CC RESOLUTION 2391.1 1.1 16 Amends 1970 -71 RESOLUTION NO. 2391 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING SECTIONS 1. 00, 2. 00, 2. 10, 3. 00, 4. 00, 6. 00, 15. 40, 19. 00, 26.00, AND 26.30 OF, AND ADDING SECTIONS 15.15 AND 24.45 TO, RESOLUTION NO. 2365, (THE SALARY RESOLUTION). THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That Section 1. 00 of Resolution No. 2365 (The Salary Resolution) is amended to read as follows: it SECTION 1. 00 RATES - FIXED SERIES: That subject to the other provisions of this resolution, each of the incumbents of the following offices or positions in the service of the City of E1 Segundo shall be entitled to receive for his or her services, in his or her office or position, the rate or rates of compensation hereinafter set forth: (A) CITY ATTORNEY---------------------- - - -$1,198. 00 per month and, in addition thereto, he shall receive such reasonable additional fees or compensation as the City Council may allow for suits, appear- ances or proceedings before any Court, Board, Officer or Commission in, or before which he has been directed to act or appear, and also when allowed by the Council, extra compensa- tion for bond issues of all kinds and for anv ser- vice which the Council may deem extraordinary. (B) CITY MANAGER------------- - - - - -- (C) SUPERVISOR OF PROPERTY OWNER SHIP RECORDS -- $734. 00 per month (D) ASSISTANT TO THE DIRECTOR OF FINANCE - - - - -- -$734. 00 per month SECTION 2. That paragraphs "(A)" and "(B)" of Section 2. 10 of said Resolution No. 2365 are amended by amending the P. O. S. T. Inter- mediate Certificate (5 %) Salary Schedule to read as follows: SECTION 4. That paragraph "e" of subsection 1 of Section 4. 00 of said Resolution No. 2365 is amended to read as follows: "e. All other fire fighting personnel - $7. 50 per month of active duty. " SECTION 5. That Section 15.15 is added to said Resolution No. 2365 to read as follows: "SECTION 15.15. OVERTIME PAY -- RECALL MINIMUM HOURS. Employees who are recalled to work at a time other than their normal scheduled work day will be compensated for a minimum of two hours work. " -4- P.O. S. T. That paragraph "e" of subsection 1 of Section 4. 00 of said Resolution No. 2365 is amended to read as follows: "e. All other fire fighting personnel - $7. 50 per month of active duty. " SECTION 5. That Section 15.15 is added to said Resolution No. 2365 to read as follows: "SECTION 15.15. OVERTIME PAY -- RECALL MINIMUM HOURS. That Section 19.00 of said Resolution No. 2365 is amended to read as follows: "SECTION 19.00 HOLIDAYS AND HOLIDAY PAY: Except as otherwise herein specifically provided, any employee who is required to work on any of the following days that occur on his regular day of employment, to wit: January 1st; Thanksgiving Day and Friday thereafter; The third Monday in February; December 24th; The last Monday in May; December 25th; July 4; December 31st; and The first Monday in September; Every day on which an election is held The fourth Monday in October; throughout the State, shall be compensated therefor at the rate of one and one -half times his regular rate of pay in addition to straight time holiday pay; provided, however, (a) that in the event any of the hereinbefore mentioned holidays falls on the last day an employee is off on his regular days off period, the following day shall be observed as a holiday for the purpose of this section, provided further, how- ever, (b) that in the event any of the hereinabove mentioned holidays falls on the first day of an employee's regular days off period, the previous day shall be considered as a holiday for the purpose of this section. "Police and Fire Department personnel who are regularly required to work on holidays, pursuant to this section and notwithstanding any provision herein to the contrary, shall be paid for ten holidays once a year on or about the 10th day of December. " SECTION 7. That Section 24. 45 is added to said Resolution No. 2365 to read as follows: "SECTION 24.45. SICK LEAVE -- PAYMENT OF ONE -HALF ON TERMINATION: The provisions of this section shall apply to all em- ployees of the City except sworn personnel of the Police Department, Police Dispatcher Clerks and uniformed employees of the Fire Department. This section shall not apply to sworn personnel of the Police Department, Police Dispatcher Clerks and uniformed employees of the Fire Department. In the event an employee to whom this section applies has completed eight or more years of service with the City and then resigns, is discharged, or leaves the service of the City for any reason other than those enumerated in Sections 24. 