RESOLUTION NO. 2490
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, FIXING
THE COMPENSATION OF CERTAIN EMPLOYEES
IN THE POLICE DEPARTMENT.
WHEREAS, the City Manager has entered into a Memorandum
of Understanding with the E1 Segundo Police Officers Association in words
and figures as follows:
"MEMORANDUM OF UNDERSTANDING"
July 6, 1973
It This memorandum constitutes a mutual agreement between the
EL Segundo Police Officers Association and the undersigned management
representatives to recommend to the E1 Segundo City Council the changes
in salaries, benefits and working conditions described herein.
"It is mutually agreed that this memorandum of understanding shall
be effective for the period beginning July L, 1973 and ending June 30, 1976,
and that there will be no other negotiations for salaries, benefits, and
working conditions for the term covered by this memorandum.
"Salary, benefit and working condition changes shall be implemented
as follows:
I. July 1, 1973 - June 30, 1974
A. Salaries of all classifications represented by the El Segundo Police
Officers Association shall be increased by seven percent on July L,
L973.
B. The City will provide every member of the Association with
$10, 000 of life insurance at City cost as soon as such coverage
can be reasonably obtained, but in no event Later than September 1,
1973. The City reserves the right to determine the insurance
carrier with whom the City will contract for coverage.
C. The City agrees to increase the monthly allowance for uniforms,
safety and personal equipment to the following amounts, effective
July 1, L973:
a. Police officers assigned to motorcycle duty - $21. 00 per
month of active duty.
b. Detectives and others who normally wear civilian clothes on
duty but are required to maintain uniforms - $l2. 50 per month
of active duty.
c. Dispatcher clerks and Police Cadets - $9. 00 per month of
active duty.
"d. All other police officers - $15. 00 per month of
active duty.
D. The City will pay $2. 00 per meal for police officers
required to be in attendance at court during meal
periods.
E. The following changes in marksmanship compensation
and procedures are adopted by the City:
1. Effective June 1, 1973 and during such period of
time officers are required to shoot at the Man-
hattan Beach pistol range, the following rules
regarding compensation shall be in effect:
a. Officers may shoot on -duty at the discretion
of their respective Division Commanders.
No additional compensation will be paid to
officers who shoot on -duty, other than marks-
manship proficiency pay.
b. Officers who shoot during their off -duty hours
shall be paid one hour at straight time salary
rates.
2. Each month officers will be furnished a maximum
of 96 rounds of .38 caliber ammunition of a type
approved by the Police Chief, or a maximum of
48 rounds of other ammunition not larger than
9 mm.
3. Officers will be required to qualify with the weapon
they normally carry on -duty.
4. Upon adoption by the City of a fob requirement that
police officers maintain minimum qualifying shooting
proficiency, the shooting proficiency pay will be
changed to:
Qualifying 350 $ .00
Marksman 375 -400 2.00
Sharpshooter 401 -440 4.00
Expert 441 -473 8.00
Distinguished Expert 474 -480 16.00
F. The City will respond to the Association's proposal
on manpower separately from this Memorandum of Under-
standing.
II. July 1, 1974 - June 30, 1975
A. Salaries of all classifications represented by the
El Segundo Police Officers Association shall be
increased an amount equal to the percentage change
in the Los Angeles /Long Beach Consumer Price Index
between May 1973 and May 1974, or five percent,
whichever is the greater.
B. Effective July 1, 1974 personnel who are regularly
required to work on holidays shall be paid for
eleven holidays once a year on or about the 10th day
of December.

"C. Effective July 1, 1974 employees covered by this
agreement shall accumulate vacation in accordance
with the following schedule:
1. Twelve working days per year with full salary
for the first seven years of continuous service
with the City.
2. Seventeen working days per year with full salary
after seven years and until the completion of
fourteen years of continuous service.
3. Twenty -two working days per year with full salary
after fourteen years of continuous service.
D. The City will adopt a dental plan and pay the premium
cost, not to exceed $ 7. 50 per month, for employees only.
The City reserves the right to determine the insurance
carrier with whom the City will contract for coverage;
however, the City agrees to consult with employees
through the insurance committee and consider all
suggestions and presentations on the insurance plan
to be purchased.
III. July 1, 1975 - June 30, 1976
A. Salaries of all classifications represented by the E1
Segundo Police Officers Association shall be increased
an amount equal to the percentage change in the Los
Angeles /Long Beach Consumer Price Index between May,
1974 and May, 1975 or five percent, whichever is the
greater.
B. The City will amend its contract with the Public
Employees Retirement System effective January 1, 1976
to provide the 2 percent at age 50 retirement plan.
C. Effective July, 1975 the City will pay the oremium cost
for health and medical insurance for the employee and
all dependents, provided the amount payable by the City
will not exceed $50. 00 per month. If prior to July 1,
1975 the premium cost for health and medical insurance
is increased to an amount greater than $35. 96, the
City will pay the increased premium cost for the employee
only. The City reserves the right to determine the
insurance carrier with whom it will contract for coverage.
D. The City will conduct a classification and salary study
to be completed before June 30, 1976. CLOCEA agrees
to provide a person knowledgeable in salary and
classification matters who will advise the City on
preparation and content of class specifications and
allocation of positions to classes.

WHEREAS, the City Council has approved said Memorandum of
Understanding; and
WHEREAS, the City Council desires to adopt this resolution to
implement the provisions of the Memorandum of Understanding which require
implementation by amendment to the Salary Resolution for the 1973 -74 fiscal
year;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. Salaries of:
Police Detective
Police Dispatcher Clerk
Police Lieutenant
Police Sergeant
Policeman
Policeman - Special Assignment
Police Cadet
set forth in Resolution No. 2458 shall be increased by 7 percent on and after
July 1, 1973.
SECTION 2. Notwithstanding the provisions of Section 4. 00 of
Resolution No. 2458 on and after July 1, 1973 the City shall provide a
monthly allowance for the:
Police Detective
Police Dispatcher Clerk
Police Lieutenant
Police Sergeant
Policeman
Policeman - Special Assignment
Police Cadet
for uniforms, safety and personal equipment in the following amounts:
a. Police officers assigned to motorcycle duty - $21. 00 per

SECTION 3. Notwithstanding the provisions of Section 15. 40 of
Resolution No. 2458 officers entitled to marksmanship compensation who are
required to shoot in Manhattan Beach and who shoot in Manhattan Beach during
off -duty hours in order to qualify for marksmanship compensation shall be en-
titled to be paid one hour at straight time salary rates for each time they are
required to shoot but not in excess of once each calendar month.
SECTION 4. The City Clerk shall certify to the passage and adop-
tion of this resolution; shall enter the same in the book of original resolutions
of said City; and shall make a minute of the passage and adoption thereof in
the records of the proceedings of the City Council of said City in the minutes
of the meeting at which the same is passed and adopted.
