A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, COMMENDING THE
CIVIL AERONAUTICS BOARD ON RBCENT ACTION
PERMITTING NEGOTIATIONS FOR CAPACITY REDUC-
TION AGREEMENTS; URGING EXPANSION OF PROGRAM
PERMITTING CAPACITY AGREEMENTS FOR INTER-
STATE AIRLINES; AND URGING THE PUBLIC UTILITIES
COMMISSION TO PERMIT SIMILAR AGREEMENTS FOR
INTRASTATE AIR ROUTES IN CALIFORNIA.
WHEREAS, during non -peak periods many of this nation's
jetliners fly with much less than capacity loads; and
WHEREAS, several competing carriers may be required by
the Civil Aeronautics Board to fly similar routes at approximately the
same time, resulting in the flight of several partially empty aircraft; and
WHEREAS, there is a procedure whereby the Civil Aeronautics
Board may permit competing air carriers to engage in negotiations to
reduce the number of flights and thereby increase the number of passengers
per flight; and
WHEREAS, as of November 1, 1973, the Civil Aeronautics Board
has granted permission to United Airlines, American Airlines, Inc. and
Trans World Airways, Inc., to engage in such capacity reduction agreements
in twenty United States markets; and
WHEREAS, since this authority was granted on November 1, 1973,
over 300 daily flights have been eliminated nationwide; and
WHEREAS, the Civil Aeronautics Board on November 9, 1973,
gave Pan American World Airways, Inc., the authority to meet with both
the United States and foreign flag lines to negotiate capacity reduction
agreements; and
WHEREAS, this type action will assist in the move to conserve
fuel in line with the mandatory fuel reduction program initiated on
November 1, 1973; and
WHEREAS, the elimination of unnecessary flights will also help
to reduce the noise problems associated with most major airports; and
WHEREAS, capacity reduction agreements will be beneficial to
some of the nation's airlines by permitting them to eliminate or consolidate
non - capacity routes, thus reducing costs;
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of El Segundo, California, commends the Civil Aeronautics Board
on its recent actions to permit the negotiation of capacity reduction agreements
and to urge it to take immediate action to expand this program by permitting
the establishment of additional capacity reduction agreements for all inter-
state airlines during non -peak hours; and
BE IT FURTHER RESOLVED, that the Public Utilities Commission
of the State of California take immediate action to permit similar type
capacity reduction agreements to be negotiated for intrastate air routes in
California; and
BE IT FURTHER RESOLVED, that certified copies of this
action be forwarded to the Civil Aeronautics Board, the Public Utilities
Commission of the State of California, and the City's legislative repre-
sentatives in Washington D. C. and Sacramento, California.
