A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, ORDERING
SUBMITTED TO THE QUALIFIED VOTERS AT THE
GENERAL MUNICIPAL ELECTION TO BE HELD
TUESDAY THE 5TH DAY OF MARCH 1974 A CER-
TAIN INITIATIVE ORDINANCE PROHIBITING DOGS
FROM RUNNING AT LARGE.
WHEREAS, the City Council of the City of El Segundo, California,
is authorized under the provisions of Section 4019 of the Elections Code of the
State of California, to submit to the voters of said City, without a petition
therefore, a proposition for the enactment of the new ordinance hereinafter
referred to, to be voted upon at any succeeding regular or special City
election; and
WHEREAS, said Council, after due consideration, feels that it
should exercise its said authority and should, on its own motion, submit to
the voters of said City, a proposition for the enactment of said new ordinance
hereinafter referred to;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE
AND ORDER AS FOLLOWS:
SECTION ONE. That the General Municipal Election to be held
in the City of El Segundo, County of Los Angeles, State of California, on the
5th day of March, 1974, there is hereby ordered to be submitted to the quali-
fied voters of said City a certain initiative ordinance set forth in Section Two
hereof.
SECTION TWO. That said initiative ordinance which is to be sub-
mitted to said voters shall be and shall read as follows:
"ORDINANCE NO.
"AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, PROHIBITING DOGS FROM BEING
OR RUNNING AT LARGE WITHIN SAID CITY, EX-
CEPT ON LEASH AND REPEALING ORDINANCE
NO. 360.
"THE PEOPLE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DO ORDAIN AS FOLLOWS:
"SECTION 1. No person owning or having charge, custody, posses-
sion or control of any dog shall, and it is unlawful for any person to cause,
permit or allow the same to be, or to run at large in or upon any private property
or premises, or upon an unenclosed lot or land within the city, unless the dog
is restrained by a substantial leash not to exceed six feet in length and is in
charge, custody, possession or control of a competent person.

"SECTION 2. Any person violating any of the provisions of this
ordinance shall be guilty of a misdemeanor and upon conviction thereof shall
be punished by a fine not to exceed Five Hundred Dollars ($500. 00), or by
imprisonment in the City Jail of the City of E1 Segundo, California, or in
the County Jail of the County of Los Angeles, California, as the committing
magistrate may direct, for a period of not to exceed six (6) months, or by
both such fine and imprisonment in the discretion of the Court.
"SECTION 3. Ordinance No. 360, entitled:
'AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, PROHIBITING DOGS FROM BEING
OR RUNNING AT LARGE WITHIN SAID CITY, EX-
CEPT ON LEASH. 1,
adopted by the people of the City of El Segundo, California, at the Con-
solidated Special Municipal Election held in said City on Tuesday, the
8th day of November 1949, is hereby repealed.
"SECTION 4. The City Council of the City of E1 Segundo, California,
is hereby authorized to amend or repeal this ordinance at any time five years
or more after its enactment by the people.
"SECTION 5. That the Mayor of said City shall sign this ordinance
and the City Clerk shall attest the same. Said City Clerk shall further certify
to the passage and adoption thereof by the electors of said municipal corpor-
ation; shall enter the same in the book of original ordinances of said City; shall
make a minute of such passage and adoption thereof by the electors of said
City, in the official records of the proceedings of the City Council of said City;
and shall, after such adoption, cause this ordinance to be published once in
the El Segundo Herald, a weekly newspaper of general circulation, published
and circulated within said City and which is hereby designated for that purpose.
"PASSED, APPROVED and ADOPTED by the people of the City of
E1 Segundo, California, at the General Municipal Election held in the City on
Tuesday, the 5th day of March, 1974.

SECTION THREE. For the purpose of submitting the enactment
of said Ordinance hereinabove referred to, there shall appear upon the
ballots to be used at said election, in addition to any other matters required
by law to appear thereon, the following question, proposition or measure,
to wit:

SECTION FOUR. That the City Clerk be and she is hereby autho-
rized and instructed to give notice of said General Municipal Election in
time, form and manner as required by law, and to procure any and all supplies,
materials, printed matter and equipment which may be necessary or conven-
ient on the part of said City in order to properly and lawfully conduct said
election.
SECTION FIVE. That this resolution shall take effect immediately.
SECTION SIX. The City Clerk shall prepare a synopsis of the
measure in the time, form and manner required by law.
SECTION SEVEN. That the City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the book of resolutions
of said city, and shall make a minute of the adoption thereof in the records of
the proceedings of the City Council of said city in the minutes of the meeting
at which the same is passed and adopted.
PASSED, APPROVED and ADOPTED this 18th day of Decem-
ber , 1973.
