RESOLUTION NO. 2364
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING
WITH CERTAIN CONDITIONS SPECIFIC (PRECISE)
PLAN NO. 5A.
WHEREAS, under the provisions of Title 20 (The Comprehen-
sive Zoning Ordinance) of the "E1 Segundo Municipal Code" and the laws of
the State of California, applicable to such matters, Sepulveda -Palm Office
Building has filed its petition for the adoption of Specific (Precise) Plan
No. 5A; and
WHEREAS, said Plan is for the property described as:
The northerly 181 feet of Lots 1 and 2 in Block 113
in the City of E1 Segundo, County of Los Angeles,
State of California, as per map recorded in Book 20,
Pages 114 and 115 of Maps, in the office of the
County Recorder of said County and State, excepting
therefrom the westerly 60 feet of Lot 2;
and said Plan was submitted to the Planning Commission of the City of
E1 Segundo, and after a hearing duly and regularly held, was approved and
recommended for adoption by the City Council; and
WHEREAS, the City Council of the City of E1 Segundo has duly
and regularly held a public hearing on said Plan; and
WHEREAS, the City Council of the City of E1 Segundo has now
acquired jurisdiction to adopt this resolution;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE,
DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That said Specific (Precise) Plan No, 5A herein-
above referred to as approved by the Planning Commission of the City of
E1 Segundo in its Resolution No. 725, be and the same is hereby appro�,ed
and adopted upon the following conditions:
(1) That the proposed building shall comply with all regulations
as set forth in Chapter 20. 35 (Special Commercial District [C -3] Zone) of the
"E1 Segundo Municipal Code" except the open space requirements of Section
20.35. 100.
(2) That the applicant dedicate an additional ten feet on the south
ongq
side of Palm Avenue for street widening purposes and dedicate the southwest
corner of Palm Avenue and Sepulveda Boulevard so as to provide a twenty -
three foot radius at the property line, said proposed right -of -way is described
as:
A portion of Lots 1 and 2, Block 113, E1 Segundo Sheet
No. 5, Map Book 20, Pages 114 and 115, within the City
of El Segundo, California, more particularly described
as follows:
BEGINNING at the Northeast corner of Lot 1, Block 113,
El Segundo Sheet No. 5, Map Book 20, Pages 114 and 115;
thence North 89° 58' 50" West along the North line of said
Lot 1 a distance of 70. 00 feet to the true point of beginning;
said point of beginning also being the intersection of the
South line of Palm Avenue (40 feet wide) and the West line
of Sepulveda Boulevard (100 feet wide); thence North
89° 58' 50" West along the North line of said Lot 1 and
along the North line of Lot 2 of said Block 113 a distance
of 206. 68 feet to a point; thence South along a line parallel
to and 60. 00 feet easterly of the West line of said Lot 2 a
distance of 10. 00 feet; thence South 89° 58' 50" East along
a line parallel to and 10. 00 feet southerly of said North
line of Lots 1 and 2 a distance of 183. 68 feet to a point in
a curve, concave southwesterly and having a central angle of
890 59' 50" and radius of 23. 00 feet; thence southeasterly
along said curve an arc length of 36. 13 feet to a point of
tangency with the West line of said Sepulveda Boulevard;
thence North 0° 011 20" East along the West line of said
Sepulveda Boulevard a distance of 33. 00 feet more or less,
to the true point of beginning;
and that the applicant, at its expense, shall perform all work (excluding
all work required by the relocation of public utilities and all City of
El Segundo subsurface utilities) and provide all materials required for im-
proving said ten foot strip and said curb return, to City specifications, from
its westerly property line to Sepulveda Boulevard. This requirement is im-
posed due to the increased traffic and circulation problems that will result
from construction of applicant's improvement, and will result in a minimum
width of paving of twenty -four and one -half (24. 5) feet from the center line
of Palm Avenue to the face of the curb. The Director of Building Safety shall
not issue a building permit pursuant to this Specific (Precise) Plan No. 5A
until applicant has dedicated the required right -of -way, and either improved
the right -of -way or posted a bond or cash deposit in the amount of $3, 000. 00
in the form or manner approved by the City Attorney to guarantee that said
improvements will be completed within a time to be fixed by the Director of
Planning.

(3) That all utilities providing services to the new building
normally placed above ground, including without limitation electrical ser-
vice lines and telephone service lines, shall be placed underground, except
that if it is not possible to place said lines underground, overhead services
may be approved by the City Council.
(4) That construction shall commence within one year from
January 11, 1971; this request becomes null and void if construction has not
commenced within said time.
(5) That a "sky garden" has been added to the original plan.
SECTION 2. That when the construction of said Specific (Precise)
Plan No. 5A has been completed strictly in accordance with the requirements
of this resolution, the Director of Planning shall report said completion to
the City Council whereupon the City Council shall refer this resolution to the
City Attorney for the preparation of an ordinance rezoning and reclassifying
said property in the manner hereinafter set forth:
The easterly 103.08 feet of the northerly 123. 5 feet of
Lot 2, Block 113, El Segundo Sheet No. 5, Map Book
20, Pages 114 and 115 as recorded in the Office of the
County Recorder of Los Angeles County, California,
from Zone P (Automobile Parking) to Zone C -2 (General Commercial); and
The southerly 57. 5 feet of the northerly 181. 1 feet of
the easterly 103. 08 feet of Lot 2, Block 113, El Segundo
Sheet No. 5, Map Book 20, Pages 114 and 115 as recorded
in the Office of the County Recorder of Los Angeles County,
California,
from Zone R -3 (Multiple Residential) to Zone C -2 (General Commercial).
SECTION 3. That the applicant is informed that the City Coun-
cil does not, by this action, intend to impair its authority to modify the
traffic and circulation restrictions in the neighborhood of applicant's prop-
erty if the need arises to make such modification.
SECTION 4. That the City Clerk is hereby authorized and
directed to endorse the said plan as hereby approved and adopted by the
City Council. Said plan is on file in the office of the City Clerk for public
inspection and by this reference incorporated in this resolution and made a
part hereof.

SECTION 5. That this resolution shall become effective upon
adoption.
SECTION 6. That the City Clerk shall certify to the passage
and adoption of this resolution; shall enter the same in the book of original
resolutions of said City, and shall make a minute of the passage and adoption
thereof in the records of the proceedings of the City Council of said City, in
the minutes of the meeting at which the same is passed and adopted.
