CC RESOLUTION 2471II.9Z RESOLUTION NO. 2471 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, PETITION- ING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO ASSIGN THE HIGHEST POSSI- BLE PRIORITY TO CONSTRUCTION OF THE NEW COURT BUILDING. WHEREAS, the City of E1 Segundo is situated in the Inglewood Judicial District, and the E1 Segundo police officers testify in the Inglewood Municipal Court in criminal cases and the citizens of El Segundo are also served by that court in civil cases; and WHEREAS, there are only fifty -four seats available to the public in each courtroom in the courthouse and there are approximately 175 to 200 persons present at Master Calendar call to be seated in the fifty - four seats; and WHEREAS, it is sometimes necessary for a person to push and work his way through the congestion of persons to the front of the court- room when his name is called; and WHEREAS, there are a number of parties and witnesses who can not get inside the door to the Master Calendar courtroom to hear the call of the case and they have, on occasion, waited outside the courtroom for hours after their cases have been continued or otherwise disposed of, which, in the case of police witnesses, results in a waste of taxpayers, funds in terms of pay for unnecessary time spent in court; and WHEREAS, the two "holding cells" in the courthouse were each designed to hold a maximum of twenty -five persons, and the male "holding cell" has had as many as seventy persons confined therein, creating a condition which could result in charges of inhuman treatment of prisoners; and WHEREAS, the Inglewood Fire Department has, on October 18, 1972, served official written notice that the fire exits from the second floor of the courthouse are inadequate; that a serious fire hazard exists; and has also served notice of intended legal action to close off sections of the court building; and WHEREAS, the County of Los Angeles will this month remodel an existing room on the second floor of the courthouse into an additional courtroom and this will add to the congestion and the hazard that already exists due to inadequate fire exits; and WHEREAS, citizens appearing on traffic citations or civil cases are sometimes crowded together with persons appearing on criminal charges and there is no way under present overcrowded conditions to guarantee the safety of all persons present in case of an emergency; and WHEREAS, the criminal case load of the Inglewood Municipal Court has risen significantly again this year; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That the Board of Supervisors of the County of Los Angeles be petitioned and it is hereby petitioned to assign the highest possible priority to the construction of the planned new court building. SECTION 2. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
