Torrance and Long Beach should be included in the first phase
construction program.
6. The proposed busway in the median of the I -105 Freeway
should extend at least as far west as Sepulveda Boulevard in order
to best serve Los Angeles International Airport and the industrial

area in and around E1 Segundo. There is a large concentration
of employment west of the San Diego Freeway in industries
important to national security and the Los Angeles area economy.
7. If it is impossible in funding of the fixed guideway
part of the system to extend the Airport- Southwest line as
indicated above, the southern terminus of any construction on
the Airport- Southwest line should at a minimum be E1 Segundo
Boulevard to best serve the E1 Segundo /Los Angeles International
Airport area.
8. Southern California Rapid Transit District is urged
to develop a meaningful continuing two -way communications and
planning program with all affected political jurisdictions within
Los Angeles County and to incorporate the needs and desires of
these jurisdictions into the final rapid transit plan.
