RESOLUTION NO. 2340
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, ESTABLISHING
AN EDUCATIONAL INCENTIVE PAY PROGRAM, AND
AMENDING RESOLUTION NOS. 2276 AND 2332.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. There is hereby established an Educational
Incentive Pay Program that shall apply to the following sworn
personnel of the police department:
1. All except the Chief of Police and Deputy Chief
of Police first employed on or after September 1,
1970.
2. Those members not included in the preceding
paragraph, except the Chief of Police and Deputy
Chief of Police who elect to become part of the
program by a written election with the Finance
Director. Such written election shall be irrevocable.
SECTION 2. The Chief of Police and the Deputy Chief of
Police shall not be entltled to the Educational Incentive Pay
Program.
SECTION 3. All sworn personnel of the police department
who become entitled to the Educational Incentive Pay Program shall
no longer receive the longevity payments provided for as Steps X,
Y and Z in the basic salary resolutions (Resolution Nos. 2276 and
2332) but shall instead have, in addition to the benefits otherwise
provided by the Educational Incentive Pay Program, a maximum pay
shown as Step E in the Salary Schedule which shall be augmented

2�2% upon the completion of seven years service, 5/ upon the
completion of fourteen years service, and 7Z% upon the completion
of twenty -one years service. These payments shall hereafter be
referred to as modified longevity pay and shall not be subject
to the requirements of Section 4 of this resolution.
SECTION 4. Except for the year commencing September 1,
1970 and for the year of initial qualification, an employee in
the Educational Incentive Pay Program shall not be entitled to
educational incentive pay for any year unless during the
preceding year he has:
1. Earned three semester units of college credit
with a passing grade, or
2. Satisfactorily completed informal educational
courses equivalent to three semester units of
college credit, or
3. Engaged in community service approved by the
Chief of Police outside of duty hours for the
period of time equivalent to the time required
to satisfactorily complete three semester units
of college work.
SECTION 5. The personnel of the police department
to whom the Educational Incentive Pay Program is applicable
shall be entitled to an increase of 5% above Step E of the
basic salary resolutions (Resolution Nos. 2276 and 2332)
augmented by the modified longevity pay to which they may be
entitled provided in Section 3 of this resolution upon becoming

qualified for a P.O.S.T. intermediate certificate. The
personnel of the police department to whom the Educational
Incentive Pay Program is applicable shall be entitled to an
increase of 10% above Step E of the basic salary resolutions
(Resolution Nos. 2276 and 2332) augmented by the modified
longevity pay to which they may be entitled provided in
Section 3 of this resolution upon becoming qualified for a
P.O.S.T. advanced certificate. In no case shall the Educational
Incentive Pay Program be applicable to any employee of the
police department during his probationary period following
employment in the E1 Segundo Police Department as a sworn
police officer.
SECTION 6. Amend Resolution No. 2276 to add at end
of Section 2:
"(D) The provision of Steps X, Y and Z shall not
apply to any sworn member of the police department except:
1. The Chief of Police,
2. The Deputy Chief of Police, and
3. Other sworn personnel of the police department
employed on or before September 1, 1970 who have
not elected to participate in the Educational
Incentive Pay Program.
SECTION 7. Amend Resolution No. 2332 to add at end
of Section 2:
"(D) The provision of Steps X, Y and Z shall not
apply to any sworn member of the police department except:

SECTION 8. The City Clerk shall certify to the
passage and adoption of this resolution, shall enter the same
in the book of original resolutions of said City; and shall
make a minute of the passage and adoption thereof in the
records of the proceedings of the City Council of said City in
the minutes of the meeting at which the same is passed and
adopted.
