CC RESOLUTION 233210790 RESOLUTION NO. 2332 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING RESOLUTION NO. 2276, FIXING THE COMPENSATION OF CERTAIN OF THE OFFICERS AND HEADS OF DEPARTMENTS OF SAID CITY, AND OF CERTAIN OF THE EMPLOYEES THEREOF. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. Part I of Resolution No. 2276, entitled "A Reso- lution of the City Council of the City of El Segundo, California, Fixing the Compensation of the Various Officers and Heads of Departments of said City, and of the Various Employees Thereof; and Repealing Resolution No. 2229 of Said Council and All Resolutions Amendatory of Said Resolution No. 2229" is hereby amended, except as it relates to basic salaries of Policemen, Police Sergeants, Police Lieutenants, Police Captains, Police Detectives and Photographers, Firemen, Fire Engineers and Fire Captains, to read as follows: PART I RATES AND SCHEDULE Section 1. Fixed Series: That subject to the other provisions of this resolution, each of the incumbents of the following offices or positions in the service of the City of El Segundo shall be entitled to receive for his or her services, in his or her office or position, the rate or rates of compensation hereinafter set forth: (A) CITY ATTORNEY --------------------- - - -$1, 141. 00 per month and, in addition thereto, he shall receive such reasonable additional fees or compensation as the City Council may allow for suits, appearances or proceedings before any Court, Board, Officer or Commission in, or before which he has been directed to act or appear, and also when allowed by the Council, extra compensation for bond issues of all kinds and for any service which the Council may deem extraordinary. Steps B, C and D contemplate one year's service in each of such classifications and the advancements therefrom shall be on the anniversary date of the employee; Step E contemplates continued service in such classification until further advancement is indicated by reason of longevity; Steps X, Y and Z are longevity provisions and are to be used in applying the following policy; -4- 10794 For each seven years of continued service with the City, an employee upon attaining the seventh, fourteenth or twenty -first anniversary of his employment, shall advance one step in his classification. (B) Step increases are based on merit. An employee will be eligible for advancement to a higher step on the basis of service time as described in paragraph (A) above and satisfactory performance of duties. An employee will be presumed to merit an increase unless his Department Head notifies the Personnel Officer in writing at least ten days in advance of the scheduled increase that the increase should be withheld, stating reasons. The reasons shall be provided to the employee in writing. If the employee's performance subsequently improves to a satisfactory level, the step increase will be granted and the date of increase will become the employee's anniversary date. (C) It is provided further; (1) an employee advanced in step by direction of the City Council or advanced from Step E of any Range to a step in another Range receives a new anniversary date which is the date of the change. Other changes in salary, unless specifically directed by the Council or as provided in paragraph (B) above, shall not change the anniversary date. The City Council reserves the right at any time, and in its sole discretion, to change the range number assigned to any officer or employee and to determine the particular step in any Range number which is to be thereafter assigned to any such officer or employee; (2) Temporary employees for whom no classification or range number is provided or whose compensation is not otherwise fixed by this resolution shall receive such compensation as the City Council shall designate in the resolution or order of appointment for such respective temporary employees; and (3) Temporary employees and permanent part -time employees who by reason of their limited employment schedule do not qualify for coverage under the Public Employees' Retirement Law, shall not receive paid sick leaves, paid vacations and paid holidays; permanent part -time employees who qualify for coverage under the Public Employees' Retirement Law shall -5- 107q5 receive the fringe benefits accorded all regular full time employees including vacation and sick leave on a pro rata basis. Section 3. Marksmanship: The Chief of Police is authorized to conduct in his department, drills, practices or tests in the use and firing of sidearms and small arms by the members of his department in order to increase the efficiency of the members of his department in the use of such firearms. Such practices, tests or drills shall be held at such times and at such places as said Chief shall designate and shall be participated in by such members of the department as the Chief may from time to time authorize so to do. Such tests, practices and drills shall be held under such conditions and at such times and subject to such rules as to enable said Chief to properly make the certifications hereinafter referred to, to the City Council. In addition to any compensation otherwise provided for any officer or member of said Police Department authorized to participate in any such drill, test or practice, there shall be paid a compensation in accordance with the following schedule to each such member of the department for his proficiency in the use and firing of such sidearms or small arms, and in the accuracy of such fire as indicated in the following schedule, to wit: Class Marksman Sharpshooter Expert Distinguished Expert Score Out of Possible 480 350 - 400 401 - 440 441 - 473 474 - 480 Compensation for Proficiencv per month $ 2.00 4.00 8.00 16. 00 I 07Q8 In addition to the above, each officer selected to serve on the pistol team, not to exceed eight members of the department with the highest proficiency in firearms, under rules approved by the Chief of Police, shall receive an additional $5. 00 per month during the time he serves on the team. Said additional compensation shall be payable only upon certification by the Chief of Police that the particular officer or member has qualified during the quarter preceding the certification in one of the classes (indicating same) of the foregoing schedule, and that such person is entitled to the additional compensation for such class as set forth in such schedule. 10. Motorcycle Hazard Pa : All Police Department patrolmen assigned to motorcycle duty wi be compensated by an additional payment of $50. 00 per month while serving in such capacity. 11. Reserve Police Officers: Notwithstanding any provisions herein contained tot the contrary, and for the sole and exclusive purpose of establishing a duty status of the reserve police officers pursuant to which they are peace officers within the full meaning of Section 830. 6 of the Penal Code of the State of California, compensation of said officers is fixed and determined in the amount of $1. 00 per year; this employment status shall augment and be in addition to their Civil Defense status and shall include Workmen's Compensation benefits. 12. The Battalion Chief will be compensated six percent above the grade of Battalion Chief while serving in the Fire Prevention Bureau. Firemen serving in the Fire Prevention Bureau as Inspectors will be compensated at the rate of Fire Engineer. 18. Uniform Allowances: Following the effective date of this resolution, firefighting and po ice employees who are required to purchase and continuously maintain prescribed items of uniform clothing and personal equipment shall be compensated for a portion of the initial and main- tenance costs thereof according to the following: (1) a. All police officers (except officers assigned to motorcycle duty) and firefighting personnel required to regularly wear dress uniform while on duty - $10. 00 per month of active duty. b. Police Officers assigned to motorcycle duty - $16. 00 per month of active duty. c. Dispatcher Clerks and Police Cadets - $6. 00 per month of active duty. (2) All other firefighting personnel - $5. 00 per month of active duty. (3) Newly appointed Police Officers and Fire Department personnel shall be provided with uniform allowances at the time of appoint- ment and thereafter as follows: -9- 4 fNw4n/l 10800 a. At the time of appointment - 150% of annual allowance. b. At first anniversary of appointment - 50% of annual allowance. c. After first anniversary - 10016 of monthly allowance. (4) Newly appointed Dispatcher Clerks, at the time of appointment - $110. 00. (D) PLANNING SERIES: Planning Commission Members, $10. 00 each per meeting attended, not to exceed three meetings per calendar month. (E) RECREATION SERIES: Recreation Commission Members, $10. 00 each per meeting attended, not to exceed three meetings per calendar month. PART -TIME RECREATION PERSONNEL: Classification 1.