30 and 24. 40 of this resolution and has unused sick leave to his credit at the time of termination of his service, such employee shall be compensated -5- in an amount equal to one -half the value of his sick leave based upon his cur- rent salary at the time of such termination without the inclusion of overtime pay or additional compensation. " SECTION 8. That Section 26. 00 of said Resolution No. 2365 is amended to read as follows: "SECTION 26.00. VACATIONS: Excepting members of the Police and Fire Departments who shall receive annual vacations as provided by law, each officer and employee regularly employed and with less than eight years of service with said City, subject to the limitations hereinafter set forth, shall be entitled to and shall receive an annual vacation of twelve working days with full salary. Vacation leaves may not be taken until an employee has completed one year's continuous service. Vacation time shall accrue on a monthly basis. Employees who have completed seven years but less than fifteen years of service, shall receive an annual vacation or leave of absence with pay of fifteen working days. Employees who have completed fourteen or more years of service shall receive an annual vacation or leave of absence with pay of twenty working days. " SECTION 9. That Section 15. 40 of said Resolution No. 2365 is amended to read as follows: , " SECTION 15.40. OVERTIME PAY -- POLICE DEPART- MENT: Except as otherwise hereinafter provided, the members of the Police Department of said City shall work regularly scheduled shifts to be promul- gated and established from time to time by the City Manager, and all of the members of said Department shall be subject to call for service at any and all times. It is provided, however, that where a member of the Police Depart- ment is required to render more than eight hours service in any one day or more than forty hours per week, such member shall be entitled to receive, and there shall be paid to him, additional compensation for such overtime at one and one -half times his or her regular rate of pay, unless such mem- ber is the Chief of Police or the Deputy Chief of Police of said City. " Straight time only will be paid all police personnel entitled to overtime for the following duty assignments: 1. Approved departmental in- service training and specialized train- ing schools, except that: a. Officers promoted in rank and who are required to attend in- service classes to gain the knowledge necessary to per- form their new duties and responsibilities of said position, shall not be compensated in overtime pay for the hours spent in training over and above a normal eight hour day; and b. Overtime pay shall not be paid to police personnel who spend more than the eight hour day in a basic recruit school learn- ing the duties and responsibilities of their new career in law enforcement. 2. Staff meetings. 3. Public relations appearances (speeches, etc. ). 4. Photograph work. 5. Such other similar duty that may develop in the future. Police officers required to appear in court during scheduled off -duty hours will be paid for a minimum of three hours duty at their straight time salary rate." SECTION 10. That Section 26. 30 of said Resolution No. 2365 is amended to read as follows: "SECTION 26.30. VACATIONS - -FIRE DEPARTMENT SHIFT WORK: Members of the fire service that work shifts with less than eight years service shall receive vacation time of six shifts; employees who have completed seven years but less than fifteen years of service, eight shifts; fourteen or more years of service ten shifts; provided, however, that it shall be not less than as required by Section 53250 of the Government Code." SECTION 11. Section 6.00 of said Resolution No. 2365 is amended to read as follows: "SECTION 6. 00 POLICE OFFICERS -- MOTORCYCLE HAZARD PAY. All Police Department patrolmen assigned to motorcycle duty will be compensated by an additional payment equal to seven percent of the "E" Step of the patrolman classification while serving in such capacity. " -7- SECTION 12. Item No. 20 of paragraph "(B)" of Section 3. 00 of said Resolution No. 2365 is amended to read as follows: "20. Multilith Operator SECTION 13. CERTIFICATION. $4. 10 per hour ". The City Clerk shall certify- to the passage and adoption of this resolution, shall enter the same in the book of original resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City in the minutes of the meeting at which the same is passed and adopted.
